HUSTON, CITY MANAGER AMENDMENT TO THE ORANGE COUNTY FIRE AUTHORITY JOINT POWERS AGREEMENT Summaml: The Fire Authority is requesting member agencies to authorize an increase in the number of Board Members appointed to the Board's Executive Committee. RECOMMENDATION: That the City Council approve the proposed amendment to the joint powers agreement. DISCUSSION: Each city that is a member of the Fire Authority and the County, as a member, have a representative on the Authority's Board of Directors. The Fire Authority is requesting that member agencies adopt an amendment to the joint powers agreement. The proposed amendment, a copy of which is attached, provides that the number of members elected by the full Board to its Executive Committee be determined by the Board of Directors. The Executive Committee makes policy recommendations to the full Board of Directors. The joint powers agreement currently sets the number of Executive Committee members at either five or seven. The reason for permitting an increase is to maintain a balance between cash contract and structural fire fund cities representation on the Executive Committee. William A.
