HomeMy WebLinkAbout16 SKATEPARK SELECTION 03-03-03AGENDA REPORT Agenda Item Reviewed: City Manager Finance Director 16 MEETING DATE: MARCH 3, 2003 TO: FROM: SUBJECT: MAYOR AND CITY COUNCILMEMBERS ELAINE DOVE, CHAIRPERSON, PARKS AND RECREATION COMMISSION CREATING A COMMUNITY WIDE TASK FORCE FOR SKATE PARK FACILITY SITE SELECTION RECOMMENDATION Adopt the attached format and structure to create a community wide task force for the purpose of making a recommendation to the City Council for a suitable location, design and estimated cost for the construction and maintenance of a City-owned skate park facility. DISCUSSION The Parks and Recreation Commission have been evaluating the City Council's direction to make a determination as to how to best approach the most suitable location for a skate park facility. The Parks and Recreation Commission determined that the creation of a City wide task force to examine proposed community facilities, such as schools and parks, should include measured criteria to evaluate potential sites for a skate park facility. The Parks and Recreation Commission is interested in identifying an effort to coordinate with other plans in the community, i.e., park master plans, the City's General Plan and the East Tustin Specific Plan, to provide a thorough site analysis of all locations within the City to develop a skate park facility. The Parks and Recreation Commission identified ten key components in developing a recommendation to the City Council for the adoption of a task force appointment process. Mission Statement To recommend to the City Council a preferred site for the location of a moderately sized skate park facility that would a. provide functional aesthetic design for 10,000 to 12,000 square foot concrete skate park b. be sensitive to the existing residential and commercial properties in its location and design. c. seek input from local youth, residents and skateboarder enthusiasts. d. maintain the existing site's character. c. provide for both thc skater and the spectator. Composition It is recommended that the community wide task representation from Commissioners, elected officials, activists and any other interested community resident. force would include equal residents, skatepark facility In order to maintain effectiveness, it is recommended that seven (7) to nine (9) members be appointed to the task force for the work that needs to be done. Appointment Process: The City Council would make the final appointments to the community wide task force. Recommendations for appointment can be handled through creating a task force interest form. (Sample attached in Appendix A) It is recommended that a public information campaign to solicit interested members of the community to participate in the task force take place for a thirty day period following the Council adoption of the concept. The public information and recruitment would generate applications that would be reviewed and presented to the City Council at a later meeting. A suggested timeline for the appointment process would include: March 18 thru April 18 5:00 p.m. April 18 May5 November / December Public information and applications made available to the community Application deadline. Applications due to the City Clerk's office Council appoints the members of the community wide task force Recommendation made to the City Council by the community wide task force on their findings e ® e Stakeholders The task force should welcome input from any interested person or group. Stakeholders are encouraged to participate any time by attending task force meetings or contacting staff. It is also recommended that ex-officio members be seated to assist the task force. Ex- officio members would be selected from the Parks and Recreation Department, the Police Department, the Community Development Department, the School District, and the City Council. Timeline As indicated in the appointment process, the task force would meet monthly to review their findings. A plan would be submitted to the City Council in November or December of 2003. The Role of the Community Task Force Member The role of the community task force member is fundamental to the success of a thorough site selection plan. Officially appointed by the City Council, they would be come the eyes, ears and spokespersons for City Councilmembers. Task force members will be responsible for representing the interests and perspectives of the community for conveying the work and results of the task force back to the Parks and Recreation Commission and ultimately the City Council. They will represent a unique local viewpoint from within the City, as particular neighborhoods and residents, they would know the area well; its people, its resources. Their insights will allow them to determine which site selection policies and strategies are right for their neighborhood and which are not. Task force members should provide a local perspective and insight on information gathered, as well as feedback on policies and strategies as they are developed. They would play a critical role in helping to shape the specific site selection that will lead the City of Tustin into bringing a skatepark facility to fruition. A task force member would not be asked to be a planner or policy writer; rather, they would be sounding boards for the citizens of the City of Tustin and their neighborhood. Task force members would be asked to know that others in our City and community have a keen interest in the future of the skatepark. By inviting others, outside the task force, to participate in the planning process, the task force member can make sure that all important viewpoints within the City are embodied in the site selection plan and, ultimately, in the recommendation. Key Issues Due to the enormous task at hand, the task force would identify the key issues and outcomes necessary to prepare a sound site recommendation report to the City Council. Key issues should cover the following: a. b. Values and principles to ensure the establishment of accountable, effective and defensible facts with respect to site selection recommendation. Previous Studies: The task force will look at prior studies done not only within the City of Tustin, but in other communities as well, to make recommendations for implementation. ge Public Hearings and Surveys The Community wide task force will seek input from citizens by creating and distributing surveys, questionnaires, interest forms and holding public meetings to gather as much information as possible to make suggestions and strong recommendations regarding the site selection. e Inventory The Community wide task force will look at all publicly held properties. The required inventory report will be consistent with the predetermined criteria as established in the Commission's original report. 10. Determine Criteria The task force will be asked to determine criteria for an evaluation of the factors looking into a particular site. This development of a comprehensive list of criteria to evaluate will be a major charge of the community wide task force. SUMMARY The City Council is asked to adopt the recommendation of creating a community wide task force and direct staff to begin advertising for interested applicants. The "ad hoc" Site Selection Task Force will consist of 7 to 9 Tustin residents and business people who represent a diverse range of interests and who also represent various geographic areas of Tustin. The Task Force will elect a chairperson. The Skate Park Site Selection Task Force will submit an objective and comprehensive report on the best possible location to build a skate park in the City of Tustin. The purpose of the Task Force is to provide the City Council a balanced and informed investigation of publicly held properties on which to build a skate park; examining other cities' experience with skate parks; gaining public input; determining possible impacts to Tustin and collecting relevant research. The Task Force is expected to begin its work in mid-May and conclude in December 2003. The Task Force will examine various data related to its purpose and will submit a report for City Council. In order to ensure success, members of this Task Force must have demonstrated the ability to respect diverse opinions in an emotionally charged setting. Members must be able to analyze a wide variety of complicated issues and seek consensus. They must be able to work within the objectives of the group, its structure, its timeline and process.
