ADOPTION OF NEW AND REVISED CLASS SPECIFICATIONS
SUMMARY:
This agenda item recommends adopting revised and/or new class specifications that
detail the essential functions of jobs consistent with the requirements of the Americans
with Disabilities Act.
RECOMMENDATION:
Adopt new and/or revised class specifications for the classifications of Lead Water
Maintenance Worker, Water Maintenance Worker I, Water Maintenance Worker II,
Water Equipment Operator, Associate Engineer, Assistant Director of Finance and
Accounting Supervisor.
FISCAL IMPACT: NONE
BACKGROUND AND DISCUSSION:
Pursuant to the City's Personnel Rules and Regulations, the City is required to maintain
both Classification and Compensation Plans covering all classes of positions in the City
service. Additionally, the City continues to work toward modernizing its Human Resources
function and revising and updating its class specifications to ensure compliance with the
requirements of the Americans with Disabilities Act (ADA) by identifying the essential
functions and physical requirements of jobs within the City.
Consistent with current practice, staff requests approval from the City Council for those
class specifications that have changed significantly, all new class specifications and/or
at any time there is a need to revise our Classification Plan due to changes in positions.
Staff will periodically make revisions to these specifications as job duties and
requirements change that are not substantive.

Attached for approval are revised class specifications for the classifications Lead Water
Maintenance Worker, Water Maintenance Worker I, Water Maintenance Worker II (this
is a new classification), Water Equipment Operator, Associate Engineer, Assistant
Director of Finance and Accounting Supervisor.
Because no salary range has yet been set for the Water Maintenance II classification,
staff will return with a recommended salary range for this classification in the near future
As such, there are no recommended changes to our Classification or Compensation
Plans. Approval of this agenda item simply adopts the new and revised class
specifications indicated above.

LEAD WATER MAINTENANCE WORKER

DEFINITION:
Under limited supervision, operates construction and maintenance equipment in performing utility
excavating, grading, trenching, loading and related operations according to required standards;
leads the work of a crew as assigned; performs semi-skilled and skilled maintenance tasks;
performs related duties as required.
CLASS CHARACTERISTICS:
This is a specialized class and incumbents are required to operate a variety of heavy equipment in
the construction and maintenance of water systems and facilities. In addition, incumbents train the
less experienced staff on equipment operation and maintenance/construction tasks and are
responsible for leading the work of assigned staff.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is
to be filled, the requisite essential functions will be noted in the announcement of position
availability.
Operates construction equipment such as backhoe, front end loader, and dump truck for a
variety of construction and maintenance operations involving water lines; digs and backfills
trenches and excavations.
Assists in directing the work of employees operating equipment on a training basis; leads the
work of crews as assigned; determines materials, supplies and equipment necessary to
complete projects; completes required forms.
Identifies equipment needs for assigned projects; performs minor repairs on equipment and
reports need for major repairs.
Performs construction and maintenance tasks, arc and gas welding, operation and usage of
other water related materials and equipment; cuts, threads and fits water pipes; installs,
maintains and repairs water lines, pipes, facilities, water valves and fire hydrants.
Assists in locating utility lines and appurtenances; performs construction, maintenance and
repair tasks that are similar to those performed by maintenance workers.
Responds to emergency situations as needed.
WORKING CONDITIONS:
Work involves considerable physical exertion, including heavy lifting. Most work is done outdoors.
There is exposure to the hazards associated with working around traffic and with heavy equipment
Position requires prolonged sitting (when operating equipment), standing, walking, reaching,
twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.
The position also requires grasping, repetitive hand movement and coordination in driving vehicles,
operating equipment and using tools. Additionally, the position requires vision sufficient to enable
the incumbent to operate vehicles and equipment. Acute hearing is required when working around
traffic and equipment.

The need to lift, drag and push equipment, tools, supplies and other materials weighing up to 90
pounds is also required. The position requires walking on uneven ground and around construction
sites.

the classification)
Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and
abilities necessary for acceptable job performance. Example combinations include:
Graduation from high school or equivalent and three years of experience in the installation,
repair, and maintenance of water, mains, meters, valves, hydrants, and related facilities
including one year of experience operating a variety of construction and maintenance
equipment.
KNOWLEDGE/ABILITIES/SKILLS: (The following are a representative sample of the KAS's
necessary to perform essential duties of the position)
Knowledge of:
Considerable knowledge of equipment operation, techniques, and methods used in the
construction and maintenance water systems and facilities; safe work practices; uses and
purposes of general construction tools and equipment; traffic laws, ordinances and rules
involved in truck and heavy equipment operation; principles and methods of plumbing and
hydraulics.
Ability to:
Keep accurate records; perform skilled maintenance, construction and repair work; read and
interpret maps and blueprints; assist in training personnel on unit activities, procedures and
regulations; lead the work of an assigned crew; lift 90 pounds on a regular basis; perform

