AWARD OF CONTRACT FOR THE IRVINE BOULEVARD STORM
DRAIN PROJECT- PHASE I (CIP NO. 5024)
SUMMARY
Bids for this project have been received and a construction contract is ready to be awarded to
the lowest responsible bidder, Radich Construction, Inc. Phase I of the project involves
drainage improvements between the El Modena-lrvine Channel east of Newport Avenue and
the intersection of Holt Avenue and Irvine Boulevard.
RECOMMENDATION
It is recommended that the City Council take the following actions:
1. Relieve Southern California Underground Contractors Inc. of its bid and return their bid bond
due to their clerical error in calculating the bid.

Award the construction contract for the Irvine Boulevard Storm Drain Project - Phase I (CIP
No. 5024) to Radich Construction, Inc., the lowest responsible bidder in the amount of
$595,295.45, and authorize the Mayor and the City Clerk to execute the contract documents
on behalf of the City.
FISCAL IMPACT
The City's FY 2002-2003 Capital Improvement Program (CIP) budget provides sufficient
funding for the construction and contract administration of the Irvine Boulevard Storm Drain
Project- Phase I (CIP No. 5024). Funding will be provided from a combination of CIP and
Redevelopment Agency funds.
DISCUSSION
Phase I of the Irvine Boulevard Storm Drain Project (CIP No. 5024) includes construction of an
inlet structure to the El Modena Irvine Channel east of Newport Avenue and drainage capacity
improvements in the vicinity of Holt Avenue and Irvine Boulevard. A 72-inch diameter storm
drain will be constructed across Newport Avenue, along Irvine Boulevard, and through portions
of Orange County Flood Control District (OCFCD) Right of Way.

For the portion of Phase I construction across Newport Avenue, the construction will occur in
sections to minimize disruption of traffic. Similarly, on Irvine Boulevard and at the intersection
of Holt Avenue and Irvine Boulevard, the contractor will be required to maintain a minimum of
one through lane of traffic in each direction during construction. It should be noted that during
construction, traffic in this area will be heavily congested.
Bids were opened on January 28, 2003, and the sixteen (16) bids received are summarized as
follows:

Southern California Underground Contractors Inc. submitted the initial Iow bid in the amount of
$495,359.50. However, Southern California Underground Contractors Inc. acknowledged that
a clerical error was committed in the preparation of their bid and requested withdrawal of the
bid via letter dated January 31, 2003. Their request for withdrawal was submitted within five
days from the bid opening date.
As a result of the bid withdrawal by Southern California Underground Contractors Inc., Radich
Construction Inc. becomes the lowest responsible bidder. Their bid for the Irvine Boulevard
Storm Drain Project - Phase I (CIP No. 5024) is less than 1% below the engineer's estimate of
$600,000. The references and the State Contractor License for Radich Construction, Inc. have
been checked and are appropriate for the subject project.
