DETERIORATING AND UNDERSIZED WATER MAINS (PROJECT NO. 600137)
RECOMMENDATION
That the City Council authorize the Mayor and City Clerk, subject to final City Attorney approval, to
execute the attached agreement with SA Associates for engineering services for the design of the
replacement water mains.
FISCAL IMPACT
The requested recommendation involves funding of $35,800 from the Capital Improvement Program (CIP)
funds. The 1996/97 CIP Budget allocates $52,500 for the design of this project. This project does not
obligate the City to authorize construction of the proposed facilities.
BACKGROUND
The subject water main replacements were budgeted as Water Capital Improvement Program Projects
within the current Fiscal Year. They replace deteriOrating and undersized steel water mains in their
respective areas. City Project No. 600137 consists of main replacements on Lemona Lane, southerly of La
Colina; Windsor Place between Vanderlip and 17~h Street; Cameron Lane, southerly of Vandeflip; Ehlen,
Brenan Way, Harp Court and Manning Drive northerly of Warren Avenue; and Fairmont Way, southerly of
Fairhaven Avenue.
All of the above water lines will be replaced using 6 and 8-inch PVC and 10 and 12-inch ductile iron pipe
and will include the necessary fire hydrants, valves, blowoffs, services and connections.

DISCUSSION
Written proposals were received from five firms to perform the design engineering services. They were as
follows:

A selection committee consisting of City staff and the Program Manager reviewed the proposals with the
intent of selecting one firm for each of the two pipeline projects (Engineering Services for City Projects
600137 and 600138 were request in one Request for Proposals) and determined that, based on
professional qualifications and experience with related work, SA Associates is the most qualified firm to
perform the requested work. SA Associates has extensive experience in the design of replacement
pipelines and has a better understanding of the County of Orange requirements than the other firms. Once
it was determined that SA Associates was the preferred firm, the final scope of work and fee were
negotiated.
The consultant contract has also been structured with a pay for performance feature. The consultant will
be paid only upon completion of certain milestones which have been included in the proposal and made a
part of the agreement.

PROFESSIONAL SERVICES AGREEMENT
THIS AGREEMENT, made and entered into this 3rd day of February, 1997, by and between the
CITY OF TUSTIN, a municipal corporation (hereinafter referred to as "City") and SA Associates
(hereinafter referred to as "Consultant"),
WITNESSETH
WHEREAS, City desires to employ Consultant to furnish the necessary services for providing
engineering services for the design of the Replacement of Deteriorating and Undersized Water Mains (City
Project No. 600137), hereinafter referred to as "Project"; and WHEREAS, Consultant is qualified to provide
the necessary services in connection with said Project and has agreed to provide the necessary' services; and
WHEREAS, Consultant has submitted to City a revised proposal dated December 18, 1996, a copy of the
proposal is attached hereto, marked as Exhibit "A" and is by this reference incorporated herein as though set
forth in full herein (the "Proposal").
NOW, THEREFORE, City agrees to employ and does hereby employ Consultant to provide the
professional services for the Project, and City and Consultant, for the consideration hereinafter set forth,
agree as follows:
Section 1: Scope of Consultant's Services. Consultant agrees to furnish to City consulting services
for the Project. These services shall include all the services solicited in the City's Request for Proposal dated
October 4, 1996, a cop.',, of which is attached hereto, marked Exhibit "B", and all the services included within
the Consultant's proposal, (Exhibit "A").
Section 2: Time for Completion. It is .hereby understood and mutually agreed that the time for
completion of the work to be performed by Consultant is an essential condition of this agreement, Consultant
agrees that it shall prosecute regularly and diligently the work of this agreement according to reasonable
schedules established by. the City for the various items described and as outlined within Consultant's
proposal. Consultant shall not be accountable for delays in the progress of its work caused by any condition
beyond its control and without the fault or negligence of Consultant. Any delays shall not entitle Consultant
to any additional compensation, regardless, of the party responsible for the delay.
Section 3: Compensation. The compensation to be paid under this agreement shall be .as set forth in
the Consultant's proposal with a not to exceed total cost of $35,800. Progress payments for work completed
will be paid as each major Task delineated in the Consultant's proposal is completed, within thirty (30) days
of the date of Consultant's invoice. These payments will be based upon submittal of detailed invoices and
based upon the actual work performed for each individual task not' exceeding that provided in the consultant's
proposal.
Section 4: Job' site Conditions. The City agrees that in accordance with generally accepted
construction practices, the construction contractor will be required to assume sole and complete
responsibility for job site conditions during the course of construction of this project, including safety of all
persons and property a/~d that this requirement shall be made to apply continuously and not be limited to
normal working hours.
Section 5: Miscellaneous Provisions
A. City and Consultant agree to the following conditions:
(1) CID', by notifying Consultant in writing, shall have the right to terminate any or all of the
services covered by this agreement at any time, In the event of such termination, Consultant shall be paid for
services rendered to the effective date of the termination,
(2) Consultant agrees that it shall proceed immediately and diligently to perform the services
provided for in this Agreement upon receipt of notice from City to proceed therewith.
(3) The terms and provisions of this agreement shall extend to and be binding upon and inure
to the benefit of heirs, executors, administrators, successors and assigns of the respective parties hereto.
(4) Consultant shall perform the services hereunder as an independent contractor and under
no circumstances or conditions shall Consultant or any of its agents, servants and employees, be considered
as an employee or agent of the City. Consultant shall perform all services required under this agreement
using that degree of care and skill ordinarily exercised under similar conditions in similar localities, and shall
be responsible for all errors and omissions for services performed by Consultant under the terms of this
Agreement. Consultant agrees to indemnify, defend and hold City, its agents, employees, successors and
assigns harmless from any loss, damage, injury, sic'kness, death, or other claim made by other persons and
from all costs, expenses and charges, including attorney's fees, arising from Consultant's negligent
performance of this agreement. In addition, Consultant shall maintain in full force and effect during the term
of this agreement policies of cOmprehensive general liability, personal injury and liability insurance wifi~
limits of at least $1,000,000 combined single limit coverage per occurrence, and professional liability
insurance coverage with limits of at least $1,000,000 combined single limit coverage per claim or per
occurrence for which certificates of insurance or 'endorsements in form satisfactory to the City have
heretofore been delivered to City. If Consultant provides claims made professional liability insurance,
Consultant shall also agree in writing either (1) to purchase tail insurance in the amount required by this
agreement to cover claims made within five (5) years of the completion of Consultant's service under this
agreement, or (2) to maintain professional liability insurance coverage with the same carrier in the amount
required by this agreement for at least five (5) years after completion of Consultant's services under this
agreement. The Consultant shall also be required to provide evidence to the City of the purchase of the
required tail insurance or continuation of the professional liability policy by executing the attached letter
agreement on Consultant's letterhead.
(6) Consultant shall carry and pay for such compensation insurance as is necessary to fully
protect Consultant and its employees under California Worker's Compensation Insurance and Safety Laws, to
relieve City from all responsibility under said laws in connection with the performance of this agreement,
and upon execution of this agreement, to file with City a certificate of said protection.
(7) Consultant certifies that there shall be no discrimination against any employee who is
employed in the work covered by this agreement, or against any application for such employment, because of
race, religion, color, sex or national origin including, but not limited to, the following:
a. Employment, upgrading, demotion or transfer, recruitment, or recruitment
advertising, lay-off or termination, rate of pay or other forms of compensation, and
selection for training, including apprenticeship
(8) Consultant shall provide City monthly with a detailed itemization of all work performed,
and the fees accrued thereon, in complete and sufficient detail to full3' apprise City thereof.
(9) Upon termination of this Agreement or completion of the Project, all documents relating
to the Project shall become the sole property of City. Should City terminate this Agreement pursuant to
subparagraph (1) of this Section, Consultant shall, within ten (10) business days of receipt of notice of
termination, provide City with all documents within Consultant's possession relating to this Agreement and
the Project, including but not limited to all completed documents and all drafts of uncompleted documents.

