REGULAR MEETING OF THE TUSTIN COMMUNITY REDEVELOPMENT AGENCY
CITY OF TUSTIN, CALIFORNIA
SEPTEMBER 3, 1996'
CALL TO ORDER
The meeting was called' to order by Chairperson Worley at 8:15 p.m. at the
Council Chambers, 300 Centennial Way, Tustin, California.

REGULAR BUSINESS ( ITEMS I THROUGH 4 )
1. APPROVAL OF MINUTES - AUGUST 19, 1996 REGULAR MEETING
It was moved by Potts, seconded by Saltarelli, to approve the
Redevelopment Agency Minutes of August 19, 1996.
Motion carried 5-0.
APPROVAL OF DEMANDS
It was moved by Potts, seconded by Saltarelli, to approve Demands in
the amount of~$79,436.21.
Motion carried 5-0.
3. LAGUNA GARDENS DISPOSITION AND DEVELOPMENT AGREEMENT
It was moved by Potts, seconded by Saltarelli, to adoptthe fOllowing
Resolution No. RDA 96-4 making a finding that the Laguna Gardens
project is of benefit to the Town Center Project Area; adopt the
following Resolution No. RDA 96-3 certifYing the Final Negative
Declaration for adoption of the Disposition and Development
Agreement; approve the Disposition and Development Agreement by and
between the Tustin Community Redevelopment Agency and Laguna. Gardens
Associates, LLC; and appropriate $1,174,000 from the Town center
Redevelopment Project Area Housing Set-Aside fund for DevelOper
REDEVELOPMENT AGENCY MINUTES

assistance for the subject project and $500,000 for the Agency's
relocation obligation under California Redevelopment Law:
RESOLUTION NO. RDA 96-4 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT
THE USE OF TAXES ALLOCATED FROM THE TOWN CENTER PROJECT AREA FOR THE
PURPOSE OF REHABILITATING THE PROPERTY AT 1361 EL CAMINO REAL AND
CONVERTING THE APARTMENTS INTO OWNERSHIP UNITS WILL BE OF BENEFIT TO
THE PROJECT
RESOLUTION NO. RDA 96-3 - A RESOLUTION OF THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY OF THE CITY OF TUSTIN, CALIFORNIA, CERTIFYING
THE FINAL NEGATIVE DECLARATION AS ADEQUATE FOR THE ADOPTION OF A
DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY AND LAGUNA GARDENS ASSOCIATES, LLC., INCLUDING
REQUIRED FINDINGS PURSUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT
Motion carried 5-0.
4. FUNDING REQUEST FROM DOWNTOWN BUSINESS ASSOCIATION
It was moved by Potts, seconded by Saltarelli~ to authorize funding,
not to exceed $10,000.00, by the Town Center Redevelopment Project
for creation of a non-profit downtown business organization.
Motion carried 5-0.

Chair Worley adjourned the meeting at 8:16 p.m. The next regular meeting
of the Redevelopment Agency was scheduled for Monday, September 16, 1996,
at 7:00 p.m. in the Council Chambers at 300. Centennial Way.