WATER MAINTENANCE WORKER II

DEFINITION:
Under general supervision, performs a variety of semi-skilled and skilled tasks in the upkeep,
maintenance, and repair of the water distribution system and related facilities; performs related
duties as required.
CLASS CHARACTERISTICS:
Water Maintenance Worker I: This is the entry and training level class in the Water Maintenance
Worker series. Duties are performed under close supervision and in a learning capacity.
Incumbents perform a wide range of construction and maintenance task, some of which may be
semi-skilled in nature. Incumbents assigned to this class perform with greater independence and
discretion as knowledge and abilities are acquired. Water Maintenance Worker II positions that are
vacant may be filled at the Water Maintenance Worker I level. Advancement to the Water
Maintenance Worker II class requires adequate funding and an evaluation by management of
employee knowledge, skills and abilities and possession of appropriate certification.
Water Maintenance Worker I1: This is the journey level class in the Water Maintenance Worker
series. Positions in this class are normally filled by advancement from the lower level class of Water
Maintenance Worker I, or when filled from the outside, require highly skilled and technical work
experience. Appointment to the higher class requires that the employee be performing substantially
the full range of skilled and technical duties, meet the minimum qualifications for the class and
adequate funding.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is
to be filled, the requisite essential functions will be noted in the announcement of position
availability.
Performs a variety of maintenance work in the construction, maintenance and repair of the water
distribution system and related facilities.
Cuts, fits, lays and repairs water mains and lines; cleans and flushes water mains; repairs
mains, valves and hydrants; installs, removes, and repairs large and small services.
Inspects, tests, and operates valves, fittings and related water distribution equipment; performs
repairs to fire hydrants and flow tests related equipment.
Operates trucks and construction equipment such as backhoe and trenching machine; performs
minor servicing to truck and reports mechanical or other problems; keeps truck stocked with
supplies and materials.

Participates in water system maintenance and repair work; locates, excavates and repairs water

and/or facilities or one year of experience as a Water Maintenance Worker I in the City of

Water Maintenance Worker I: Possession of or ability to obtain within one year of appointment a D1
Distribution Systems Certificate from the California Department of Health Services.
Water Maintenance Worker I1: Possession of a D2 Distribution Systems Certification issued by the
California Department of Health Services.
Possession of a Cross Connection Control Specialist Certification issued by the County of Orange,
may be required for some assignments.

DEFINITION:

skilled and skilled maintenance tasks; makes minor mechanical equipment adjustments in the field;
performs related duties as required.
CLASS CHARACTERISTICS:
Water Equipment Operators perform skilled tasks that involve operation of assigned equipment as
the primary responsibility. Incumbents may be utilized to operate other equipment and assist in the
performance of other skilled to unskilled maintenance work, but such responsibilities are
subordinate to the primary tasks involving operation of assigned equipment. Equipment Operators
train the less experienced staff on equipment operation and maintenance/construction tasks and
may lead the work of a crew as assigned.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)
These functions may not be present in all positions in multiple position classes. When a position is
to be filled, the requisite essential functions will be noted in the announcement of position

Operates construction equipment such as dump truck, backhoe, roller, pavement saws, hoe
rams, jack hammers and front-end loaders for a variety of construction and maintenance
operations involving streets, sidewalks, street trees, curbs, gutters, water lines, reservoirs
and appurtenances; excavates around electric and gas lines; drives a truck and trailer to
haul equipment to and from job locations.
Checks job site for potential hazards, determines precautions for safe equipment operation
and job site activities; performs assignments in accordance with safety requirements and job
site conditions; reads and interprets plans and blueprints.
Performs skilled work in the operation of the assigned equipment according to work
schedule and general instructions; ensures appropriate traffic control and the shoring of
trenches.
Performs various tasks involved in the routine preventative maintenance and minor repair of
the assigned equipment, including greasing and lubrication, and monitoring and maintaining
fluid levels.
Identifies equipment and materials needed for assigned projects; maintains records of work
completed, materials and equipment used on projects.
Assists in training new operators; directs the work of semi-skilled personnel assigned to
assist with a project; may be assigned to assist other maintenance crews and operate other
motorized equipment as necessary.
Performs a variety of general skilled and semi-skilled field maintenance work as a crew
member when not assigned to equipment operation.