Project Nos. 600137 and 600138
Gentlemen:
In accordance with your Request for Proposal (RFP) of October 4, 1996, we are pleased to submit our proposal
To provide engineering services for the replacement of deteriorating and undersized water mains.
SA Associates is a Principal-owned, full service, civil and sanitary engineering consulting firm, with specialities
in water and wastewater engineering. We are committed to engineerin.g excellence and principal involvement.
We have discussed the project with the Program Manager and have conducted a field trip along the proposed
alignments. We have, therefore, developed an understanding of the basic requirements of the proposed
project. We believe this understanding, combined with our extensive experience in the design and construction
of pipelines, will ensure the successful completion of the project.
We have recently completed several projects similar in size and nature to this project. We completed plans
and specifications for approximately 28,400 feet of water mains for the city of .Torrance under Phase II of their
Water Main Replacement Program. Prior to that project, we had completed design of 21,000 feet of water
mains for the city of Torrance under Phase i of their Water Main Replacement Program. Phase II was
completed in 1995 and Phase lin 1994. The construction cost for Phase I was $1.6 million, and for Phase II
,$1.8 million. We provided construction management services, including inspection, for Phase I, and provided
construction engineering services for Phase II. SA Associates was also responsible for preparation of the
prioritized Water Main Replacement Program for the City.
In addition to the above two projects, in 1994 we also completed the design of approximately 20,000 feet of
reclaimed water pipelines for the city of Glendale. The estimated construction cost was $1.2 million. We have
also previously prepared plans and specifications for several miles of water mains for the cities of Azusa,
Cerritos, and Pomona.
We are presently preparing plans for the design of 20,000 feet of pipelines for three separate projects for the
city of Pomona, and also 1,600 feet of pipelines for the city of Cerritos.
The Project Team indicated in Section I!: Project Team will be headed by Shahnawaz Ahmad, Principal of SA
Associates. Mr. Ahmad was the Project Manager for the projects discussed above. In addition, Mr. Reza
Hooshmand, the proposed Project Engineer, was also involved with these projects. Tile Project Team
proposed will remain the same for the duration of the project so as to ensure continuity and commitment to the
project.

Project Understanding
Based on our site visit, discussions with City staff, and previous experience on similar projects, the following
is our understanding of the project.

1. All the streets are located in the County of Orange. Therefore, submittals of the plans and specifications
to the County will be required.

