PUBLIC HEARING ( ITEM I ) 1o AMENDMENT TO VESTING TENTATIVE TRACT MAP 14410 (LEWIS HOMES) ' Amendment No. 2 to Vesting Tentative Tract 14410 is a request to eliminate a secondary product line and add two new residential product types to a previously approved 171-1ot subdivision on Lots 7, 8, "N", "O" and "U" of Tract 13627. Recommendation by Community Development Department: 1. OPen and clOse the Public Hearing. 2. Adopt the following Resolution No. 96-129 approving the Environmental Determination for the project: RESOLUTION NO. 96-129 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, FINDING THAT THE FINAL ENVIRONMENTAL IMPACT REPORT'(EIR) PREPARED FOR THE EAST TUSTIN SPECIFIC PLAN (FINAL EIR 85-2, AS MODIFIED BY SUBSEQUENTLY ADOPTED SUPPLEMENTS AND ADDENDA) IS ADEQUATE TO SERVE AS THE PROGRAM EIR FOR AMENDMENT NO. 2 TO VESTING TENTATIVE TRACT MAP 14410 AND APPLICABLE MITIGATION MEASURES HAVE BEEN INCORPORATED AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Council Agenda I December 1 6, 1996 0 Adopt the folk 'qg Resolution No. 96-130 apt" Tentative Tra~, .ap. 14410: ' 'ng Amendment No. 2 to RESOLUTION NO. 96-130 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING AMENDMENT NO. 2 TO VESTING TENTATIVE TRACT MAP 14410 LOCATED AT THE NORTHWESTERLY CORNER OF PIONEER ROAD AND PETERS CANYON ROAD CONSENT CALENDAR (ITEMS 2 THROUGH 11) All matters listed under Consent Calendar are considered routine and will be enacted by one motion. There will be no separate discussion of these items prior to the time of the'voting on the motion unless members of the Council, staff or public request specific items be discussed and/or removed from the Consent Calendar for separate action. 2, 3, , Bo APPROVAL OF MINUTES- DECEMBER 2, 1996 REGULAR MEETING Recommendation: Approve the City Council Minutes of December 2, 1996. APPROVAL OF DEMANDS AND RATIFICATION OF PAYROLL Recommendation: Approve Demands in the amount of 9828,549.47 and ratify Payroll in the amount of 9338,444.67. SERVICE AUTHORITY FOR THE ABATEMENT OF ABANDONED VEHICLES (SAAV) PROGRAM Recommendation: Authorize the Community Development Department to apply to the Orange County Transportation Authority through the Service Authority Abandoned Vehicles (SAAV) program for funding of equipment to support the City's Abandoned Vehicle Program; and to approve appropriation of funds to the Community Development Department Other Equipment Account (010-400-301'0- 9800) as recommended by the Community Development Department. PLANNING COMMISSION ACTION AGENDA- DECEMBER 9, 1996 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation: Ratify the Planning Commission Action Agenda of December 9, 1996. 6, , AGREEMENT BETWEEN THE CITY OF TUSTIN AND THE IRVINE RANCH WATER DISTRICT Recommendation: Authorize the City Manager or Assistant City Manager to execute an agreement between the City of Tustin and Irvine Ranch Water District for preparation of a Water and Sewer Sub-Area Master Plan (SAMP) for Marine Corps Air Station Tustin as recommended by the Assistant City Manager. RESOLUTION NO. 96-122 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, VACATING A PORTION OF AN EXISTING PUBLIC SERVICE EASEMENT RECORDED ON NOVEMBER 15, 1991', AS INSTRUMENT NO. 91-625668, RUNNING ALONG LOTS 34-43 AND LOT H OF TRACT NO. 15292, AS SHOWN ON A MAP FIELD IN BOOK 737, PAGES 18-21, OF MISCELLANEOUS MAPS, RECORDS OF ORANGE COUNTY, CALIFORNIA Council Agenda 2 December 1 6,- 1996 8, 10. 11. Recommendation:' ';'opt Resolution No. 96-122 w, I vacates a portion of an existing storm drain easement located in Tract NO. 15292; and approve and authorize the Mayor to execute Amendment No. I to the "Operation and Maintenance Easement Agreement" to exclude this property from the Agreement as recommended by the Public Works Department/Engineering Division. AUTHORIZATION TO ADVERTISE FOR' BIDS, FRONTIER PARK RESTROOM REHABILITATION (PROJECT NO. 200030) · Recommendation: Approve plans and specifications and authorize advertisement for bids for construction of the Frontier Park RestrOom Rehabilitation as recommended by the Community Services Department~ RESOLUTION NO. 96-131 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA,' AUTHORIZING THE APPLICATION FOR TRADE AND COMMERCE DESIGNATION OF A LAMBRA FOR MARINE CORPS AIR STATION, TUSTIN Recommendation: Adopt Resolution No. 96-131 as required by the State in order to be favorably considered for LAMBRA designation at Marine Corps Air Station Tustin as recommended by the Community Redevelopment Agency. HUMAN SERVICES COORDINATOR POSITION - TUSTIN FAMILY AND YOUTH CENTER Recommendation: Authorize a new, full-time Human Services Coordinator for the Tustin Family and Youth Center; funding to be provided from a combination of tenant lease payments and Community Development Block Grant funds as recommended by the Community Services Department. PROFESSIONAL SERVICES AGREEMENT FOR CONSULTING ENGINEERING SERVICES FOR THE SYCAMORE AVENUE STORM DRAIN AND BLOCK WALL PROJECT FROM NEWPORT AVENUE TO APPROXIMATELY 400' WEST OF PASADENA AVENUE (CIP NO. 700149) Recommendation: Approve the Professional Services Agreement with Post, Buckley, Schuh & Jernigan, Inc. to provide consulting engineering design services on the subject project for a total not to exceed fee of $65,450.00 and authorize execution of the Professional Services Agreement by the Mayor and City Clerk as recommended by the Public Works Department/Engineering Division. REGULAR BUSINESS (ITEM 12 ) 12. STATUS REPORT: HERITAGE WAY PARK (PROJECT NO. 400042) AND CEDAR GROVE PARK (PROJECT NO. 400041) RJM Design Group, architect for both projects, will discuss progress on each park. OTHER BUSINESS- City Manager, City Attorney, City Council COMMITTEE REPORTS- City Council CLOSED SESSION- The City Council will convene in closed session to confer with Nick Nichols, the City's labor negotiator. The employee organizations involved in potential negotiations are Tustin Municipal Employees Association and Tustin Police Officers Association/Management Unit. Unrepresented employees are management and confidential units.
