ADOPTION OF RESOLUTION NO. 03-08 ORDERING THE PREPARATION
OF THE ENGINEER'S REPORT FOR THE TUSTIN LANDSCAPE AND
LIGHTING DISTRICT LEVY OF ANNUAL ASSESSMENTS FOR FISCAL YEAR
2003-2004
SUMMARY
Resolution No. 03-08 orders the preparation of the Engineer's Report for the Tustin Landscape and
Lighting District Levy of Annual Assessments for Fiscal Year 2003-2004. The purpose of the Engineer's
Report is to set forth findings and the engineering analysis to levy assessments in the Tustin Landscape
and Lighting District for the 2003-04 Fiscal Year.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-08 ordering the preparation of the
Engineer's Report for the Tustin Landscape and Lighting District Levy of Annual Assessments for Fiscal
Year 2003-2004.
FISCAL IMPACT
None. All City costs will be recovered through the levy of the annual assessments for the District.
DISCUSSION
This action is the initial phase of the process to levy annual assessments for Fiscal Year 2003-2004 in
the Tustin Landscape and Lighting District. Resolution No. 03-08 orders the preparation of the
Engineer's Report.
The District provides funding for the maintenance of the perimeter landscaping on the arterial highways
within the Tustin Ranch area and for the operation and maintenance of the street lighting on the public
streets within the Tustin Ranch area. A copy of the Landscape and Lighting District Assessment
Diagram is attached for reference.
Three future City Council resolutions will be required as the process proceeds:
· Adoption of a resolution approving the Engineer's Report is tentatively scheduled for April 21,
2003.
Adoption of a resolution declaring the City Council's intention to provide an annual levy of
assessments is also tentatively scheduled for April 21, 2003 along with a resolution setting the
date for a public hearing on June 2, 2003.

Adoption of a resolution ordering the levy of annual assessments outlined in the Engineer's
Report for the 2003-2004 Fiscal Year. This resolution will be considered for City Council action
after the public hearing tentatively scheduled for June 2, 2003.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA ORDERING THE PREPARATION OF AN ENGINEER'S REPORT
FOR THE TUSTIN LANDSCAPE AND LIGHTING DISTRICT LEVY OF ANNUAL
ASSESSMENTS FOR FISCAL YEAR 2003-2004
WHEREAS, it is the intention of the City Council of the City of Tustin to levy
annual assessments for the 2003-2004 Fiscal Year for the Tustin Landscape and
Lighting District; and
WHEREAS, changes in existing improvements including new subdivided parcels,
new landscaped areas and new street light facilities to be maintained by said District
may have occurred; and
WHEREAS, Harris and Associates, is under contract to provide professional
engineering services in connection with said District under the direction of the Director
of Public Works/City Engineer.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that the Director of Public Works/City Engineer is hereby ordered to prepare and file,
through Harris and Associates the Engineer's Report for the Tustin Landscape and
Lighting District Levy of Annual Assessments for Fiscal Year 2003-2004.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 18th day of February 2003.