All the streets within Project Nos. 600137 and 600138 have two traffic lanes, except for Fairhaven Avenue
which is four lanes. The 8 streets in Project No. 600137 are classified as secondary streets, whereas
the 3 streets in Project No. 600138 are classified as arterial streets.
There is no curb and gutter on'Esplanade Avenue. The base maps furnished with the RFP indicated a
railroad right-of-way on. the east side. This right-of-way has been acquired by the County and has been
converted to a linear park. There is an open channel on the east side of the street belonging to the Orange
County Flood Control District (OCFCD). A trunk sewer belonging to the Orange County Sanitation Districts
is located in the previous railroad right-of-way. The County's Master Plan of Arterial Highways calls for
widening Esplanade Avenue to 4 lanes, but there are no current plans to do so.
All the 11 streets are freshly paved. According to the County, the streets were slurry sealed within the last
year. Some were slurry sealed less than a month ago. Discussions with the County indicate that the
County will require reslurry of the streets, either for a full traffic lane on the entire street. For purposes of
this proposal, we have assumed the worst case and will include reslurrying the entire street.
Since all the 11 streets are freshly paved, construction of the water mains in these streets within the next
year may create public relations problems with the residents. It iS suggested that the schedule and nature
of the projects be relayed to the residents impacted so'as to minimize complaints. Community meetings
may be desirable, prior to the start of construction. A community meeting during the design phase may
also be desirable to obtain input from the residents, in the event there are any specific issues that need
to be addressedl These can then be included in the plans and specifications.
As an alternative, the City may want to distribute flyers to impacted residents, describing the project and
schedule, along with a contact name and telephone number.
If the City decides to initiate some sort of public relations effort, we will be available to assist. We have
been involved in conducting public relations efforts on some of our previous water main projects. These
have helped to minimize the number of complaints from residents and businesses.
The base drawings prepared by the City will be used for the design. They will be verified and
supplemented by conducting field checks along the pipeline alignments and adding information for existing
features such as hydrants, valves, manholes, trees, driveways, service connections, water meters, street
lights, etc. Topographic survey is not anticipated to be required.
The County has indicated that traffic control plans will be required only for the arterial streets, namely
Fairhaven Avenue, Esplanade Avenue, and Santa Clara Avenue (Project No. 600138). For the secondary
streets (Project No. 600137), the County has indicated that the WATCH Manual will be adequate.

Although the three streets in Project No. 600138 are classified as arterial highways on the County's Master
Plan of Arterial Highways, they I~ave Iow traffic volumes (3000 to 4000 ADT) and the County's traffic
engineers consider that these streets operate as collector type streets. The arterial streets cannot be
closed off to traffic and the traffic has to be kept moving.
The size of the water mains will be 8" through 12" diameter. The Program Manager has indicated that a
16" diameter main may also be required at Fairhaven Avenue. It is anticipated that most of the water
mains will be constructed of PVC in accordance with AWWA Section C900. However, the Program
Manager indicated that the larger size mains (12" and 16") may be of a different material, ie. ductile iron.
This decision has not been finalized yet.
Review of the sample plans prepared by ASL for Project Nos. 600125, 600126, and 600128, and included
-with the RFP, indicate preparation of plan views only for the water mains upto and including 12" in
diameter. If the City decides to install a 16" water main on one of the streets (most likely Fairhaven
-Avenue), we would recommend that profiles be prepared for this. However, per our discussions with
the Program Manager and for purposes of this proposal, we have included plan views only for all the
streets. Details would be provided as necessary at intersections or where conflicts may exist. If the City
decides to include profiles, we will be happy to prepare them.
Geotechnical investigations are not anticipated to be required. According to the City, the soil is clayish
with large amounts of rock and cobbles.
If the City decides to utilize ductile iron piPe for any of the streets, we suggest that a corrosion investigation
be conducted for that street to determine corrosivity of the soil. This can be performed by the Ductile Iron
Pipe Research AssocialJon (DIPRA) at no cost to the City. The City has indicated that ductile iron pipe in
the City is generally wrapped with polyethylene.
The water main on Santa Clara Avenue will cross a flood control channel. This water main will be located
in a jacked steel casing underneath the channel. A permit from the OCFCD will be required.
Two permits will be required. An encroachment permit will be required from the County of Orange for both
projects, in addition, for Project No. 600138, a permit will be required from the OCFCD to cross the flood
control channel on Santa Clara Avenue. The permit application to cross the flood control channel can be
included with the encroachment permit application and a single application submitted to the County. The
County indicated that a fee will be charged to the City for the permit. According to the County, the City
is invoiced on a monthly basis, based on the amount of work performed by the County. The County
indicated that their billable rate is $70/hour.
It is anticipated that the existing water mains to be replaced will be abandoned in place, and the existing
service connections switched over to the new main, except for Esplanade Avenue where there is
an existing 6" asbestos cement water main that will remain in service. The new 12" water main in
Esplanade Avenue will parallel the existing 6" main. Any existing fire hydrants in Esplanade Avenue will
be switched over to the new 12" main.
Assembly Bill 1414 was enacted into law effective January 1,1995. The bill amends the Land Surveyors
Act. It is now required when streets and highways are reconstructed, that survey monuments be located
and tied out prior to beginning construction and a'Corner Record filed with the County Surveyor. it is
further required that survey monumentation be replaced and a Corner Record filed prior to issuing a
'certificate of completion for the project. We will be available to assist the City regarding this.

