HUSTON, CITY MANAGER FROM: COM/~ITNITY DEVELOPMENT DEPARTMENT SUBJSCT: COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM 1997-98 FUNDING YEAR RECOMMENDATION That the City CoUncil consider the in-house Staff Review Committee suggested ranking and funding priorities and provide direction as deemed appropriate. FISCAL IMPACT No formal City Council action is being requested at this time. Input requested pertains to the future expenditure of CDBG funds. No impacts to the General Fund are anticipated. BACKGROUND In November of 1996, the U.S. Department of Housing and Urban Development (HUD) informed staff that for the 1997-98 funding year, the City of Tustin will receive $722,000 in CDBG monies. In mid-December, staff initiated the application process where public service organizations and City departments propose projects and activities for funding with CDBG monies. Approximately 70 application packets were distributed to public service organizations. Twenty-four (24) completed applications were returned with public service requests totalling $277,400, and City departments have proposed nine (9) projects totalling $649,300. The total amount of all requests received is $926,700. An in-house CDBG Project Review Committee, comprised of representatives from various City Departments, has evaluated and ranked the funding requests for consideratiOn by the Ad Hoc Citizen Participation Committee. The Citizen Participation Committee is comprised of members of Tustin's standing commissions, boards and committees (Planning Commission, Parks and Recreation Commission, Cultural Resources Advisory Committee, and Senior Advisory Committee) and acts as a citizen review body as required by the the CDBG funding process. PUBLIC HKARING MEETING PROCESS Federal regulations'require a jurisdiction to hold at least two notices public meetings/hearings to obtain the views of citizens on such issues as housing and other community development needs specifically related to the use of the CDBG funding. The noticed public workshop/meeting held by the Citizen Participation Committee serves as one of the federally required public hearings. The Committee will then make specific formal recommendations to the City Council. A hearing held by the Council will be the second of the two required public hearings.
