HomeMy WebLinkAboutRDA 01 MINUTES 09-03-96 MINUTES ~J REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY CITY OF TUSTINv CALIFORNIA AUGUST 19, 1996 RDA NO. 1 9-3-96 CALL TO ORDER The meeting was called to order by Chairperson Worley at 8:24 p.m. at the council Chambers, 300 Centennial Way~, Tustin, California. Beverley White, Deputy City Clerk Dave Gottlieb, Redevelopment Project Manager Approximately 10 in the audience REGULAR BUSINESS (ITEMB I THROUGH 3) 1. APPROVAL OF MINUTES - AUGUST 5, 1996 REGULAR MEETING It was moved by Potts, seconded by Doyle, to approve the Redevelopment Agency Minutes of August 5, 1996. Motion carried 5-0. APPROVAL OF DEMANDS It was moved by Potts, seconded by Doyle, to approve Demands in the amount of $419,408.56. Motion carried 5-0. 3. MODIFICATION TO HOUSING REHABILITATION PROGRAM Dave Gottlieb, Redevelopment Project Manager, reported that the rehabilitation program had been modified in the past to assist property owners in Southwest Tustin; the proposed modification would allow property owners with multiple buildings per propertyto receive sufficient funds to paint the exterior of their buildings; the forgiven loan eStablished a strict standard of conduct and property maintenance; violation of the standard of conduct during a five-year .period resulted in immediate repayment of the grant money; and the REDEVELOPMENT AGENCY MInuTES Page 2, 8-19-96 program would focus on multiple dwelling units located on Kenyon and Alta Dena Drive, and Alliance and Pasadena Avenues. Council/staff discussion followed regarding forgiven loan standards of conduct; property inspections conducted prior to the property owner .receiving funding; and providing matching grants. It was moved by Thomas, seconded by Potts, to authorize staff to increase the amount available for exterior painting, as part of the City's Residential Rehabilitation Program, from $3,000.00 per property to $9,000.00 per property; and each participant is subject to execution of legal documents as prepared by the City Attorney's Office. Motion carried 5-0. OTHER BUSII~SS OLD TOWN PARKING STRUCTURE Agencymember Potts requested an update on the City-owned parking structure located in Old Town, and future plans for the structure to access to E1 Camino Real. CLOSED SESSION Chair Worley announced that the Redevelopment Agency would convene in closed session to confer with general counsel pursuant to Government Code Section 54956.8 regarding real property negotiations at 14001 and 14011 Newport Avenue; 730, 750, and 770 E1 Camino Real; 725, 600-712 E1 Camino Way; Tustin, California. The parties involved were: the Tustin Community Redevelopment Agency and the State of California, Csik Zoltan, The Philip L. Crawford Trust of Omega Trust, Tustin Motor Lodge, the Jessee T. Anderson Trust and the William R. Zappas Trust. ADJOURNMENT Chair Worley adjourned the meeting at 8:30 p.m. The next regular meeting of the Redevelopment Agency was scheduled for Tuesday, September 3, 1996, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