15 SA Associates believes that close coordination with the City during all phases of the project is an
essential function of project management. Responsibility for coordination and developing a close working
relationship is shared by both the client and the consultant; however, the primary responsibility for
maintaining this mutual trust lies with the consultant. This workir~g relationship serves the dual purpose
of avoiding unnecessary waste of valuable time and assuring the client that the project is the most cost-
effective effort achievable. We propose to develop a good working relationship with the City by
scheduling regular review conferences. These procedures will insure an excellent communication flow.
Scope of Work
Our method of approach to the project involves a coordinated effort which will ensure a project that satisfies
the City's goals and objectives. The approach is a flexible one which stresses communication and coordination
with the Program Manager and City staff. We propose to work closely with the Program Manager and City
staff throughout the project in order to coordinate' our efforts and to keep the City informed on job progress,
major decisions to be made, and any problems or questions that may develop.

Conduct a utilities investigation to determine the location of all existing facilities that would affect the design
and construction of the pipelines. The Underground Services Alert (USA) will be contacted to obtain a list
of utilities in the 11 streets. Letters will be sent to all utility companies to request information on their
utilities. CoPies of all correspondence will be sent to the City.
Obtain requirements from the County of Orange and the O~ange County Flood Control District
(OCFCD), in their respective r!ghts-of-way. Also, obtain the County's Street Index which shows the right-
of-way widths, street widths, street sections, etc.
Conduct field checks along the pipeline alignments to obtain information on existing features such as
hydrants, valves, manholes, trees, driveways, service connections, water meters, street lights, etc. This
information will be used to supplement the GIS maps provided by the City.
Prepare design plans on 24" x 36" mylars at a scale of 1" = 20'. Double plan views on a single sheet will
be provided. In accordance with the City's direction, profiles will not be provided, except at intersections
or where utility conflicts may exist. At the City's request, we will be available to provide profiles. Property
lines including addresses shall be shown.

Plans will be prepared in AutoCAD (Release 13). Two meetings with City staff during design will also
be held.

Prepare Technical Specifications and Special Provisions. The specifications will conform to the
requirements of the City The boilerplate specifications will be provided by the City. A section will be
included in the Technical Specifications on slurry sealing to reslurry the freshly paved streets. The Bid
Schedule will also be included.
8. Submit plans and specifications to the City of the 50%, 90%, and 100% completion levels. Meet with City
staff at each submittal.
9. Submit a set of the preliminary plans tothe County of Orange and the utility companies for review.
10. Conduct a walk of the alignment and revise the drawings for any discrepancies between the drawings and
actual field conditions.
11. Incorporate comments received from the City, the County of Orange, OCFCD, and utility companies, and
finalize the plans and specifications.
12. Prepare and submit an application for an Encroachment Permit to the County of Orange. Coordinate the
permit process through the County on behalf of the City.
13. Prepare detailed estimates of quantities and construction costs.
14. Submit one set of reproducibles of the final plans and specifications to the City. Also submit two copies
of a tabbed 3-ring binder summarizing the design data for the project.
Phase I!: Construction Services
1. Attend the pre-bid conference.
2. Respond to questions from prospective bidders during the bid period.

Prepare an Addenda, if required. Provide copies of the Addenda to the City for distribution to the
bidders. Transfer any changes from the Addenda to the original mylars.

projects. This item is only applicable if the City decides to conduct an aggressive public relations effort.
3. Replace survey monumentation and file a Corner Record with the County.
Client Furnished SerVices
The City shall provide the following services and information:
1. Available street plans, substructure plans, and as-built drawings. We will assist the City in searching for
this material.
2. GIS base maps for the 11 streets at 20-scale in AutoCAD, Release 13.
3. Water Atlas Maps showing existing water facilities and property addressesl
4. Field mark. City's existing water facilities in the 11 streets.
5. Any soils information available for the 11 streets.
6. Printing of the plans and specifications.
7. Payment of fees for any permits required.
8. Potholing at join points and where utility conflicts may exist in the event the information indicated
on the individual utility maps do not correspond with each other.
9. Any environmental documents required.

The organization of our proposed Project Team and their qualifications and responsibilities are presented in
this section. Our objective in assembling the team was to identify the most qualified and experienced
professionals who have proven capabilities working on similar projects. Our team is composed of uniquely
qualified experts in the area of pipeline design and construction, and who have a thorough understanding of
the requirements for this project. The Project Team will remain the same for the duration of the entire project
so as to ensure continuity and commitment to this project. The individuals listed below will be assigned for
either project. Detailed bio-data for all Project Team members are included in this section.

The percentage of time dedicated to the project is based on the number of manhours for the individual over
a 6-month or 24-week design schedule (per the RFP), at 40 hours per week. In any given week, this number
may be larger or smaller. The reason for the Iow percentages is because of the long 24-week schedule, if
desired by the City, the schedule can be compressed and the percentages will then increase.
We would like to point out that regardless of the percentage of time dedicated to the project, we will be
available 100% of the time to respond to the City's concerns and questions.
Both the Project Manager and Project Engineer are "working" engineers and will be actively and intimately
involved with the project.
In the event that an emergency forces the Project Manager or Project Engineer to become unavailable during
the course of the project, we will, with prior approval of the City, add Mr. Raymond Hahn to the Project Team.
Mr. Hahn has over 15 years of experience in design and construction of water facilities. Similarly, if an
.emergency causes the designer to become unavailable, we will, again with the City's prior approval, add Mr.
Cesar Raymundo to the Project Team. Mr. Raymundo has 11 years of experience in design of pipelines and
other water facilities. Resumes for these two individuals have not been included in this section, but can be
made available at the request of the City.

mains for Phase il of the city of Torrance's Water Main Replacement Program. Also provided construction
engineering services. This project is presently under construction. Construction cost is $1.8 million.
Design of 20,000 feet of 3" through 16" PVC and steel reclaimed water pipelines for the Brand Park
Reclaimed Water Project in the city of Glendale.
Design and construction of 16,200 feet of 6", 8" and 10" diameter water mains for the city of Pomona.
Design of approximately 2,000 feet of 8" diameter ductile iron pipe for the city of Pomona. This project
included routing the pipeline through Caltrans right-of-way along State Highway 57. An overhead crossing
across a flood control channel was also included.

