HomeMy WebLinkAbout00 AGENDA 10-21-96AGENDA 'COUNCIL IVIEETIN CITY OF TUSTIN The City Council meets the first and thiCd Monday of each month at 7:00 p.m. in the Council Chambers at 300 Centennial Way, Tustin. Food and beverage is permitted in the atrium area outside of the Council Chambers where a speaker system has been provided. No smoking is allowed in the Civic Center. The attached agenda contains a brief description of each item to be considered. If you have a question concerning an item, please contact the City Clerk at 573-3025. Except as otherwise provided by law, no action'shall be taken on any item that does not appear on the agenda. Copies of staff reports pertaining to this agenda are available for public use in the City of Tustin agenda books located in the Police Department and the Tustin Public Library. These books are also provided for use at the Council Chambers during the meeting. PUBLIC HEARINGS ( ITEMS I THROUGH 2) AMENDED FINAL STATEMENT OF OBJECTIVES (FY 1994-95) AND ONE-YEAR ACTION PLANS (FY 1995-96 AND FY 1996-97) FOR FEDERAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS The Community Development Department is proposing to reallocate Community Development Block Grant (CDBG) funds from inactive projects or remaining from completed projects to other eligible activities. Recommendation by' the Community Development Department: 1. Open and close the Public Hearing. 1 Adopt the following Resolution No. 96-105 approving amendments to the Final Statement of Objectives for FY 1994-95 and One-Year Action Plans for FY 1995-96 and FY 1996-97 for the proposed use of Community Development Block Grant funds' Council Agenda I October 21, 1996 . CALIFORNIA, APPROVING AM~-.?MENTS TO THE CITY'S FINAL STATEMENT OF OBJECTIVES AND ONE-YEAR ACTION PLANS FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS AND AUTHORIZING SUBMISSION OF SUCH AMENDMENTS TO THE FEDERAL DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT INITIATION OF ANNEXATION NO. 156 (ABANDONED RAILWAY EASEMENT TO THE NORTH OF 13031' NEWPORT AVENUE) The subject property proposed for annexation is a portion of an abandoned .7 acre railway easement located adjacent to the Plaza Lafayette shopping center at 130.31 Newport Avenue. Plaza Properties, LLC, owner of the shopping center, has indicated a desire to purchase this property from Southern Pacific Transportation Company and has requested City approval to expand the existing shopping center parking lot. Recommendation by the Community Development Department: 1. Open and close the Public Hearing. . Initiate Annexation No. 156 by adopting the following Resolution No. 96-112 and confirm the Master Property Tax Transfer Agreement by adopting the following ResoLution No. 96-113: RESOLUTION NO. 96-112 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, INITIATING APPLICATION FOR THE UNINHABITED ANNEXATION OF TERRITORY KNOWN AS ANNEXATION NO. 156. (A PORTION OF THE ABANDONED SOUTHERN PACIFIC RIGHT-OF-WAY NORTH OF 13031 NEWPORT AVENUE) RESOLUTION NO. 96-113 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, CONFIRMING THE APPLICATION OF THE MASTER PROPERTY TAX TRANSFER AGREEMENT TO THE PROPOSED ANNEXATION NO. 156 (A PORTION OF THE ABANDONED SOUTHERN PACIFIC RIGHT-OF-WAY NORTH OF 13031 NEWPORT AVENUE) CONSENT CALENDAR (ITEMS 3 THROUGH 17 ) All matters listed under Consent Calendar are considered routine and will be enacted by one motion. ACCEPTANCE OF PUBLIC IMPROVEMENTS AND RELEASE OF BONDS FOR TRACT NO. 14110 (VENTANA) RecommendatiQn: Accept all public improvements within Tract No. 14110 (Ventana) and authorize the release of the following bonds for the indicated amounts: Faithful Performance Bond No. 3SM80544000, $4,000.00; and Labor and Materials Bond No. 3SM80544000, $2,000.00 as recommended by the Public Works Department/ Engineering Division. RESOLUTION NO. 96-107 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF