AMENDMENT TO MCAS, TUSTIN, REDEVELOPMENT SURVEY AREA
RECOMMENDATION
It is recommended the City Council adopt Resolution No. 96-91 mending the Redevelopment Survey
Area for redevelopment study purposes by adding the area of the Marine Corps Air Stat/on, Tustirg
within the City of Itvine.
FISCAL IMPACT
This action xa411 have no fiscal impact on the City or the Redevelopment Agency. If, after future action,
the portion of the Base in In~e is included in the Redevelopment Project Area, any potential fiscal
impact will be identified in an Agreement with the City of Irvine and in the Redevelopment Plan for the
Project Area.
BACKGROUND
Marine Corps Ak Statiorg Tustin, is expected to close by 1999. The City of Tustin is the designated
reuse authority for the Base and is required to develop and adopt a reuse plan. The reuse plan has been
approved by the Base Task Force and City Council and is being forwarded to the Federal Government
for review and approval.
Included in the reuse plan will be provisions for financing the extensive infi'astructure which will be
required for development of the Base, including arterial, connector and local streets, sewer lines, storm
drains, and a variety of utilities. The cost for the development of this infi-astmcture is a cost the City
and potential developers must bear. The City is proposing to utilize State Redevelopment Law to
generate tax increment as the primary source to finance the City's portion of the costs for

infrastructure. Without redevelopment tax increment, there will be little or no possibility for the
community to meet its obligations.
On July 15, 1996, Governor Wilson signed into law special legislation to make it easier for the Tustin
Community Redevelopment Agency to create a Project Area for MCAS, Tustin. Consultant work has
begun on the various legal documents and processes require for the creation of the project Area.
Current projections are that the City Council and Redevelopment Agency could consider the creation
of the project area as early as Spring of 1997.
DISCUSSION
The creation of a redevelopment project area is a lengthy legal proceSs. The Agency has begun the
preliminary work and expects to have the project area established during Fiscal Year 1996-97. As one
of the first, steps in creating this Redevelopment Project Area, the City Council, after receiving a
recommendation from the Planning Commission, adopted a resolution creating the Survey Area. This
survey area included the portion of the Base in the City of Tustin and limited property adjacent to the
Base.
A map of the original Survey Area is attached as Attachment 1.
The purpose of establishing a survey area is to formally identify the area the Agency is studying for the
potential Project Area. The ultimate Project Area may include any portion, or all, of the SurveY Area.
Designation of the Survey Area does NOT constitute any formal statement that the property in the
survey area will be included in a Redevelopment Project Area. Nor does the designation of a survey
area require the creation of a Project Area and Redevelopment Plan.
There are approximately 80 acres ofMCAS, Tustin, within the City oflrvine. Like TUstin, the City of
Irvine will benefit from the tax increment and financing mechanisms of a redevelopment project area in
meeting its obligations for reuse of its portion of the Base.
However, the City of Irvine does not have an active Redevdopment Agency and is not planning on
establishing one. An agreement has been reached between the City of Irvine, the City of Tustin and the
Tustin Community Redevelopment Agency to include the Irvine portion of the Base in the
Redevelopment Project Area.
Under the Agreement, the Tustin Community Redevelopment Agency will have full redevelopment
authority for these 80 acres within the City of In4ne. The City oflrvine, however, will maintain full
land use authority'and provide all other municipal services to this area. The City oflrvine will obtain
the tax increment which is generated from its portion of the proposed Redevelopment Area, but will

reimburse the Tustin Community Redevelopmem Agency for its administration and rnanagemem of the
redevelopment process within this portion of Irvine. The Tustin Community Redevelopment Agency
will be responsible for all redevelopment activities within Irvine, subject to certain parameters reached
between the City and the City oflrvine, State Law and the Agreement.
The amended survey area will include all portions of the Base in both the City of Tustin and the City of
Irvine as well as approximately 52 acres of property immediately to the north of the Base. Properties
adjacent to the Base to be included in the Survey Area are located on both sides of Edinger Avenue
and include the proposed commuter rail site. Including a limited number of properties immediately
abutting the Base will allow the Agency to coordinate improvements in the vicinity of Edinger Avenue.
A map of the proposed revisions to the survey area are shown in Resolution No. 96-91.

RESOLUTION NO. 96-91
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF TUSTIN AMENDING A SURVEY AREA FOR
REDEVELOPMENT PURPOSES
WHEREAS, on March 6, 1995, the City Council of the
City of Tustin designated a survey area for redevelopment
purposes for that area of the City including Marine Corps
Air Station, Tustin, and certain surrounding areas to be
studied to determine if a redevelopment project within
the area is feasible; and
WHEREAS, subsequent, to that action, the City of
Tustin and the Tustin Community Redevelopment Agency
reached an. agreement with the City of Irvine designating
the Tustin Community Redevelopment Agency to be the
redevelopment authority for that portion of Marine Corps
Air Station, Tustin, located within the City of Irvine;
and
WHEREAS, on February 26, 1996, the City of Tustin
Planning Commission recommended the City Council amend
the previously approved survey area to include the
portion of MCAS, Tustin, within the City of Irvine; and
WHEREAS, California Health and Safety Code Section
33310 provides that a survey area for redevelopment
purposes may be designated by resolution of the City
Council.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUSTIN
DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council hereby desiqnates as a
redevelopment survey area that area shown an~ described
on the map attached hereto and incorporated herein as
Exhibit 1.
Section 2. The City Council hereby finds that the
designated survey area requires study to determine if a
redevelopment project or projects within said area are
feasible.
Section 3. The Planning Commission is hereby
requested to carry out such study and, in cooperation
with the Tustin Community Redevelopment Agency, to select
a redevelopment project area, or project areas, from said
survey area, and to formulate and adopt a preliminary
plan for each project area selected.
