EXTENSION OF EMERGENCY AMBULANCE SERVICE CONTRACT
Summary: The Orange County Fire Authority conducts the Request for Proposal (RFP)
and monitors the contract for emergency ambulance services in the City of Tustin. The
Fire Authority and Doctor's Ambulance Service are requesting a 180-day extension to
the current contract. This extension will allow the current ambulance provider to
continue service until the Fire Authority completes its review of their Emergency
Medical Service System Design proposal, which includes an option whereby the Fire
Authority would provide emergency ambulance transportation.
RECOMMENDATION:
That the City Council authorize extension of the ambulance service contract with Doctor's
AmbuLance Service for one hundred and eighty (180) days.
FISCAL IMPACT:
None to the City.
BACKGROUND:
During its 1996/97 budget review, the Orange County Fire Authority's Board of Directors directed
its staff to examine the benefits and implications of the OCFA's providing emergency ambulance
transportation within its service area. Prior to the expiration of ambulance service contracts
(December 31, 1996), Fire Authority staff contacted each ambulance company that is under
contract to provide ambutance service within the Fire Authority's jurisdiction and asked for and
received confirmation that the ambulance providers would extend their contracts until a Request
for Proposal (RFP) process was conducted. On January 8, 1997, a draft report of the Fire
Authority's emergency ambulance transportation program was submitted to the Fire Authority's
PLanning and Operations Committee. After presentation of the draft, Fire Authority-staff and
Richard Richardson, President of the Orange County AmbuLance Association, discussed the
possible conflicts of proceeding with an RFP process while the Fire Authority's recommendation
to provide public emergency ambulance transportation is unresolved. Fire Authority staff
recommended, and the AmbuLance Association concurred, that the present contracts should
remain in place until the Fire Authority's emergency ambulance transportation plan is reviewed
and acted upon. A City staff report concerning the Fire Authority's emergency ambulance
transportation proposal wi[[ be submitted to the City Council at a Later date.
