RESOLUTION NO. RDA 96-6 / APPLICATION FOR THIRD DISTRICT URBAN PARKS
PROGRAM FUNDING / PEPPERTREE PARK ( NO. 400039)
SUMMARY: A Resolution approving application of grant funds from the Agency is
needed to accompany the grant application.
BACKGROUND: Renovation of Peppertree Park (CIP NO. 400039) has been programmed to
begin this current fiscal year. The 5.5 acre park is programmed for a new restroom/storage
building, modification to the existing playground, and to address several other ADA-related
accessibility deficiencies.
Preliminary design is slated to begin this winter, with construction to follow in fiscal year 1997-
98. Fifty thousand dollars is budgeted for the design phase. However, the project is dependent
on availability of matching funds from other sources.
Two hundred thousand dollars ($200,000) has been appropriated from RDA-Town Center Project
Area funds. This represents approximately 50% of the funds needed for construction. The
certainty of additional City or Agency funding for this project remains unclear at this time.
Staff is applying for $150,000 of park funds for Peppertree Park under the "Third District, Urban
Parks Programs" through County Supervisor Saltarelli's Office. Receiving the funds will provide
adequate construction capital to initiated improvements.
It should be noted that though the Third District is sponsoring this grant program, projects outside
the District are eligible for consideration.
The grant process requires an agency resolution approving the application for grant funds
accompany the grant application.

A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF
THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE APPLICATION
FOR GRANT FUNDS THROUGH THE COUNTY OF ORANGE, THIRD
DISTRICT'S "1994 URBAN PARKS PROGRAM," FOR THE RENOVATION
OF PEPPERTREE PARK.
WHEREAS, the County of Orange, Third District, Urban Parks Program was developed to assist
local urban parks by contributing financially to projects that either enhance existing recreational
facilities, or create new facilities for the benefit of the public; and
WHEREAS, funds have been allocated from the Third District, Urban Parks Program, whereby
cities can apply for local park funds;
NOW, THEREFORE, BE IT RESOLVED THAT THE TUSTIN COMMUNITY
REDEVELOPMENT AGENCY HEREBY:
Approves the filing of an application for Third District, Urban Parks Program
funding for the renovation of Peppertree Park; and

Certifies that the Agency understands the assurances and certification in the
application form; and

Certifies that the Agency has or will have available, prior to commencement of
work on this project, the required match; and will have sufficient funds to operate
and maintain the project; and
Appoints the Executive Director, as agent of the Tustin Community
Redevelopment Agency, to conduct all negotiations, execute and submit all
documents which may be necessary for the completion of this project.
PASSED AND ADOPTED by the Community Redevelopment Agency of the City of
Tustin at a regular meeting held on the 21st day of October, 1996. '
