AWARD OF BID FOR COLUMBUS TUSTIN FACILITY & BALL FIELD
RENOVATION; PROJECT NO. 2048
SUMMARY:
The bid opening for the Columbus Tustin Facility & Ball Field Renovation was held on
January 29, 2003. City Council is requested to award the bid to Lehman Construction in
the total amount of $1,164,885.
RECOMMENDATION:
It is recommended that:
1. The City Council award the contract for the Columbus Tustin Facility & Ball Field
Renovation to Lehman Construction in the amount of $1,164,885 subject to
approval of contract requirements by the City Attorney and final execution.
2. The City Council appropriate $321,000 from the Park Development Fund to cover
the difference between the budget allocation and the post-bid projected cost.
FISCAL IMPACT:
Construction of the Columbus Tustin Facility & Ball Field Renovation is funded through
Park Development and Capital Improvement Program Funds. The total appropriation of
$1,070,000 was included in the 2002/2003 Capital Improvement Program. The
additional appropriation of $321,000 from the Park Development Fund will not affect the
7 year Parks Capital Improvement Program. The Park Development fund balance as of
February 1, 2003 was $5,893,605.
BACKGROUND:
The scope of work includes demolition and construction of the restroom/concession
building, infield improvements, replacement of backstops, construction of dugouts,
replacement of perimeter fencing, upgrade of sports field lighting, landscape and
hardscape improvements, office renovation at the Columbus Tustin Activity Center,
replacement of ball barrier netting, and other related improvements. At the City Council
meeting on December 2, 2002, Plans & Specifications and Authorization to Advertise for
Bids were approved. Increases in the project cost were due to additional lighting
requests and improved fencing specifications required by the Tustin Unified School
District.
SUMMARY:
Sealed bids were opened on January 29, 2003; eight bids were received. The three
lowest bids were as follows:

References check of the contractor, review of the bid documents and a determination
that the contractor possesses a valid contractor's license has been completed. Lehman
Construction was the contractor who completed the recent improvements at the Tustin
Area Senior Center. The Risk Manager will complete a review of the required bonds
and insurance certificates. Construction is scheduled to begin in April. The project
should be complete by the end of summer.
