INTERVIEWS AND APPOINTMENTS OF COMMISSION/COMMITTEE
MEMBERS
SUMMARY:
The City Council will conduct interviews and cast ballots to appoint members to the
Planning Commission, Parks and Recreation Commission, and Audit Committee.
RECOMMENDATION:
Conduct interviews and cast ballots to determine appointments for the Planning
Commission, Parks and Recreation Commission, and Audit Committee.
BACKGROUND:
On February 3, 2003, the City Council set the date and time of February 18, 2003, at 5:30
p.m. to conduct interviews to fill Commission/Committee vacancies. The following
candidates have submitted their applications and are seeking appointment to the Planning
Commission, Parks and Recreation Commission, and Audit Committee:
PLANNING COMMISSION - Three (3) vacancies for 2-year terms expiring on March 1,
2005. All applicants meet the qualification of being a registered voter in the City:
Andrew Hamilton, John Nielsen, Lynda Jenkins, Jerome Amante, Nathan
Menard, Leslie Pontious, Brett Floyd, and Kelly Reid.
PARKS AND RECREATION COMMISSION - Four (4) vacancies for 2-year terms expiring
on March 1, 2005. All applicants meet the qualification of being a Tustin resident:
Elaine Dove, Todd Ferguson, Daniel Jackson, Brett Floyd, and Adrian Morton.
AUDIT COMMITTEE - Three (3) vacancies for 4-year terms expiring on March 1, 2007.
Of the five member committee, four (4) are required to be registered voters in the City and
one (1) a registered voter within the Tustin Water Corporation area. Applicants meet the
qualifications:

Richard Hilde (registered voter within the Tustin Water Corporation area), Walter
Sullens (registered voter in the City), and Steve Kozak (registered voter within the
Tustin Water Corporation area).
Any additional applications received by staff after the preparation of the agenda will be
provided to the City Council at their meeting on February 18, 2003.
The final step in the selection process will be completion of ballots by the City Council in
open session.

I have a passion for having a voice in local government. I am also interested in utilizing my experience over the
last 2 years on the Planning Commission and using my business skills and background in this position. Finally, I
have a vested interest as a Tustin resident because my wife and I are raising our family here.

As a Planning Commissioner for the last 2 years, I have gained valuable experience to provide the Commission in
the future as Tustin Legacy is developed. I have a history of making financial decisions with various companies
(i.e., acquisition analysis, buy vs. lease, various negotiations, banking and 401(k) provider selections, etc.). As a
CPA, my experience includes auditing various companies, including land development companies (i.e., Mission
Land - a Southern California Edison subsidiary).

involved as a youth leader at my place of worship. In the past, I have been involved in Junior Achievement,
Mexico outreach and I have taught financial seminars to both youth and adults.

1. Reason you wish to serve on Commission/Committee: I believe my experience working in local
government and higher education have given me a unique perspective, in that I am capable of working with a
myriad of different groups, helping to build consensus on sometimes contentious issues. The City of Tustin faces
new challenges in the near future, and as a resident of the city, I would like to have the opportunity to help the city
and its residents, to mold Tustin into a thdving and vibrant Orange County city that is not only a great place to live

of experiences that would greatly enhance the City of Tustin's Planning Commission, as I have worked closely
with a Planning Commission and am very familiar with the workings of local government commissions and city
councils.

I enjoy MY CITY of TUST1N, To be more specific, A park, A Senior
Center function, A child playing in the park, A parks and recreation
program where even the parents enjoy it. A person receiving a proclamation
from the city COUNCIL. I am proud to be a part of each one of these
functions. And I might say I have received several Proclamations and
awards from the city of Tustin.
I also enjoy being part of designing new parks, expending Facilities and
helping to build new facilities which involves working with STAFF and the
City Council and help. to spend CIP money allotted for these new facilities.

I am basically a self educated person although I did graduate from high
school, and I have attended various colleges with no degrees, only to

My past experience of 3 years 9 months as a PARKS COMMISSIONER, I
feel was a help to the City of Tustin and to the Parks & Recreation Dept. I
have learned allot and I want learn allot more. Now I am involved with the
TUSTIN PRIDE COMMITTEE and all there 10 functions, The
RESTORATION ADVISORY BOARD, I work as a volunteer for many
functions around TUSTIN, and I teach a class at the Senior Center plus I
am a member of the Senior Advisory Board which we are very active on the
Ways and Means Committee for Senior Center improvements, I am active
on the Orange Council on Ageing, A member of the Street Fair and Chili
cook off Committee, A member of the Tiller Days Committee, A member of
the Tustin Fine Arts Council, a member of the Broadway in the Park
Committee, President of the Board (SADDLEBACK MOBILODGE
CLU~).

I am involved with the ELKS of Santa Ana, Member of the American
Legion and other Veterans activities.
I am retired from the city of Newport Beach and the US Army Reserves,
