FURNITURE PURCHASES FOR TUSTIN FAMILY & YOUTH CENTER
participation in the County of Orange Cooperative Purchasing Program to purchase
SUMMARY: Staff is requesting the agency adopt Resolution No: RDA 96-5, allowing
furniture and equipment for the Tustin Family & Youth Center.
BACKGROUND: The Agency is aware that rehabilitation to the Tustin Family & Youth Center
is currently underway, and it is estimated the facility will be ready for occupancy by early
January, 1997. In conjunction with the construction, it was previously determined that a need for
the purchase of new furniture existed. These costs are included in the construction budget for
the project.
There are several different manufacturers of office furniture, with dramatic differences in the
quality of materials. In an effort to objectively evaluate the best product lines of furniture
available, an ad hoc committee consisting of City staff and representatives from the two lessees}
Orange County Parents Together (Headstart) and Children's Bureau of Southern California, met
with the architect and studied a host of material in both metal and wood finishes for all furore
furniture purchases for the Tustin Family & Youth Center. Under terms of their leases, each
lessee will share in a proportionate cost of the furniture and equipment purchases. An extensive
selection of the best of the manufacturers' products was reviewed and evaluated on structural
construction, quality of material, life expectancy, installation and warranty. Based on this review,
Steelcase, a Tustin-based office furniture manufacturer, was the preferred provider. In addition,
it was indicated that a number of additional manufacturers were needed for other products not
made by Steelcase, such as chairs, tables, visual aides, lounge seating 'and other minor
miscellaneous furniture.
The Steelcase Ellipse system is a broad, multi-faceted system consisting of pre-finished,
interchangeable parts which can be assembled in a variety of configurations with built-in
flexibility to fit individual uses. A similar Steelcase system is in use 'in City Hall and has
performed quite well. These systems can be configured as stand-alone or panel-supported units.
The systems allow for adaptability, variety, flexibility and ultimate cost savings. The ten-year
warranty on Steelcase products, as well as its sturdy construction are also consistent with the
City's long-term planning.
Betsey Dougherty of Dougherty & Dougherty, Project Architects, has helped staff evaluate for
the furniture system layout, worked on developing a specification list, and coordinated design and

color of fabric and materials. The final space plan and specification list has been prepared, and
Betsey has evaluated each person's function and developed work areas which will enhance
efficiency, while maximizing the use of floor space.
Under provisions of Section 1624-b of the Tustin City Code, exceptions or deviations from the
City's competitive bidding procedures can be authorized by resolution of the City Council when
purchases of supplies and equipment can be acquired more efficiently and cheaply on behalf of
the City through the County of Orange Cooperative Purchasing. Program. The City's Finance
Director, as the City's Purchasing Agent, has verified that under provisions of the City's
purchasing ordinance, the City may make purchases through the County's Cooperative Program.
Under the County of Orange Cooperative Purchasing Program pricing, which would include
freight, delivery and installation, a discount of approximately 40-60% would be extended to the
City on all Steelcase products and certain accessory furniture lines. Staff anticipates bringing
back to the Agency, for its approval, a cost summary from BKM, which is the County's awarded
vendor for Steelcase products and certain accessory furniture lines, based on furniture
specifications requested by the Agency. Delivery, freight and installation will be included in
these cost estimates.
FISCAL IMPACT: The fiscal impact will depend on the actual, quoted prices and will be
identified in two st. ages.

RECOMMENDATION/ACTION: It is recommended that the Redevelopment Agency adopt
Resolution No. RDA 96-5, authorizing participation in the county of Orange Cooperative
Purchasing Program for the Steelcase Ellipse System and accessory Steelcase products for the
Tustin Family and Youth Center.

A RESOLUTION OF THE TUSTIN COMMUNITY REDEVELOPMENT
AGENCY, AUTHOR/ZING PARTICIPATION IN THE COUNTY OF ORANGE
COOPERATIVE PURCHASING PROGRAM
The Tustin Community Redevelopment Agency does hereby resolve as follows:
I. The Agency finds and determines as follows:

Under provisions of Section 1624-b of the Tustin City Code, an ordinance related
to financial and purchasing procedures, exceptions or deviations from the City's
competitive bidding procedures can be authorized by resolution of the City
Council when purchases of supplies and equipment can be acquired more
efficiently and cheaply on behalf of the City through the County of Orange
Cooperative Purchasing Program.

The City has never purchased certain space furniture in conjunction with the
Tustin Family and Youth Center.

The Steelcase Systems is the preferred provider, with the Ellipse product series,
the desired product. A number of miscellaneous Steelcase furniture items are also
included in the County's Cooperative Program.

The Redevelopment Agency hereby authorizes the City of Tustin's participation in the
County of Orange Cooperative Purchasing Program for the purposes of acquiring
Steelcase Ellipse product series and a number of miscellaneous furniture items for needs
at the Tustin Family and Youth Center, subject to final approval of cost estimates by the
Agency.
