OPERATE A MARTIAL ARTS STUDIO LOCATED AT 624 EAST FIRST STREET
WITHIN THE COMMERCIAL AS PRIMARY LAND USE DESIGNATION OF THE
FIRST STREET SPECIFIC PLAN.
