HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/WATER DIVISION AUTHOKIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENT ON SANTA CLARA AVENUE AT SR-55 FREEWAY, CITY PROJECT NO. 600127 RECOMMENDATION: It is recommended that the Tustin City Council, at their regular meeting of March 3, 1997, adopt the attached resolution approving plans and specifications and authorizing advertisement for bids for the subject project. FISCAL IMPACT: $490,000 was allocated in the budget Fiscal Year 1994195, 1995/96, and 1996/97 for this project of which 78.2% will be reimbursed by Caltrans. Change orders initiated by Caltrans for design and construction to date are approximately $50,000 and will be reimbursed at 100%. $168,000 remains budgeted for this project in Fiscal Year 1996/97. Should the low bid for this 3e phase exceed this amoum, a supplememal appropriation will be requested at time of award of contract. BA ,C~, GROUND: The Santa Clara Avenue water main replacement is the third and final phase of a project consisting of relocation of various water mains along the SR-55 (Costa Mesa) Freeway at 17t~ Street, Santa Clara Avenue, and Fairhaven Avenue. This work is necessary to facilitate the current widening of the SR-55 between 17* Street and south of the SR-22 (Garden Grove) Freeway. All of the above water lines will be replaced using 10 and 12-inch restrained joint ductile-iron pipe. AUTHORIZATION TO ADVERTISE FOR BIDS FOR WATER MAIN REPLACEMENT ON SANTA CLARA AVENUE AT SR-55 FREEWAY, CITY PROEJCT NO. 600127 March 3, 1997 Page 2 Caltrans will reimburse the City 78.2% for this project per the utility agreement approved by the Tustin City Council on June 19, 1995. Due to the need for upgrading its facilities for future needs, the City will fund the additional 21.8%. DISCUSSION: On January 16, 1995, the Tustin City Council authorized IWA Engineers (IWA) to prepare plans, specifications, and provide geotechnical, topographic and surveying work for the above project. IWA has completed the plans and specifications, and submitted them to Caltrans, the City of Santa Ana, and the County of Orange for review. The following is the anticipated schedule for the Santa Clara Avenue construction: Authorization to Advertise for Bids - 03-03-97 First Legal Advertisement - 03-06-97 Second Legal Advertisement - 03-13-97 Open Bids - 03-25-97 Award Construction - 04-07-97 Begin Construction - 05-12-97 Complete Construction - 06-09-97 The engineer's estimate for the subject project is $188,000.
