DECEMBER 3, 1984
I. CALL TO ORDER/PLEDGE OF ALLEGIANCE/INVOCATION
In the Mayor's and Mayor Pro Tem's absence, the meeting was called to
order by Councilman Hoesterey at 7:00 p.m. in the City Council Cham-
bers, 300 Centennial Way. The Pledge of Allegiance was led by Council-
man Saltarelli, and the Invocation was given by Councilman Edgar.

III. PROCLAMATION
1. TUSTIN JAYCEES - TILLER DAYS PARADE
Councilman Hoesterey read and presented a proclamation to the
following Tustin Jaycees - Dave Edgar, Terry Sopensen, Stephen Lee,
~ and Bill Pinkerton - for their coordination of the Tustin Tiller
Days Parade. Dave Edgar expressed thanks and presented each
Councilmember with an engraved clock in appreciation of continued
support of the parade. 84
IV. PUBLIC HEARINGS
1. ZONE CHANGE 84-7 - ORDINANCE NO. 924
& 2. APPEAL OF USE PERMIT 84-26 - NORTHWEST PORTION OF 1372 IRVINE BLVD.
The Community Development Director presented the staff report and
recommendation as contained in the intep-com dated December 3,
1984, prepared by the Community Development Department.
The public hearing was opened at 7:14 p.m. The Community Develop-
ment Director responded to Councilman Saltarelli's concern relative
to reciprocal parking.
Raymond Drummond, 12961 Keith Place, reiterated his request of
October 15, 1984, that a block wall be erected along the northerly
side of Irvine Boulevard to protect the peace and privacy of area
residents.
Dan O'Connor, Corniche Development Company {project applicant),
· -- responded that subject residential area is within County of Orange
~ jurisdiction. Corniche Development has to date received no
response from the County on the matter. Corniche Development is
willing to share the cost 50/50 with area residents and/or County
for a block wall, even though they feel the proposed project will
not exaggerate the noise and traffic on Irvine Boulevard.
Mr. O'Connor spoke in favor of Zone Change 84-7 and Use Permit
84-26, and responded to Council questions regarding reciprocal
parking and ingress/egress.
There were no other speakers on the matter, and the public hearing
was closed at 7:33 p.m.

Following Council/staff discussion, it was moved by Edgar, seconded
by Saltarelli, to affirm the findings of the Planning Commission
and approve Use Permit 84-26 with the condition that the reciprocal
parking agreement be recorded with the deed, that it may not be
amended, revised, or extinguished without prior written approval
duly given by resolution duly adopted by the City Council, follow-
ing any change of the use of either or both of the subject proper-
ties. Motion carried 3-0, Greinke and Kennedy absent. 81
It was moved by Edgar, seconded by Saltarelli, that Ordinance No.
924 have first reading by title only. Carried 3-0, Greinke and
Kennedy absent. Following first reading by title only of Ordinance
No. 924 by the City Clerk, it was moved by Edgar, seconded by
Hoesterey, that Ordinance No. 924 be introduced as follows:

TUSTIN, REZONING THE NORTHWEST PORTION OF 1372 IRVINE BLVD. FROM
PUBLIC & INSTITUTIONAL DISTRICT (P&I) TO THE PROFESSIONAL DISTRICT
(PR), AS SHOWN IN EXHIBIT "A"

V. PUBLIC INPUT
1. CALIFORNIAN APARTMENTS
Barbara J. Stroud, 14930 Newport Avenue #K, complained that condi-
tions at the Californian apartment complex have not improved since
revocation of the use permit for condominium conversion. Ms.
Stroud provided copies of a memo dated November 29, 1984, from the
property supervisor regarding installation of security gates and
garages, and she requested that the City Council and Planning Com-
mission look into the legality of subject memo and act accordingly,
and that the matter be forestalled pending such review.
An unidentified speaker stated that she has not had cold water
since she moved in on July 15, 1984.
Councilman Edgar suggested that staff provide an update on the con-
dition of the apartment complex at the next Council meeting.
The following tenants relayed incidents which make living condi-
tions at the Californian Apartments extremely unpleasant.

Councilman Hoesterey thanked the residents for their input and
stated that staff would investigate conditions and report back to
Council at its next meeting. 43
2. EAST TUSTIN DEVELOPMENT
Jackie Haney, 13352 Nixon Circle, expressed concern that develop-
ment of East Tustin be planned carefully and that consideration be
given to surrounding neighborhoods who will be impacted by same.
She stressed the need for lower residential densities and more
greenbelt/park areas.
The Council thanked Ms. Haney for her comments and noted that all
residents will have opportunity to attend public hearings to review
and provide input on any development plans for the East Tustin
area. 81
VI. CONSENT CALENDAR
Item 5 was removed from the Consent Calendar by Saltarelli. It was
moved by Saltarelli, seconded by Edgar, to approve the remainder of the
Consent Calendar. Carried 3-0, Greinke and Kennedy absent.

