AUTHORIZATION TO ADVERTISE FOR BIDS.
FRONTIER PARK RESTROOM REHABILITATION (PROJECT NO. 200030)
SUMMARY: This report summarizes the planning process, outlines the estimated total
project cost, and requests authorization to advertise for bids for construction for the
Frontier Park Restroom Rehabilitation.
RECOMMENDATION:
Approve plans and specifications and authorize advertisements for bids for construction of the
Frontier Park Restroom Rehabilitation.
FISCAL IMPACT:
Funding for the construction of this project is through the 1996/97 CDBG and Redevelopment
Agency budgets, and the entire cost of the project, including design,, project management
expenses and a 10% contingency fund, is estimated at $165,300.
The current budget allocated for this project is $110,900. Included in the budget is the estimated
cost for advertisements, printing, reimbursable expenses, independent testing laboratory, and
administration of the HUD requirements for documentation of Davis-Bacon Wage Rate
Compliance for CDBG funding. A budget appropriation will need to be made for construction
funding. This will occur as part of the construction bid award process.
BACKGROUND:
Frontier Park is a 4.5 acre neighborhood park located at the comer of Mitchell Avenue and Utt
Street. The park features a playground, fields, handball courts, picnic shelter and tables, and a
restroom/storage building. Supervised summer drop-in programs for neighborhood children are
conducted annually at this site. Improvements include a badly needed covered picnic area and
expanded concrete pad to accommodate the growth in program popularity.
In 1991, the park received major renovations which included new walkways and lighting, new
drainage systems, new playground equipment, and landscape modifications.

Since then, the Americans with Disabilities Act (ADA) was passed into law, and significant
changes occurred to the Uniform Building Code (UBC). The building was not designed for these
code changes, and the site does not comply with current codes either.
The City has identified the restroom building as being in great need of replacement since 1994.
The City's ADA Transition Plan also identified site work which required modification.
Subsequently, the City conducted a Request for Qualifications for an architect in December, 1994,
and selected BOA to be the architect. Plans were developed by the architect and accepted by the
Community Services Department in June, 1996. Subsequently, at the request of the Project
Manager, landscape and utilities revisions were included, and the plans were revised in October,
1996, and submitted to plan check. Plan check is now completed, and the project is ready for
permits.
We anticipate substantial completion by May, 1997. At that time, 'occupancy can occur and
summer programs can continue as usual.
