AND BROWNING AVENUE (CIP NO. 7164), BRYAN AVENUE
REHABILITATION BETWEEN NEWPORT AVENUE AND RED HILL
AVENUE (CIP NO. 7166), MAIN STREET REHABILITATION BETWEEN
NEWPORT AVENUE AND BRYAN AVENUE (CIP NO. 7167), AND
JAMBOREE ROAD REHABILITATION FROM I-5 TO IRVINE
BOULEVARD (CIP NO. 7174)
SUMMARY
Plans and specifications have been prepared for the pavement rehabilitation of the following
projects: Main Street between Stoneglass and the SR-55 Freeway (CIP No. 7163), Bryan
Avenue between Newport Avenue and Browning Avenue (CIP Nos. 7164, 7166), Main Street
between Newport Avenue and Bryan Avenue (CIP No. 7167), and Jamboree Road between
I-5 and Irvine Boulevard (CIP No. 7174). These projects are now ready to bid. Notices of
Exemption have been recorded with the County of Orange for these projects since they are
categorically exempt under California Environmental Quality Act (CEQA) requirements.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 03-41, approving the plans and
specifications and authorizing and directing the City Clerk to advertise for bids subject to State of
California, Department of Transportation (Caltrans) approval of the following projects:
Main Street Rehabilitation between Stoneglass and the SR-55 Freeway (CIP No. 7163)
Bryan Avenue Rehabilitation between Red Hill Ave and Browning Avenue (CIP No. 7164)
Bryan Avenue Rehabilitation between Newport Ave and Red Hill Avenue (CIP No. 7166)
Main Street Rehabilitation between Newport Ave and Bryan Avenue (CIP No. 7167)
Jamboree Road Rehabilitation from I-5 to Irvine Boulevard (CIP No. 7174)
FISCAL IMPACT
The City's FY 2002-2003 Capital Improvement Program (CIP) budget provides sufficient
funding for the construction of the subject pavement rehabilitation projects. The engineer's
construction estimate for the subject projects is $2,420,000.00.

The City has secured grant funding for portions of these projects from the State Traffic
Congestion Relief Fund (AB2928) in the amount of $157,327.00, and the Orange County
Transportation Authority's (OCTA) Combined Transportation Funding Program (CTFP) under
the Arterial Highway Rehabilitation Program (AHRP). The AHRP matching fund
reimbursement, in the amount of $948,485.00, covers eligible construction expenses through
the Federal Local Surface Transportation Program (LSTP), which is administered by Caltrans.
Funds for construction will also be provided by a combination of Measure M Turnback funds,
Gas Tax funds, and the City's CIP budget.
DISCUSSION
The pavement rehabilitation of the subject projects will provide for the removal of failed
pavement sections, reconstruction and resurfacing of existing pavement, removal and
replacement of curb and gutter, construction of new storm drain laterals and catch basins on
Bryan Avenue, and installation of traffic loops and striping.
The subject projects were combined into one bid package to reduce the overall administrative
effort and to maximize cost savings by taking advantage of the common work items shared by
each of the projects. Since each of the projects funded by a federal grant is subject to the
Caltrans approval process, efficiency is gained by processing the projects collectively.
Additionally, the unit prices for common work items are more economical when bid for larger
quantities.
A minimum of one lane of traffic will be maintained in each direction at all times during
construction of the subject projects. Where full width street reconstruction does not occur, all
travel lanes will be re-opened to accommodate peak traffic flow periods. A combination of
night work in the commercial areas and phasing during peak travel hours will be used to
minimize impacts to traffic on Jamboree Road.
Authorization to advertise from Caltrans is anticipated to occur shortly before the April 7, 2003
City Council meeting. Per OCTA's requirements for FY 2002/03 federally funded projects, the
construction contract must be awarded by June 30, 2003. Therefore, staff is recommending
City Council authorization to advertise in order to allow for advertisement as soon as Caltrans
authorization is received.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MAIN
STREET REHABILITATION BETWEEN STONEGLASS AND THE SR-55 FWY
(CIP NO. 7163), BRYAN AVENUE REHABILITATION BETWEEN RED HILL
AVENUE AND BROWNING AVENUE (CIP NO. 7164), BRYAN AVENUE
REHABILITATION BETWEEN NEWPORT AVENUE AND BRYAN AVENUE (CIP
NO. 7166), MAIN STREET REHABILITATION BETWEEN NEWPORT AVENUE
AND BRYAN AVENUE (CIP NO. 7167), AND JAMBOREE ROAD
REHABILITATION FROM I-5 TO IRVINE BOULEVARD (CIP NO. 7174) AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the rehabilitation of Main Street between Stoneglass and the SR-55
Freeway (CIP No. 7163), Bryan Avenue between Red Hill Ave and Browning Avenue
(CIP No. 7164), Bryan Avenue between Newport Ave and Red Hill Avenue (CIP No.
7166), Main Street between Newport Ave and Bryan Avenue (CIP No. 7167), and
Jamboree Road from I-5 to Irvine Boulevard (CIP No. 7174); and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, this project is categorically exempt from the requirements of the
California Environmental Quality Act; Class 1, Section 15301' Existing Facilities;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:

Bryan Avenue Rehabilitation between Red Hill Avenue and Browning Avenue

Tustin held on the 17th day of March 2003.
