AWARD OF CONTRACT FOR CONSTRUCTION OF THE RED HILL
AVENUE AND SAN JUAN STREET TRAFFIC SIGNAL
MODIFICATION/UPGRADE (CIP NO. 4062)
SUMMARY
Bids for this project have been received and a construction contract is ready to be awarded. The
project provides for the modification and upgrade of existing traffic signal equipment at Red Hill
Avenue and San Juan Street. The project also includes the modification of curb ramps to meet
the Federal Americans with Disabilities Act (ADA) requirements.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the Red Hill Avenue
and San Juan Street Traffic Signal Modification/Upgrade Project (CIP No. 4062) to KDC, Inc., dba
Dynalectric, the Iow bidder in the amount of $118,014.00, and authorize the Mayor and City Clerk
to execute the contract documents on behalf of the City.
FISCAL IMPACT
The City's Capital Improvement Program Budget (CIP) for FY 2002-2.003 provides sufficient funds
for the design and construction of the project. The total cost to complete construction of the project
is estimated to be $140,000.00. This includes the Iow bid amount, a construction contingency
cost, traffic signal activation costs and inspection costs.

Dynalectric's bid is approximately 28% lower than the engineer's estimate of $165,000. In
reviewing Dynalectric's bid in comparison to the engineer's estimate it was determined that the cost
of traffic signal equipment and the cost to provide traffic control, lane closure and signing and
striping was lower than expected. The references and the contractor's State License for Dynalectric
have been checked and are appropriate for the subject project.
