HUSTON, CITY MANAGER PUBLIC WORKS DEPARTME~/~G~F~G DIVISION ORANGE COUNTY COMBINED TRANSPORTATION FUNDING PROGRAM (OCCTFP) CONSISTENCY REVIEW FOR 1994-95 AND 1995-96 FISCAL YEAR RF~0MMENDATION It is recommended that the Tustin City Council; at their meeting of October 21, 1996 adopt Resolution No. 96-107 concerning the stares of the City of Tustin's Circulation Element. FISCAL IMPACT No fiscal impact. However, non-compliance with OCCTFP requirements could jeopardize furore eligibility for OCCFFP funds. BACKGROUND Every even numbered year, a consistency finding between the County Master Plan of Arterial Highway (MPAH) and the City's Circulation Plan is required as part of the eligibility requirement of OCTA for participation in the OCCTFP. Therefore, cities participating in the Orange County Combined Transportation Funding Program are required to adopt and transmit to OCTA a resolution which affirms the items outlined below. DISCUSSION The attached resolution Outlines the following: A) That the arterial highway portion of the City of Tustin's Circulation Element is in conformance with the County Master Plan of Arterial Highways. B) That the City of Tustin attests that no unilateral reduction in through lanes has been made on any MPAH arterials during Fiscal Year 1994-95 and 1995-96. C) That the City of Tustin has adopted a uniform setback ordinance providing for the preservation of rights-of-way consistent with the MPAH arterial highway classification. D) That the City of Tusfin has adopted provisions to limit access to the arterial highway system in order to protect the integrity of the System. Director of Public Works/City Engineer Nestor Mondok Assistant Civil Engineer Wisam Altowaiji Associate Civil Engineer TDS:NM:klb/COUNCIL/OCCTFP 94-95 & 95-96 Atta~ 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 24 25 26 27 RESOLUTION NO. 96-107 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA CONCERNING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF 'TUSTIN WHEREAS, the City of Tustin desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways (MPAH; and WttEREAS, the City of Tustin has endorsed a definition of and a process for, determining consistency of the City's Traffic Circulation Plan with the MpAH; and WHE~, the City has adopted a General Plan Circulation Element which does not preclude implementation of the MPAH within its jurisdiction; and WHEREAS, the City is required to adopt a resolution every even numbered year informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of said Circulation Element have been adopted by the City during Fiscal Years 1994-95 and 1995-96; and WltEREAS, the City is required to send every even year to the Orange County Transportation Authority all recommend changes to the City's Circulation Element and the Mastex Plan of Arterial Highways for the purpose of requalifying for participation in the Arterial Highway Financing Program and Measure M's Streets and Roads Programs. NOW, THEREFORE, BE IT RESOLVED that the City of Tustin, does hereby inform the Orange County Transportation Authority that; b) The arterial highway portion of the City Circulation Element of the City is. in conformance with the Master Plan of Arterial Highways. The City attests that no unilateral reduction in through lanes has been made on any MI'AH arterials during Fiscal Years 1994-95 and 1995-96. c) d) The City has adopted a uniform setback ordinance providing for the preservation of rights-of-way consistent with the MPAH arterial highway classification.
