1. VESTING TENTATIVE TRACT MAP 15316 (KAUFMAN AND BROAD)
Vesting Tentative Tract Map 15316 is a request to subdivide a 9.47 acre site,
located on the northerly side of Heritage Way east of Tustin Ranch Road, into 71
numbered lots and three lettered lots to accommodate 71 single-family detached
dwellings.
Recommendation- by the Community Development Department:

1. Open and close the Public Hearing.
2. Adopt the following Resolution No. 96-117 approving the Environmental
Determination for the proiect:

Adopt the following Resolution No. 96-118 approving Vesting Tentative Tract
Map 15316:

RESOLUTION NO. 96-118- A 'RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUSTIN, CALIFORNIA, APPROVING VESTING TENTATIVE TRACT
MAP NO. 15316 LOCATED ON THE NORTH SIDE OF HERITAGE WAY, EAST
OF TUSTIN RANCH ROAD
TENTATIVE TRACT MAP 15350 {IRVINE APARTMENT COMMUNITIES)
Tentative Tract Map 15350 is a request to subdivide a 19 acre site, located on the
south side of Irvine Boulevard at Robinson Drive, into 14 numbered lots and 12
lettered lots to accommodate 316 condominium dwelling units.

1. Open and close the Public Hearing.
2. Adopt the following Resolution No. 96-123 approving the Environmental
Determination for the project. .

Zone Change 96-001 is a request to change the Land Use Designation of the
Newport Warren Planned Community and modify the setback Standards to permit
construction of a 3,330 square foot dental/medical office project and related site
improvements on the property located at 12581 Newport Avenue.

COMMUNITY DEVr 'PMENT BLOCK GRANT (CDBG)' - *~,RVIEW AND DISCUSSION
OF ALLOWABLE b OF FUNDS FOR FISCAL YEAR j7-98
Report will provide the City Council with a general overview of Community
Development Block Grant program and allowable use of funds.

PROPOSED POLICY FOR ADMINISTRATIVE TRANSFERS
The City Council requested that the Audit Committee develop a permanent policy and
procedures for administrative transfers.
Recommendatio--n: 'Adopt a policy for administrative transfers between Funds to be
based on indirect administrative costs and direct service costs as detailed in the
subiect sample calculation as recommended by the Audit Committee.

CLOSED SESSION- The City Council will convene in closed session to confer with the
City Attorney regarding a matter of pending litigation, Heritage Construction vs. City of
Tustin, Robert Bein and William Frost.
ADJOURNMENT - The next regular meeting of the City Council is scheduled for
Monday, December 2, 1996, at 7:00 p.m. in the Council Chambers at 300 Centennial Way.
(City Hall will be closed on December 2, however, the City Council will conduct their
regular meeting).