Authorized the expenditure of $6,798 from Revenue Sharing for
purchase of canine and related equipment as recommended by the
Chief of Police. 82

WATER MAIN REPLACEMENT IMPROVEMENTS ON LORETTA DRIVE AND ROSALIND
DRIVE FROM FAIRHAVEN AVENUE TO 500' + NORTH

7. RESOLUTION NO. 84-99 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN OVERRULING THE PLANNING COMMISSION APPROVAL OF USE PERMIT
84-23 THEREBY DENYING AUTHORIZATION TO CONSTRUCT A 2,418 SQUARE
FOOT SAVINGS AND LOAN BUILDING AT 500 EAST 1ST STREET (LARWIN
SQUARE)

8. 1985 MISS TUSTIN TALENT SHOW AND PAGEANT AGREEMENT
Authorized execution of subject agreement between the City and
Tustin Jaycees for use of the Clifton C. Miller Community
r" Center for the 1985 Miss Tustin Pageant as recommended by the
~ Recreation Superintendent. 45

Consent Calendar Item No. 5 - Nitrate Demonstration Project Agreement -
The Director of Public Works and City Manager responded to Councilman
Saltarelli's questions on the matter. It was then moved by Saltarelli,
seconded by Edgar, to approve the following agreement, subject to
review by the City Attorney for content and to protect the City's posi-
tion in regards to having to purchase the facilities if they're mar-
ginally profitable:
5. NITRATE DEMONSTRATION PROJECT AGREEMENT
Authorized the Mayor to execute the subject agreement and
directed staff to forward said agreement to the Orange County
Water District Board for its execution as recommended by the
Director of Public Works/City Engineer.
After further Council discussion, the motion carried 3-0, Greinke and

by the Director of Public Works, it was moved by Saltarelli, sec-
onded by Edgar, to receive and file same. Carried 3-0, Greinke and

Councilman Edgar requested that copies of the staff report be
mailed to residents who requested the study.
X. NEW BUSINESS
1. AWARD OF BID - COPY MACHINE
It was moved by Saltarelli, seconded by Edgar, to award bid in the
amount of $30,980.02 for purchase of copy machine from IBM Corpora-
tion as recommended by the Chief of Police in his inter-com dated
November 26, 1984. Carried 3-0, Greinke and Kennedy absent. 87
XI. REPORTS
1. PLANNING COIlMISSION ACTIONS - NOVEMBER 26, 1984
It was moved by Edgar, seconded by Saltarelli, to ratify the
entire Planning Commission Action Ageride of November 26, 1984.

2. STATUS REPORT CONCERNING INSTALLATION OF NEW CITY ENTRY SIGNS
Following consideration of the inter-com prepared by the Community
Development Department dated November 27, 1984, on subject item, it
was moved by Saltarelli, seconded by Edgar, to receive and file
same. Motion carried 3-0, Greinke and Kennedy absent. 93

It was moved by Saltarelli, seconded by Edgar, to receive and file
subject inter-com dated November 19, 1984, prepared by the Recrea-
tion Superintendent. Motion carried 3-0, Greinke and Kennedy

4. COMPUTERIZATION OF CITY TRAFFIC SIGNAL SYSTEMS

by the Director of Public Works on subject item, it was moved by
Saltarelli, seconded by Edgar, to receive and file same. Carried

5. UTILITY UNDERGROUNDING REDHILL AVENUE FROM SYCAMORE AVENUE TO
WALNUT AVENUE
Following consideration of the inter-com dated November 28, 1984,
prepared by the Director of Public Works, it was moved by Edgar,
seconded by Hoesterey, to receive and file same.
The Director of Public Works responded to Councilman Edgar's ques-
tions regarding a timetable for subject project.
The motion carried 3-0, Greinke and Kennedy absent. 104
6. FIRST QUARTER FY 1984-85 FINANCIAL REPORT
It was moved by Saltarelli, seconded by Edgar, to receive and file
the "City of Tustin Financial Report of Operations, First Quarter
1984-85." Carried 3-0, Greinke and Kennedy absent. 29
XII. OTHER BUSINESS
1. REQUEST FOR CLOSED SESSION
The City Manager requested a Closed Session for discussion of legal
matters.
XIII. RECESS - REDEVELOPMENT; CLOSED SESSION - RECONVENED
At 8:11 p.m. it was moved by Saltarelli, seconded b Edgar, to recess
to a meeting of the Redevelopmerit Agency, and t~ence to a Closed
Session for discussion of legal matters. Carried 3-0, Greinke and
Kennedy absent.
The meeting was reconvened at 9:25 p.m. with Councilmembers Greinke and
Kennedy absent.
XIV. DECEMBER 17 MEETING RESCHEDULED TO DECEMBER 18
Due to a conflict in schedules, it was moved by Hoesterey, seconded by
Edgar., to reschedule the December 17 Council meeting to Tuesday,
December 18, 1984, at 7:00 p.m. Carried 3-0, Greinke and Kennedy
absent. 38
XV. ADJOURNMENT
The meeting was adjourned at 9:26 p.m. to the next adjourned regular
meeting on Tuesday, December 18, 1984, at 7:00 p.m. by unanimous infor-
mal consent.