Construction observation for approximately 60,000 feet of water mains for the city of Pomona. This project
included providing construction observation services for 13 separate contracts.'
Preparation of plans and specifications for construction of 3,000 feet of 12" diameter ductile iron water mains
for the city of Arcadia.
Design and construction of a reclaimed water system for the city of Pomona. The reclaimed water is utilized
for landscaping, irrigation, landfill operations, and for two paper manufacturing plants. The reclaimed water
system included two pumping stations with a total capacity of 14 mgd, 6,500 feet of 20, 18, 16, and 12-inch
diameter pipelines, and a 3 million gallon reclaimed water storage reservoir.
Preparation of a study to compare various pipeline materials for construction of water mains for the city of
Torrance.

Development and preparation of construction standards for water facilities for the city of Torrance.
Preparation of a pre-design report to determine the feasibility of constructing approximately 24,000 feet of
12-inch diameter pipeline in the city of Oxnard. The work included reviewing design criteria, pedorming
design investigations to determine type of pipe encasement, flood protection, comparison of various pipe
materials, existing utilities, and right-of-way investigations. Alternative pipeline routes were also investigated.
Preparation of a study to investigate the feasibility of rehabilitating or replacing approximately 15,000 feet
of two 30-inch diameter water transmission mains from the city of Whittier's well field to Pumping Plant No.

Design and construCtiOn of turnout facilities to the San Dimas Wash. The work included a major concrete
building, a 20-inch pipeline connection to the District's 30-inch Devil Canyon-Azusa pipeline, major valve
and pipeline facilities, underground gasoline storage tank with gasoline dispenser, paving, fencing, electrical,
and miscellaneous other work.
Design and construction of approximately 4,500 feet of 18-inch diameter mortar lined and coated steel
pipeline located south of Apra Street and east of Wilmington Avenue in the city of Compton.
Design and construction of approximately 7,900 feet of 14, 8, 6, and 4oinch diameter mortar lined and coated
steel pipelines at various locations in the city of Compton.
Preparation of plans and specifications for the drilling and equipping of two new wells for the city of Whittier.
The work also included preparation of a report to determine the feasibility of rehabilitating two existing wells,
and design of approximately 1,200 feet of 20-inch and 300 feet of 24-inch diameter transmission mains.
Mr. Ahmad is a member of several organizations and serves on a number of committees. He was also
appointed by the Los Angeles County Board of Supervisors to the County Citizens' Pianning Council. The
purpose of this Council is to provide advice, suggestions, and recommendations to the Regional Planning
COmmission and Board of Supervisors relating to the goals, policies, programs, and overall plan content in
connection with the County General Plan program.

In-charge of the preparation of the final drafting of the construction plans of approximately 25,000 feet of 10",
12", and 1 6" diameter steel pipe for the 1,400 acre S°uthridge Village Development Project in the city of
Fontana. The work included the design and drafting of street improvement, storm drain, sewer, water, and

estimates for temporary traffic signals at four locations, permanent traffic signals at two locations and ramp
meter systems at two locations. The designs were in conformance with Caltrans requirements. Completed
1988.
City of San Diego - !-5 San Diego Freeway / La Jolla Village Drive Overcrossing. in conjunction with the
La Jolla village Drive bridge, road and ramp widening, prepared construction plans, specifications and
estimates for traffic signals at three locations, ramp meter systems at two locations, signing(construction and
permanent), striping and traffic handling during construction. The designs were in conformance with Caltrans
requirements. 90% Completed 1989.
City of San Bernardino - !-10 San Bernardino Freeway / Waterman Avenue Undercrossing. In cOnjunction
conjunction with the westbound replacement ramps and other ramp widening, auxiliary lane addition,
prepared construction plans, specifications and estimates for one traffic signal location, two ramp
meter system locations, signing (construction and permanent), striping and traffic handling during
construction. The designs were in conformance with Caltrans requirements. 90% Completed 1989.

