INVOCATION- The Invocation will be given by Councilmember Saltarelli.

APPEAL OF CONDITIONAL USE PERMIT 96-019 (GOLDEN YEARS REST HOME)
Conditional Use Permit 96-019 is a request to convert an existing three (3) unit
apartment complex and an existing six (6) person residential care facility to a sixteen
(16) person rest home for the elderly at 14752 Holt AVenue. The project Was
approved by the Planning Commission on September 23, 1996 and subsequently
appealed by the City Council on October 7, 1996.
Recommendation by the Community Development Department:
1. Open and close the Public Hearing.

APPROVAL OF MINUTES- OCTOBER 21, 1996 REGULAR MEETING
Recommendation: Approve the City Council Minutes of October 21, 1996.
APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL
Recommendation. Approve Demands in the amount of $1,434,115.92 and ratify
Payroll in the amount of $341,803.93.

AWARD OF CONTRACT FOR PUBLICATION OF CITY NOTICES
--Recommendation. Award a one-year contract to the Tustin News newspaper for.
publication of City legal and general notices and authorize the Mayor and City Clerk
to execute the agreement as recommended by the City Clerk's office.
AWARD OF CONTRACT FOR DEMOLITION OF THE EL CAMINO APARTMENTS,
1921-1951 EL CAMINO REAL (CIP NO. 700116 DEMO)
Recommendation: Award the contract for demolition of the El Camino Apartments,
1921-1951 El Camino Real, to Environmental Control Systems in the amount of
$18,300.00 as recommended by Public Works Department/Engineering Division.
CONTRACT AGREEMENT FOR TRAFFIC SIGNAL MAINTENANCE SERVICES
.Recommendation: Direct the Mayor and City Clerk to execute contract documents
on behalf of the City with Computer Service Company for traffic signal maintenance
services for a four-year period, renewable each year, within the City of Tustin as
recommended by the Public Works Department/Engineering Division.
PROGRAM SUPPLEMENT AGREEMENT NO. 014 TO LOCAL AGENCY - STATE
AGREEMENT NO. 12-5271 COVERING: PRELIMINARY ENGINEERING FOR
NEWPORT AVENUE REHABILITATION PROJECT (CIP PROJECT NOS 700126,
700129 AND 700153) '
Recommendation. Approve and authorize the Mayor and City Clerk to execute
subject supplement agreement as recommended by the Public Works Department/
Engineering Division.

PLANNING COMMISSION ACTION AGENDA- OCTOBER 28, 1996
All actions of the Planning Commission become final unless appealed by the City
Council or member of the public.
.Recommendation: Ratify the Planning Commission Action Agenda of October 28,
1996.

Recommendation: Deny subject claim and direct the City Clerk to provide notice to
the claimant and claimant's attorney as recommended by the City Attorney.
12.
PROFESSIONAL SERVICES AGREEMENT FOR DEVELOPMENT OF A COMMUTER
RAIL STATION FEE PROGRAM
Recommendatioq.: Approve a Professional Services Agreement with Willdan
Associates for an amount not to exceed $29,983.00 to develop a Commuter Rail Fee
Program, and authorize execution of the agreement by the Mayor and City Clerk,
subject to the City Attorney's approval as to form as recommended by the Public
Works Department.

Recommendation,' Receive and file subject report as recommended by the City

COMMITTEE REPORTS- City Council
CLOSED SESSION- The City Council will convene in closed session to confer with the
City Attorney regarding the following liability claims: Claim of Reynaldo Sanchez and Raul
Camacho; Claim of Julianne Dellarossa; and Claim of Sherman and Deborah Patterson. The
claims may be reviewed at the City Clerk's office. The City Council shall also consider the
appointment of a public employee.
ADJOURNMENT - The next regular, meeting of the City Council is scheduled for
Monday, November 18, 1996, at 7:00 p.m. in the Council Chambers at 300 Centennial
Way.
