AMENDMENT TO THE CLASSIFICATION PLAN
Recommendation:'
To adopt Resolution 96-110 accepting the final report from Creative Management
Solutions of the classification and salary Study for non-management, non-sworn
employees and amending the classification plan.
Fiscal Impact:
The City is obligated to negotiate with the Tustin Municipal Employees in a re-opener
to address the results of the salary survey data. In the last Memorandum of
Understanding (MOU) with Tustin Municipal Employees Association, the City agreed
to make $50,000 available for this purpose.
Discussion:
The consultant has generated new job descriptions for those positions included in the
classification study. The changes to job titles are listed in the Resolution.

RESOLUTION NO. 96-110
A RE3OLUTION TO THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA, AMENDING THE
CLASSIFICATION PLAN
WHEREAS, the City adopted a classification Plan in 1984, by adopting Resolution
No. 84-63; and
WHEREAS, it is desirable to revise and update the classification Plan when appropriate;
WHEREAS, in the 1996 Memorandum of Understanding with the Tustin Municipal
Employees Association, the City agreed to hire an outside consultant to conduct a classification
and salary study on certain positions; and
WHEREAS, Creative Management Solutions has issued a final report with recommended
changes to the classification plan; and
WHEREAS, the City has re-opened negotiations with the Tustin Municipal Employees
Association with regard to recommended salary changes and agreed to an addendum to the
Memorandum of Understanding;
NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby
resolve that the Classification Plan of the City of Tustin, dated August 20, 1984, is hereby
amended to accept the report and job descriptions as submitted by the consultant and adopt the
following changes:
