ADDENDUM TO THE 1996 MEMORANDUM OF UNDERSTANDING WITH TMEA
Recommendation'
That the City Council authorize the City Manager to sign the Addendum to the 1996
Memorandum of Understanding (MOU) with the Tustin Municipal Employees
Association (TMEA) approving the agreement on salary changes reached through
negotiations reflected in the attached salary schedule.
Fiscal Impact:,
The fiscal impact is approximately $50,000, which is the amount the City agreed to
make available during the re-opener to address the result of the salary study done by
an outside consultant. This amount represents one percent of the total payroll for all
employees in the non-management, non-sworn employee group represented by TMEA.
Discussion:
Late in 1995, the City and TMEA entered into the meet and confer process to
negotiate changes to the Memorandum of Understanding due to expire December 31,
1995. This new Memorandum of Understanding was approved by Council on
April 15, 1996. The MOU has a provision that an outside consultant be hired by the
City to conduct a classification and salary study on certain positions and a salary
study on the remaining classifications in this bargaining group. As agreed, the City
hired Creative Management Solutions to conduct the above studies. Upon release of
the final report, the City and TMEA re-opened neg0tations to come to an agreement
on how best to address the results of the salary study and salary recommendations
as a result of classification changes. Out of 42 classifications, 24 were recommended
for increases, this represents 48 positions out of 126. The recommended salary
schedule reflects the changes which resulted from this agreement. ,