City of 0xnard - Rice Avenue, from East Fifth Street to State Highway 101 (1.7 miles). In conjunction
with the widening of Rice Avenue, 'prepared construction, specifications and estimates for traffic signals at
five locations and an interconnect signal system for the 1.7 mile project. Two of the five traffic signal
locations were designed in conformance with Caltrans requirements. Completed 1988.
City of Chula Vista - Otay Lakes Road, from Camino Del Cerro Grande to Ridgeback Road / Canyon
Drive (1.3 miles), in conjunction with the widening, realignment and reconstruction of the arterial highway,
prepared construction plans, specifications and estimates for traffic control during construction and
consisting of four separate stages and several 'design changes requested by the contractor. Completed
1989.
City of Costa Mesa - Irvine Ranch Water District Project, Irvine Center Drive, from Harvard Avenue to
Sand Canyon Drive (3.2 miles). In conjunction with the installation of a large replacement gas main through
the downtown portion of the city, prepared construction plans, specifications and estimates for traffic control
during construction. Completed 1988.
City of Laguna Beach - Southern California Gas Company Project. Pacific Coast Highway (SR 1), from
High Drive to Highland Road (2.7 miles). In conjunction with the installation of a large replacement gas main
through the downtown portion of the city, prepared construction plans, specifications and estimate for traffic
control during construction. Completed 1988.
City of Long Beach - Generally along Carson Street and 45th Street, from Long Beach City College to
Virginia Country Club (3.5 miles). In conjunction with the installation of a large reclaimed water main,
prepared construction plans, specifications and estimate for traffic control during construction. Plans were
also reviewed and approved by the city of Lakewood. Completed 1988.
City of Whittier - Pickering Avenue, from Beverly Boulevard to 180 feet south of Beverly Boulevard.
Reconstruction and widening of an arterial'street that intersects with another arterial street. This project
included the construction of a concrete (PCC) intersection and a culvert drainage system. The project
requirements included the closure of the intersection and the rerouting of traffic. A very short construction
schedule received praise from the public.
City of Whittier - Sorensen Avenue / Magnolia Avenue, from south of Rincon Drive to Hadley Street (0.4
mile). The installation of a 12-inch sewer main and appurtenances, including jacking under a state highway.
This project provided relief for an over-capacity sewer and facilitated the expansion of development in the
area.
City of Whittier - Mar Vista Street, from Whittier Avenue to east of Painter Avenue (0.7 mile). The
widening of an arterial street from two lanes to five lanes including drainage structures, street lighting and
three traffic signal systems. The project also included right-of-way acquisition, building demolition, relocation
assistance and landscape improvements. The project was federally funded and required an Environmental
Impact Statement with both federal and state review of design and construction pha~;es.

The City of Tustin desires to engage the services of two established engineering
consulting firms, one for the preparation of plans and specifications for the replacement
of water mains on Lemona Lane, southerly of La Colina: .Windsor Place between
Vanderlip and 17* Street; Cameron Lane, southerly of Vanderli'p; Ehlen, Brenan Way,
Harp Court, Manning Drive northerly of Warren Avenue and Fairmount Way,
southerly of Fairhaven Avenue (City Project No. 600137). The locations of these
proposed main replacements are shown on Attachment A to this RFP. The second firm
will be engaged for the preparation of plans and specifications for the replacement of a
deteriorating and undersized water main on Fairhaven between Hewes and Esplanade,
the installation of a new water main on Esplanade between Fairhaven and an existing
main terminating 1200 feet north of 17th Street, and the installation of a new water main
on Santa Clara Avenue from Prospect to Esplanade (City Project No. 600138). The
locations of this second group of proposed water mains are shox~: on Attachment B 'to
this RFP. All of these facilities are to be constructed as a part of the City's ongoing
Water System Capital Improvement Program.
BACKGROUND
As a part of its Water System Capital Improvement Program, the City of Tustin Water
Service will be constructing a number of main replacements throughout its service area
to repalce deteriorating and undersized water mains. This request is for the design
engineering services for the water main replacements identified above and shown on
Attachment A.

require professional firms to be selected on the basis of professional experience,
qualifications and cost. Compensation to be paid under any resulting agreement will be
based on individual tasks and progress payments will be made for completed tasks
only.
Proposing firms will be evaluated on demonstrated competence, professional
· qualifications, familiarity and experience with providing this type of service, and the
understanding of the City of Tustin's needs. The experience of the Project Manager
and the percentage of his time to be dedicated to the project will be key factors. The
method for maintaining close communication with City staff and approach to
completing the project in a timely manner will be of utmost importance.
It is the intent of the City to select two different firms, one for each of the water main
projects. The selected firms will report directly to the City's Program Manager, ASL
Consulting Engineers. It is expected that the selected firms will provide the necessary
analysis and make recommendations on all technical issues.
Written proposals will be evaluated by a selection committee. Subsequently, selected
firms may be asked to give a presentation to the committee. Upon selection of the two
most qualified firms, a Scope of Work and Fee Arrangement will be negotiated with
each. If a selected firm and the City are unable to negotiate a fee arrangement deemed
fair and reasonable, the City will attempt to negotiate an agreement with the next most
qualified firm, and so on until an agreement is reached for each project.
SCOPE OF WORK
The consultant is to submit his proposal based on providing the following services to
the City for each of the subject projects. The propo, saI to be submitted shall be
separated into the following tasks: ~
PHASE I PLANS & SPECIFICATIONS
TASK 1 Base Map Preparation
Field verify City provided GIS base maps of the project limits. This survey
shall be utilized in the preparation of all project plans. All existing and planned
features, objects and obstructions, including, but not limited to: walkways,
sidewalks, driveways, curb and gutter, retaining walls, trees, fire hydrants,
water meters, signs, street lights, power poles, etc. shall be clearly located
within the roadway rights-of-way.

