HUMAN SERVICES COORDINATOR POSITION - TUSTIN FAMILY AND
YOUTH CENTER (TFYC)
FISCAL IMPACT: The position will be classified as a Human Services Coordinator, reporting
to the Manager of the Community Services Division. Salary range is $33,528 to $40,764 per
year plus benefits. Projecting a hiring at Step "2", $2,935 per month, the position will cost
$22,540 including benefits, for the remaining six months of the current fiscal year. Staff is
proposing to fund the position with an approved CDBG allocation. Compensation for a full year
totals $45,000.00, including benefits. In future years, a combination of CDBG and tenant lease
payments can be used to cover the $45,000 annual cost of the position. Though negotiations with
both tenants are not complete, total tenant lease payments are estimated at $35,000 per year for
1997.
BACKGROUND: The 6,000 S.F. TFYC will serve as a neighborhood service center, providing
recreation, social & educational resources to residents of all ages in S. W. Tustin.
Child care and social services will be provided by agency members of the TAFFY Coalition. The
City's Community Services Department will be responsible for recreational and leisure activities.
Department Staff have been meeting regularly with other service providers to establish and
schedule the programs and activities slated to commence after the Center's January 1997 opening.
Through this planning process, it became evident that a significant amount of ongoing detailed
networking will be needed to ensure smooth service provision by the Center's Lessee's and other
contracted providers.
DISCUSSION: The Human Services Coordinator will assume the follow specific
responsibilities:
The development and coordination of City sponsored youth and family programs offered
at the Center
The creating of a "Center Advisory Board". The Board's purpose will be to help identify
and focus issues that can be addressed through the Center services.
The development and coordination of a community volunteer network to serve the Center
and its' constituents.
Serve as a "nexus" between service providers and users that will result in improved
communications, greater program effectiveness and resource efficiency.
The Coordinator will provide management daily oversight for the Center's operations..
Responsibilities will include landscape and janitorial contract quality control and
maintaining an ongoing dialogue of other support department, such as Community
Development (code enforcement), Police and Public Works.
Provide City representation at the national, state, regional and local levels in addressing
topics and providing non-partisan advocacy for the importance of families and youth in
Tustin.
Within the near future, responsibilities of the Coordinator will grow. As you are aware, the
Department will be managing the operation of two child care facilities at MCAS-Tustin. Though
the city will not be involved as a direct child care provider, we will be responsible for contract
oversight and facility management.
RECOMMENDATION: Authorize a new, full-time Human Services Coordinator for the Tustin
Family and Youth Center; Funding to be provided from a combination of tenant lease payments
and CDBG funds.
