Expressed concerns regarding traffic signals at Newport Avenue and the 5 Freeway and also Newport Avenue at El Camino Real. PUBLIC HEARING (ITEM 1 ) 1. ZONE CHANGE 02-006- MCAS TUSTIN SPECIFIC PLAN Mayor Worley opened the public hearing at 7:18 p.m. There were no speakers on the subject and the public hearing was closed. It was moved by Thomas, seconded by Kawashima, to introduce and have first reading by title only of Ordinance No. 1257 approving Zone Change 02-006 adding Section 9246 to the Tustin City Code and amending the Tustin Zoning Map. Motion carried 5-0. It was moved by Bone, seconded by Kawashima, to approve the remainder of the Consent Calendar as recommended by staff. Motion carried 5-0. , APPROVAL OF MINUTES - DECEMBER 27, 2002 SPECIAL MEETING AND JANUARY 6, 2003 REGULAR MEETING Recommendation: Approve the City Council Minutes of December 27, 2002 and January 6, 2003. . APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of $4,677,386.98 and ratify Payroll in the amount of $438,325.89. o PLANNING COMMISSION ACTION AGENDA- JANUARY 13, 2003 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. APPROVAL OF A JOINT USE AGREEMENT BETWEEN THE TUSTIN UNIFIED SCHOOL DISTRICT AND THE CITY OF TUSTIN FOR CAPITAL IMPROVEMENT OF SPORTS FIELD LIGHTING AT UTT MIDDLE SCHOOL Councilmember Thomas requested discussion with City Manager to clarify the provisions of agreement. It was moved by Thomas, seconded by Davert, to approve the agreement subject to clarification of provisions with City Manager. Motion carried 5-0. REGULAR BUSINESS (ITEMS 12 THROUGH 14 ) 12. ORDINANCE NO. 1264- ADOPTING PREZONE 02-001 FOR ANNEXATION NO. 158 (LORETTA/BONNER/MEDFORD/GROVESITE ANNEXATION) It was moved by Davert, seconded by Thomas, to have second reading by title only and adoption of Ordinance No. 1264. Pamela Stoker, City Clerk, read the following Ordinance No. 1263 by title only: ORDINANCE NO. 1263- AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING SPECIFIED CHAPTER OF ARTICLE 5 OF THE TUSTIN CITY CODE TO ADOPT THE 2001 CALIFORNIA FIRE CODE AND THE 2000 UNIFORM FIRE CODE AS AMENDED THERETO RESOLUTION NO. 03-07 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, URGING THE CALIFORNIA LEGISLATURE TO REJECT THE GOVERNOR'S PROPOSED SHIFT OF LOCAL VLF REVENUES AND TO HONOR THE 1998 COMMITMENT TO RESTORE THE VLF It was moved by Bone, seconded by Thomas, to adopt the following Resolution No. 03-07 urging the California Legislature to reject the governor's proposed shift of local VLF revenues and to honor the 1998 commitment to restore the VLF: RESOLUTION NO. 03-07 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, URGING THE CALIFORNIA LEGISLATURE TO REJECT THE GOVERNOR'S PROPOSED SHIFT OF LOCAL VLF REVENUES AND TO HONOR THE 1998 COMMITMENT TO RESTORE THE VLF Motion carried 5-0. SECOND PUBLIC INPUT Commented on the joint use agreement with Tustin Unified School District and the public use of school grounds; thanked Council and staff for their efforts. Spoke concerning community television and the establishment of a city television service. Minutes - City Council January 21,2003 - Page 6 OTHER BUSINESS LEAGUE OF CALIFORNIA CITIES Councilmember Davert commented on his attendance at the League of California Cities orientation program in Sacramento; thanked Councilmember Bone for his assistance during the conference. Councilmember Bone commented on his attendance at the League of California Cities conference in Sacramento with Councilmember Doug Davert. TUSTIN LEGACY Councilmember Davert thanked staff for the Tustin Legacy workshop. SENIOR CENTER Councilmember Davert thanked the senior center board members for their invitation to the karaoke fundraiSer. Mayor Pro Tem Kawashima commented on the success of the karaoke fundraiser for the senior center computer stations; and thanked John Laing Homes for donating company resources for completion of the project. CEDAR GROVE PARK Councilmember Thomas thanked Elizabeth Binsack, Director of Community Development, for the mailbox at Pioneer Way in front of Cedar Grove Park. TUSTIN UNIFIED SCHOOL DISTRICT Councilmember Thomas spoke concerning the City's relationship with Tustin Unified School District; mentioned his concem about groups not being able to use schools for sports games and practices; and urged parents to get more involved. RECREATIONAL FACILITIES Mayor Pro Tem Kawashima commented on the Council's commitment to providing the best recreational facilities to the residents of Tustin. INVENTION CONVENTION Mayor Pro Tem Kawashima announced the Invention Convention for the local schools on Saturday, January 25, 2003. FICUS TREES Mayor Pro Tem Kawashima stated that the ficus trees along Bryan Avenue, between Redhill Avenue and Newport Boulevard were causing damage to the sidewalks. Minutes - City Council January 21, 2003 - Page 7 Tim Serlet, Director of Public Works, responded the trees were due to be replaced soon. TUSTIN RANCH SPORTS PARK Mayor Worley requested that the tennis nets at Tustin Ranch Sports Park be replaced. WAR IN IRAQ Mayor Worley expressed concerns regarding the war in Iraq. COMMITTEE REPORTS ORANGE COUNTY VECTOR CONTROL Councilmember Davert spoke about a workshop he attended at the Orange County Vector Control to discuss a benefit assessment study. ORANGE COUNTY LIBRARY BOARD Mayor Pro Tem Kawashima commented on the status of the Tustin library; annual circulation in all county libraries had increased 10%; new members to the board were elected recently; and he was elected to Secretary of the board. ORANGE COUNTY FIRE AUTHORITY Mayor Worley commented on her attendance at an Orange County Fire Authority meeting where they discussed the mid-year budget review.
