RECOMMENDATION
That the City Council authorize the Community Development Department to apply to the Orange
County Transportation Authority (OCTA) through the Service Authority Abandoned Vehicles
(SAAV) program for funding of equipment to support the City's Abandoned Vehicle Program;
and to approve appropriation of funds to the Community Development Department Other
Equipment Account (010-400-3010-9800).
FISCAL IMPACT
If authorized, the Community Development Department will submit a funding request to the
OCTA as the Service Authority for the SAAV Program to receive funds in the amount of
$17,738. Equipment and furniture will only be purchased if funding is obtained through the
SAAV Program. There will be no fiscal impact to the City's General Fund.
BACKGROUND AND DISCUSSION
Assembly Bill 4114 enacted on September 30, 1991, established local service authorities for the
purpose of assisting in the abatement of abandoned vehicles. A $1.00 fee was imposed on
vehicles registered to owners with an address in the county which has established a service
authority. The service authority for Orange County is the Orange County Transportation
Authority and was established on January 1, 1992.
In the City of Tustin, the code enforcement staff of the Community Development Department
coordinates with the Tustin Police Department on the Vehicle Abatement Program. It is the
code enforcement function that investigates abandoned vehicle complaints, obtains registered

vehicle owner information, sends letters to the owner, coordinates with the Police Department
for citing/towing, and prepares and processes the quarterly reimbursement requests under the
Vehicle Abatement Program.
Last year the Community Development Department was notified that unexpended monies in the
Vehicle Abatement Reimbursement Account was available to cities who participate in the SAAV
Program. The City of Tustin applied for and received $9,470 from the surplus monies account
to purchase computer hardware, camera equipment and filing cabinets.
All participating SAAV cities compete for surplus program funds. In the first two quarters of
the 1996 calendar year the cities of Buena Park, Garden Grove, Anaheim, Yorba Linda, Stanton,
Laguna Beach and La Palma shared $146,686 in surplus SAAV funds enabling them to purchase
vehicles and other equipment in support of their Abandoned Vehicle program.
This year the Community Development Department will be requesting surplus SAAV funds in
the amount of $17,738. If the funding is received, the Council is requested to permit the
revenues to be appropriated to the Community Development Department Other Equipment (010-
400-3010-9800) Account for the following equipment in the following amounts:
