STATUS:
THIS PROJECT IS CATEGORICALLY EXEMPT
PURSUANT TO SECTION 15311 OF THE

(CLASS 11)
CALIFORNIA
REQUEST:
TO INSTALL A FORTY-TWO (42) SQUARE FOOT MONUMENT
SIGN WITH A TWENTY (20) SQUARE FOOT, DOUBLE-SIDED
MANUAL CHANGEABLE COPY AREA.
RECOMMENDATION
That the Planning Commission adopt Resolution No. 3858 approving Conditional Use
Permit 01-037.
BACKGROUND
The applicant is requesting approval of a Conditional Use Permit to install a new forty-two
(42) square foot double-face monument sign with a twenty (20) square foot, double-sided
manual changeable copy area in front of the church sanctuary.
The site is located on the north side of Sycamore Avenue, between Charloma Drive and
Red Hill Avenue (Attachment A - Location Map). The property is located in the Public and
Institutional (P&I) zoning district and has a Public/Institutional General Plan designation.
The A.G. Currie Intermediate and Jeane Thorman Elementary Schools are located south
and southeast, single-family residences are located to the west, and multiple-family
residences are located to the north and east of the site.

In accordance with Sections 9411 and 9494(b)(1) of the Tustin Sign Code, signs in the P&I
district and signs with changeable copy require approval of a conditional use permit by the
Planning Commission. Since church sites are located in various areas of the City
including commercial and residential settings, the Sign Code requires a conditional use
permit to ensure compatibility in each location and allows the Planning Commission to
establish specific development standards.
DISCUSSION
The new sign is proposed to be constructed perpendicular to Sycamore Avenue adjacent
to the drive aisle at the western driveway to the parking lot. The sign would be located ten
(10) feet behind the sidewalk, outside the public right-of-way, and five (5) feet from the
curb of the parking lot outside the visual clearance area defined by Section 9412 of the
Tustin Sign Code (Attachment B - Site Plan).
The overall dimensions of the proposed sign are six (6) feet in height, seven (7) feet in
length, and approximately sixteen (16) inches in width. The sign copy area is proposed on
both sides of the sign (double-face) and would be four (4) feet in height and five (5) feet in
width, or twenty (20) square feet. The sign base would be seven (7) feet in width and one
(1) foot in height, with two sixteen (16) inch square columns that extend to a finished
height of five (5) feet, four (4) inches on either end (Attachment B - Elevations). The
proposed dimensions are consistent with the maximum allowable size and height of
monument signs that would be allowed in commercial zoning districts.
The applicant is proposing the base and side columns be constructed of light brown, or
"fawn," slumpstone to match the color of the existing building. However, the applicant's
original submittal included a brick veneer finish on the base and columns to match the
existing brick on the building (Attachment C - Photograph), and a Iow planter wall around
the sign constructed of the same brick found on the planter around the building. The
applicant noted that due to cost constraints and the limited availability of matching brick,
the applicant modified the plans to include the slumpstone. While the original design
matches the existing building and planter areas, the slumpstone would generally
complement the color and texture of the building. However, the height and coursing of the
slumpstone blocks could be configured to better replicate the building. Condition 2.2 of
Resolution No. 3858 (Attachment D) is included to require the applicant to use narrower
sections of block stacked vertically to match the building as much as possible.
The twenty (20) square foot, double-sided sign copy area will be enclosed in a dark bronze
metal cabinet frame. The applicant is proposing the top of the sign copy area to display
"Saint Cecilia Catholic Church" in white copy on a dark blue background. The remainder
of the sign copy area will display interchangeable black letters on a white background
limited to advertising church-related functions. Condition 3.1 is included to limit copy to
information related to non-profit church activities that are open to the public. In addition, if
the use changes in the future to a non-religious facility, Condition 3.3 would require the

to the public. In addition, if the use changes in the future to a non-religious facility,
Condition 3.3 would require the property owner to remove the sign or request an
amendment to Conditional Use Permit 01-037 for the new use of the sign, for other than
informational purposes.
A decision to approve this request may be supported by the following findings:
1)
The establishment and maintenance of the proposed manual changeable copy
monument sign, as conditioned, will not be detrimental to the health, safety, or
general welfare of the City nor have a negative effect on surrounding properties in
that:
The proposed location is in an appropriate location outside the visual
clearance area as specified in Section 9412 of the Sign Code;
The size and height of the proposed sign is consistent with the maximum
allowable size and height of monument signs that would be allowed in
nearby commercial zoning districts;
The proposed sign with changeable copy would be limited to providing
information regarding non-profit church functions and activities; and,
Changeable copy signs are considered on a case-by-case basis and
subject to approval of a conditional use permit, and therefore, the use of the
sign is connected to the use of the property remaining a religious facility.
2)
The proposed use, as conditioned, is compatible with the surrounding area in that
the size of the proposed sign will appear to be in scale with existing development
on the project site and the surrounding area and, as conditioned, the colors and
materials will match the existing church buildings.

C.
That Section 9411 authorizes the Planning Commission to determine

E.
That a decision to approve this request is supported by the following
findings:
1)
The establishment and maintenance of the proposed manual
changeable copy monument sign, as conditioned, will not be
detrimental to the health, safety, or general welfare of the City
nor have a negative effect on surrounding properties in that:
a. The proposed location is outside the visual clearance area
as specified in the Section 9412 of the Sign Code;
b. The size and height of the proposed sign is consistent with
the maximum allowable size and height of monument signs
that would be allowed in nearby commercial zoning districts;
Planning Commission Resolution No. 3858
Page 2
c. The proposed sign with changeable copy would be limited
to providing information regarding non-profit church
functions and activities; and,
d. Changeable copy signs are considered on a case-by-case
basis and subject to approval of a conditional use permit,
and therefore, the use of the sign is connected to the use of
the property remaining a religious facility.
2)
The proposed use, as conditioned, is compatible with the
surrounding area in that the size of the proposed sign will
appear to be in scale with existing development on the project
site and the surrounding area and will be compatible with the
existing design features of the site in color and materials.
II.
The Planning Commission hereby approves Conditional Use Permit 01-037,
to install a monument sign, six (6) feet in height and seven (7) feet in width,
with a twenty (20) square foot, double-sided changeable copy sign area on
the property located at 1301 Sycamore Avenue, subject to the conditions
contained within Exhibit A attached hereto.