TASK 2. Utility Coordination
Consultant shall thoroughly research and delineate existing utility facilities on
the plans. '
Consultant shall send preliminary and final project notices, including plans, to
all affected utilities in accordance with city of Tustin procedures.
Consultant shall maintain a complete record of all utility contacts and responses
with all documentation copied to the City.
This work shall also include the processing of any permits, if required for
construction of the project.
TASK 3 Improvement Plans
Complete water main improvement plans shall be prepared in ink on 24"x36"
City of Tustin standard plan mylar (4 mil thick minimum) at a scale of 1"=20'.
The plans shall include the identification of all topographic features, proposed
water main, necessary inter-connections, and ail future appurtenant water
facilities. All residential property lines, including addresses, shall be shown.
Profile details will be necessary.
Prepare construction traffic control plans as required per City and County of
Orange Environmental Management Agency standards.

The Consultant shall prepare the necessary plans in AutoCad, Release 13 or
newer, and shall plot them on City standard mylar sheets. Once completed, the
original mylars ofall approved drawings shall be ~ubmitted to the City together
with all other bid documents.
Project plan originals shall be 24"x 36" sized City of Tustin standard mylar
sheets with title and signature blocks. Digital files are acceptable in either
AutoCad drawing file (DWG) or a data exchange file (DXF) format.
Plans shall be prepared aS per the attached "CITYOF TUSTIN - MAPPING,
DOCUMENTATION, & PLAN PREPARATION REQUIREMENTS". CADD
coordinates are to be based on the OCEMA System.

TASK 4.
Technical Specifications
As required by City policy, the Standard Specifications for Public Works
Construction (latest edition) shall be used and referenced in the construction
specifications wherever practical. Sample plans from previous City projects
will be available for reference by the Consultant.
Project technical specifications, special Provisions and contract bid documents
shall be prepared in accord with the requirements of the City's design criteria.
Coordinate with Program Manager and prepare a table of contents for the
project's contract documents and technical specifications. Also, prepare
separate bid schedule sheets breaking out' construction items as coordinated
with the Program Manager. The items listed in the' bid schedule shall relate to
the actual numbered construction call-outs shown on the plans.
TASK 5
Project Design Notebook & Engineer's Estimate of Probable
Const~ction Cost
Assemble and submit for City staff reference and files two copies of a tabbed,
three ring note book summarizing all aspects of engineering design and
coordination for the pipelines, horizontal control data, or any other related items
specified by the District.
Prepare an engineer's estimate of construction costs for the pipelines and
appurtenant facilities, including any associated costs. These engineer's
estimates shall be prepared using the bid items brOken out in the bid schedule
and shall relate to the actual construction items shown on the plans. The
estimate shall be promptly completed after the City has. approved the
construction plans and specifications so that this information is readily available
for prospective bidders use.
Project Deliverables
Upon completion of design activities, provide the City with the original, wet signature
(4 mil double matte clear mylar or 4 mil double matte photo mylar) set of the
construction plans and camera ready, originals of the technical specifications for City
reproduction, assembly and bidding. All original mylars xvill be returned to the
consultant in order for any construction plan revisions to be completed by the
Consultant after bidding All costs associated with the printing of preliminary originals,

the printing of in-hoUse and progress plans at the 50% and 90% stage as well as the
100% final mylar production shall be included in the Consultant's deliverables and/or
reproduction budget.
Plan and specification originals will be turned over to the Program Manager for
printing and advertising with the appropriate number of submittal copies.
The consultant shall provide a copy in Microsoft Word compatible format of the
special provisions and contract bid documents and diskettes or tape of the AutoCad
Release 13 design files in either an AutoCad drawing file (DWG) or a data exchange
file (DXF) format.
Construction Plans & Specification Review Process
The City will require a number of submittals prior to approval and signature of the
'plans and specifications. Consultant's proposal fee shall include all meetings and.
submittals necessary for review and coordination. The following list identifies key
submittals and required design information for each.
A. 50% Design Review: Consultant shall, as a minimuTM, submit preliminary title
sheet, second sheet (including vicinity map, location map, general notes and
construction notes), preliminary pipeline alignments and details sheets and a
preliminary cost estimate for the project.
B. 90% Design Review: Consultant shall, as a minimum, submit complete plans, a
refined cost estimate and preliminary special provisions, as well as addressing the
50% design review' comments.

100% Design Review: Consultant shall, as a minimum, submit the final plans
reflecting 90% design review corrections; a complete and detailed cost estimate on
the contractor's bid proposal form (with cost estimate backup detail); complete (and
bound) special provisions, contract documents and any appendices necessary for
final approval.
D. Final Approval Review: Consultant shall submit final plans reflecting 100% design
review corrections; complete~ (and bound) special provisions, contract documents
and any appendices for final'approval and plan signature and a complete (and
bound) set of the project calculations supporting the design.
E. Approval of Plans: Consultant shall submit mylar originals with Consultant's
stamp and signature with original specifications.

The Consultant is responsible for addressing all plan review comments at each of the.
formal submittals and informal coordination throughout the plan preparation process.
The City will commit to an accelerated period of five (5) working days of plan review
for each submittal. The City will require review meetings at each of the submittals
described above as a minimum.
During the bid period, the Consultant shall assist the City and Program Manager by
answering bidder question.s and providing clarifications to the interpretation of plans
and specifications.
PHASE II CONSTRUCTION SERVICES
The Consultant shall be expected to provide a certain level of assistance during
construction. This assistance shall be limited in scope and shall include the following:
TASK 1 Preconstruction Phase
A:
Respond to bidder's questions during the bid advertisement period and provide
information and clarification of construction documents to prospective bidders
including preparation of complete addenda documentation as required for Program
Manager issuance and distribution. Addenda resulting from omissions or incorrect
information provided by the Consultant in the plans or specifications shall be
prepared and issued by the Consultant after the Program Manager's review.
B. Attend the pre-bid and pre-construction meetings and be available during the bid
process to respond to questions and resolve any discrepancies in the project plans
and specifications.