ASSOCIATE ENGINEER
Class specifications are only intended to present a descriptive summary of the range of duties and responsibilitiesI
associated with specified positions. Therefore, specifications may not include all duties performed by individualsI
within a classification. In addition, specifications are intended to outline the minimum qualifications necessary forI
entry into the class and do not necessarily convey the qualifications of incumbents within the position. I
DEFINITION:
Under general direction performs responsible, difficult and professional civil engineering and administrative
work in the field or office associated with the design, development, investigation, construction and
maintenance of public works and/or water utility facilities; coordinates the work of consultants; and performs
other work as required.
CLASS CHARACTERISTICS: This is the full journey level classification in the professional civil
engineering job series. Incumbents work independently on assignments and may be involved in planning,
managing, and/or directing the work of junior or assistant engineering staff and/or consultants.
ESSENTIAL FUNCTIONS: (includes but are not limited to the following)

Participates in a variety of professional and sub-professional engineering work, including the
preparation and review of private development plans, subdivisions, special projects, project
specifications and public counter operations; acts as project manager or resident engineer for Public
Works and/or Water Division construction projects; directs and coordinates project inspections;
performs plan and map checks for subdivision development; may draft ordinances according to
general instruction.
Supervises and participates in the preparation and review of preliminary and final engineering plans, cost
estimates, and specifications for public works, municipal projects, and/or water utility projects such as
distribution and transmission mains, water wells, pump stations, and reservoirs; evaluates compliance
with laws, ordinances, and acceptable engineering standards, and recommends corrections or
improvements; participates in the preparation of legal descriptions and deeds for easements and
rights-of-way.
Participates in the preparation of requests for proposals relating to projects requiring contract
engineering work; directs the preparation of project cost estimates for competitive bidding purposes;
reviews plans of consulting/engineering firms performing work for the City and evaluates their
performance; performs construction contract modifications and negotiates contract changes.
Reviews operational procedures to ensure compliance with applicable policies and quality control
standards as well as to ensure currency in technique; recommends changes to departmental
procedures, policies, and regulations including engineering design standards.
Provides technical assistance to other departments and City personnel; assists in the design and
construction of municipal works facilities, including streets, water, sewer, and storm drainage systems.
Compiles and analyzes statistical data and prepares technical reports relating to public works and/or
water projects and programs; assists in the preparation of cost projections for the department budget
and monitors expenditures; assists in preparing annual capital budgets.
Coordinates engineering activities and represents the City in meetings with other department staff, City
personnel, and other internal and external agencies to ensure timely progress and completion of
projects.; may attend and make presentations to City committees and commissions.

Coordinates the work of consultants; may review the work of Division field personnel in a variety of areas
including the installation and repair of pipelines, valves, services and other water related appurtenances
and make recommendation for improvements. Defines project scope of work; prepares specialized
studies, cost analysis studies, specifications, work schedules, and investigations on public works,
municipal, and water-related projects. Projects may include long and short-term demand analysis and
alternative solutions to meet planning goals.
Develops public works, municipal and water-related programs/procedures; may schedule, assign,
review, monitor, and evaluate training for both professional and subprofessional engineering staff.
WORKING CONDITIONS:
Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending,
squatting, and stooping in the performance of daily activities. The position also requires grasping,
repetitive hand movement and fine coordination in preparing reports and data using a computer keyboard.
Additionally, the position requires near vision in reading correspondence, plans, specifications and other
information. Acute hearing is required when providing telephone service and communicating in person.
The need to lift, drag and push files, reports, specifications, plans or other materials weighing up to 25
pounds also is required. This position is also expected to perform inspections of work in the field that may
require walking on uneven ground, working around machinery, fumes, dirt and gas, and in varying
temperatures.

Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities
necessary for acceptable job performance. Example combinations include:
Graduation from college with a bachelor's degree in Civil Engineering and a minimum of three years of
increasingly responsible experience in the field of civil engineering or closely related field preferably in
public works, the water industry or an associated municipal function.
KNOWLEDGEIABILITIESISKILLS: (The following are a representative sample of the KAS's necessary
to perform essential duties of the position)
Knowledge of:
Considerable knowledge of civil engineering principles, methods, and practices as applied in the
planning, design, and construction of municipal public works and water utility projects; laws and
regulations governing the design and construction of streets, water systems, capital projects, and
other public works including CEQA, Subdivision Map Act and Public Contracts Code and office
management.
Considerable knowledge of the methods employed in the preparation of land development
projects; budgets, contracts, agreements, plans, specifications, procedures, and forms associated
with public works projects; hydraulic principles in pressure pipeline systems, water system
operations and standard practices, water quality regulatory standards, monitoring requirements and
reporting methods, computer-assisted hydraulic analysis.
Working knowledge of City government and issues of concern to developers, property owners,
contractors, private engineers, and others when dealing with the City on engineering matters;
varied and alternative financing mechanisms for public works projects, including municipal finance
principles and special assessment districts.

squatting, and stooping in the performance of daily activities. The position also requires grasping,
repetitive hand movement and fine coordination in preparing statistical reports and data using a computer
keyboard. Additionally, the position requires near vision in reading correspondence, statistical data on
the computer. Acute hearing is required when providing telephone service and communicating in person.
