SUMMARY: APPROVE RESOLUTION 97-17, TO GRANT coNFIDENTIAL
EMPLOYEES SALARY AND BENEFIT INCREASES OVER THE NEXT TWO
YEARS EQUIVALENT TO THOSE RECOMMENDED FOR OTHER GENERAL
NON-MANAGEMENT EMPLOYEES EFFECTIVE JANUARY 3, 1997, AND
JANUARY 2, 1998.
RECOMMENDATION:
That the City Council approve Resolution-97-17 granting salary increases to confidential
employees of 2.5 % effective January 3, 1997, and 3 % effective January 2, 1998, and increases
in health and welfare program.
FISCAL IMPACT:
The salary increases total approximately $14,828 over the two-year period. The increase in
health and welfare benefits is approximately $1,404 per year.
BACKGROUND:
Changes to the salary and benefits pac'kage for Confidential Employees are the same as those
proposed for other non-management, non-sworn employees represented by the Tustin Municipal
Employees Association. The Confidential Employees are not represented by an association but
they are generally given the same salary and benefits so that their job classes remain equivalent
with those in the represented unit.

RESOLUTION NO. 97-17
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA RELATING TO THE
COMPENSATION OF CONFIDENTIAL EMPLOYEES
WHEREAS, the City Council now desires to provide increases in
compensation to its Confidential employees as a result of a conference with respective
Department Heads, and subsequent to recommendations of the City Manager.
NOW, THEREFORE, the City Council of the City of Tustin, California,
does hereby resolve as follows:
Section 1. Salary Increase: Effective January 3, 1997, each employee in
the Confidential Unit will receive a 2.5 % salary increase and a 3 % salary increase
effective January 2, 1998. The Confidential Unit consists of the following classifications:
Personnel Analyst.
Executive Coordinator
Office Coordinator
Human Resources Assistant
Office Support Specialist-City Mgr.
Section 2. Holiday Pay and Schedule Adjustment: The Confidential Unit
shall be credited with eight (8) hours of general leave in lieu of the holiday which falls
on November 28, 1997. November 27, 1998, and December 25, 1998 shall be observed
on November 30, 1998, and December 28, 1998 respectively.
Section 3. Flexible Benefits: Effective January 1, 1997, Flexible Benefits
Contribution by the City for Confidential Employees shall be amended as follows:
Employee Only
Employee plus One
Dependent
Employee plus two
or more dependents

Section 4. Other Benefits: Amendments pertaining to non-management,
non-sworn employees made to the City Rules and Regulations, Public Employees'
Retirement Plan for Miscellaneous employees or other employment conditions shall also
apply to Confidential Employees.