TUSTIN Recommendation: Adopt Resolution No. 9'6-107 concerning status of the City of Tustin's Circulation Element as recommended by the Public Works Department/ Engineering Division. RESOLUTION NO. 96-108 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING SUBMITTAL OF IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM .Recommendation: Adopt Resolution No. 96-108 requesting the Orange County 'Transportation Authority include the City of Tustin projects in the 1997-98/2001-02 Combined Transportation Funding Programs as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 96-111 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF CONFIDENTIAL EMPLOYEES Recommendation: Adopt Resolution No. 96-111 amending the salary schedule for Confidential Employees as recommended by Personnel Services. RESOLUTION NO. 96-110 -'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION PLAN .Recommendation: Adopt Resolution No. 96-110 accepting the final report from Creative Management Solutions of the classification and salary study for non- management, non-sworn employees and amending the Classification Plan as recommended by Personnel Services. STATUS REPORT: HERITAGE WAY PARK AND TUSTIN RANCH TREE PARK .Recommendation. Receive and file subject report as recOmmended by the Community Services Department. RESOLUTION NO. 96-106 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ASPHALT CONCRETE REHABILITATION AND OVERLAY PROJECT, 'FY 1996-97, CIP NO. 700001 Recommendation: Adopt Resolution No. 96-106 approving the plans and specifications and authorizing advertisement for bids for subject project as recommended by the Public Works Department/Engineering Division. RESOLUTION NO. 96-109 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AUTHORIZING THE APPLICATION FOR TRADE AND COMMERCE DESIGNATION OF A LAMBRA FOR MARINE CORPS AIR STATION, TUSTIN Recommendation: Authorize staff to submit an application to the State Trade and Commerce Agency for designation of MCAS Tustin as a LAMBRA through adoption of' Resolution No. 96-109 as recommended by the Community Redevelopment Agency. ADDENDUM TO THE 1996 MEMORANDUM OF UNDERSTANDING WITH TUSTIN MUNICIPAL EMPLOYEES ASSOCIATION Recommendation: Authorize the City Manager to execute the Addendum to the 1996 Memorandum of Understanding with the Tustin Municipal Employees Association approving the agreement on salary changes reached through negotiations reflected in the subject salary schedule as recommended by Personnel Services. MARINE CORPS AIR STATION TUSTIN REUSE PLAN AND HOMELESS ASSISTANCE SUBMISSION Recommendation: That the City Council, acting as the Local Redevelopment Authority for MCAS Tustin, approve the MCAS Tustin Reuse Plan and Homeless Assistance Submission, authorize its submittal to the U.S. Department of Housing and Urban Development (HUD) and the Department of Defense (DOD), and authorize the Assistant City Manager to execute any agreements or documents as may be required by DoD or HUD as recommended by the Assistant City Manager. AGREEMENT BETWEEN TUSTIN UNIFIED SCHOOL DISTRICT AND CITY OF TUSTIN, AS THE LOCAL REUSE AUTHORITY, FOR MARINE CORPS AIR STATION TUSTIN Recommendation: Approve an agreement between the City of Tustin and the Tustin Unified School District regarding transfer of school sites and other mitigation measures at Marine Corps Air Station Tustin as recommended by the Assistant City Manager. REGULAR BUSINESS ( ITEM 18 ) 18. TUSTIN HIGH SCHOOL PRIDE PROGRAM - REQUEST FOR FUNDS Councilmember Potts requested that this matter be placed on the agenda. Mr. Pete Rivas has requested that the City contribute funds to the Tustin High School PRIDE Council Agenda 4 October 21, 1996 program Halloweel ~nt. Mr. Rivas will make a pre :ation regarding the event which involves distr~ution of Halloween candy at selected Tustin schools. Recommendation: Pleasure of the City Council.
