AWARD OF CONTRACT FOR THE ANNUAL ASPHALT CONCRETE
REHABII,1TATION AND OVERLAY PROJECT, FY 1996-97 (CIP NO. 700001)
RECOMMENDATION
It is recommended that the Tustin City Council, at their meeting of January 6, 1997, award the FY 1996-97
Asphalt Concrete Rehabilitation and Overlay Project contract to ILJ. Noble Company,' in the amount of
$492,494.92.
FISCAL IMPACT
The street rehabilitation/overlay project will be funded fi.om the 1996-97 FY CIP-Major Maintenance
Program with a budgeted amount of $600,000.00. The Major Maintenance Program is part of the City's on-
going Maintenance of Effort (MOE) requirements for Measure M and Proposition 111. In order to fully meet
the MOE requirements, additional work will be added to this project as a contract change order.
BACKGROUND
The FY 1996-97 Major Maintenance Program combines the annual asphalt concrete rehabilitation/overlay and
the slurry seal operation in one project. This project includes repak and resurfacing or slurry seal of various
City meets between hvine Boulevard and the north City limits, and between the SR-55 Freeway and Newport
Avenue, as well as First Street between the SR-55 Freeway and Newport Avenue as shown on the attached
location maps.
This sector of the City is the next phase in the maintenance cycle recommended for implementation by the
City's Pavement Management System (PMS).
Six (6) bids were received on December 17, 1996 and are summarized as follows:

The low bid is 12.05% below the engineer's estimate of $560,000.00. The references and the Contractors
State License for ILL Noble Company have been checked and are appropriate for the subject project.