C. Prepare final construction drawings including revising the plans and project
specifications to include any bid addenda that.become necessary.
TASK 2 Shop Drawing Review
Provide shop drawing review and any necessary plan revisions and processing sen, ices
during construction of the facilities and for all other aspects of the project. The
Consultant shall budget for the review and acceptance of all anticipated shop drawing
submittals for the facilities and all appurtenances. Consultant shall include in his
budget a second review of each shop drawing submittal.

TASK3
Construction Engineering SUpport Services
A. Provide engineering support services during construction in response to requests for
information or clarification from the City or Program Manager or for field
coordination activities with the contractor. The Consultant shall also provide
budget of 8 hours-of staff time for minor plan revisions to the construction
drawings. Two (2) site visits of two hours each should also be budgeted fOr by the
Consultant. Site visits will be requested by the Program Manager on an as needed
basis.
B. Prepare record drawings once the project construction has been completed based on
Contractor furnished "Redline" construction plans.
ADDITIONAL RESPONSIBILITIES
Meet periodically with City staff and Program Manager during the design process to
review and discuss progress and coordinate courses of action. Make recommendations
pipeline alignments, configurations, valves and connections, etc. It is anticipated that a
maximum of two design meetings will be required. This does not include the initial
project meeting, project submittal meetings, the pre-bid meeting or the preconstruction
meeting.
Consultant shall be responsible for notifying the City in ~a-riting of any regulatory
requirements or conditions for design or construction of the pipelines and
appurtenances. The requirements shall not include those for which the City is exempt
from by public agency laws. The Program Manager will perform the coordination with
any agencies with jurisdiction over the work involved. The Program Manager will also
authorize any needed permit applications.
ITEMS TO BE SUPPLIED BY THE CITY
The City shall supply/provide the consultant with the following:
Ao All available existing data, information, reports, records and maps available in City
files such as design plans for adjacent and existing improvements, soil reports, and
surveys which may exist. The search for this material shall be the responsibility of
the consultant.
B. The City's existing water facilities shrill be field marked by the City and consultant
shall conduct a field review of said marks prior to final plan preparation.

D. Sample Special Provisions and City's standard contract documents, as are available
and appurtenant to the project.

B. Identification, titles and qualifications of individuals who will supervise and
perform the necessary services as discussed in the Scope of Work. The experience
and qualifications of the project manager and of other key individuals proposed to
assist in the project will be significant factors in the evaluation process. The
percentage of time that will be dedicated to the project by the project manager and
other key staff should also be provided. The Consultant will assign a responsible
representative and an alternate to perform the assigned tasks. Both will be
identified in the proposal. The ConsuItant's representative ,,,,,ill remain in
responsible charge of all duties from contract negotiations through project
completion. If the primary representative is unable to continue with the project,
then the alternate representative will become the primary representative. Any other
changes in responsible representative must be approved, in advarice, by the City
and the Program Manager. The City will have the right to reject other proposed
changes in personnel, and may consider any other changes in responsible personnel
a breach of contract.
C. An identification of the tasks necessary to complete the Scope of Work for each of
the two pipeline projects and an estimate of the time and man hours necessary to
complete each task. Identify the individuals who will be assigned to each task.
D. A proposed project schedule depicting tl4e time of completion for the project
design. The schedule shall include the number of calendar days required to perform
each task and the total number of calendar days required to complete the entire
project. The schedule should be coordinated with the review dates shown above.

Fee schedule (submit in a SEPARATE SEALED ENVELOPE) indicating the
proposed cost for completing each task and a resulting "not to exceed" cost of the
project based upon the work hours, hourly ratesi and other associated costs

each task shall include the costs of all administration and overhead, project site
visits, attendance at meetings, and all reproduction costs. Include a schedule of

The Consultant shall be responsible for completing the specified services in accord
with the City's standard "Professional Sen, ices Agreement", which will be prepared by
the City's Program Manager. Services specified in this agreement shall be taken
directly from this "Request for Proposal" and from the Consultant's proposal.
Enclosed for your information and use is a sample "Professional Services Agreement'"
and a "Certificate of Insurance" utilized by the city of Tustin for such work THE
CONSULTANT SHOULD BE AWARE THAT NO MODIFICATIONS OR
ADDITIONS WILL BE ALLOWED TO EITHER DOCUMENT, AND IT IS
RECOMMENDED THAT THEY BE REVIEWED THOROUGHLY pRIoR TO
PROPOSAL SUBMITTAL). The consultant should also be advised that if selected, an
Insurance Policy for errors and omissions coverage with minimum coverage of
$500,000 will be required. In addition, a minimum of one million dollars of general
liability coverage is required.
The consultant shall obtain and maintain a city of Tustin business license, at the
consultant's expense, prior to starting work. Also, all subcontractors will be required to
have a valid business license while working on this project.
