PROFESSIONAL SERVICES AGREEMENT FOR THE SYCAMORE AVENUE
STORM DRAIN AND BLOCK WALL PROJECT FROM NEWPORT AVENUE TO
THE SR-55 FREEWAY (CIP 700149/RDA)
RECOMMENDATION
It is recommended that the Tustin Community Redevelopment Agency (RDA), at their meeting of
December 16, 1996, authorize the City Council and City staff to administrate a Professi°nal
Services Agreement with the firm of Post, Buckley, Schuh & Jemigan, Inc. to provide consulting
Engineering Design Services On the subject project in the amount of $65,450.00.
FISCAL IMPACT
Funding for the design and construction of this project is provided in the 1996-97 FY budget with
Community Development Block Grant (CDBG) Funds ($50,000) and Redevelopment Agency
Capital Improvement Program Funds ($268,150) from the South Central Project Area. The
allocated CDBG funds are not sufficient for the design of these improvements and approximately
$15,000 to $20,000 from the Redevelopment Agency Funds will be utilized. The current 1996-97
FY budget provides a total of $318,250.00 for this project.
BACKGROUND AND DISCUSSION
Sycamore Avenue, between Newport and Pasadena Avenues, is the easterly extension of the
northbound SK 55-Newport Avenue off-ramp and serves as a southerly entrance into the City.
Drainage for this area currently consists of earthen "V" shaped ditches on each side of Sycamore
Avenue. These open ditches attract rubbish, hold standing water and are an eyesore.
Also, a damaged chain link fence acts as the current southerly separation between drainage ditch and
the private property line. This fence has become a source of local concern as youths jump over the
dilapidated fence to enter and exit the existing apartment complexes.
The proposed improvements will provide design features which will remedy both situations. The
addition of underground storm drain piping will improve the local drainage, while removing the rubbish
laden open ditches. The change from the 6' chain link fence to a 10' block wall will provide better
safety and security to the residents. Both will significantly improve the aesthetic appearance of the
area. Upon completion of these improvements landscape and irrigation plans will be prepared. Future
landscaping of the noah and south parkway areas will complement that previously installed in the
median.
A Request for Proposal (RFP) was advertised and a Public Notice was posted for the project in
accordance with Federal guidelines for CDBG funding. In response to inquiries, RFP's were sent to
seven (7) consulting engineering firms to provide preliminary design, final design, plans, specifications
and construction cost estimates.
Three (3) consulting engineering firms submitted proposals. In conformance with State/Federal
legislative requirements, the three (3) proposals were evaluated based upon demonstrated competence,
professional qualifications, familiarity and prior experience with providing this type of service, and
reasonableness of the proposed schedule and fee.
The firms, in order of their initial ranking, were: Post, Buckley, Schuh & Jernigan (PBS & J), Hall &
Foreman and K.W. Lawler & Associates. The top rated fum (PBS & J) was interviewed and selected
as the firm with whom to negotiate an agreement.
It is recommended that the Tustin Community Redevelopment Agency authorize the City Council and
staff to administrate a Professional Services Agreement with Post, Buckley, Schuh & Jemigan, Inc. for
consulting engineering design services on the project. It is envisioned that all future consultant
agreements, bid documents and construction contracts will be prepared under City of Tustin documents
in order not to duplicate administrative effoPts. This assignment of work has been done on several
previous Redevelopment Agency Capital Improvement Projects.
