HUSTON, CITY MANAGER SUBJECT: COMPENSATION - CONFIDENTIAL EMPLOYEES RECOMMENDATION: That the City Council adopt Resolution No. 93-21 concerning compensation of confidential employees. FISCAL IMPACT: The cost to implement Section I of the resolution will he authorized be $2,000 for fiscal year 1992-93. The cost will be absorbed with 1992-93 General Fund budget. WAH confempl.wah 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ' f RESOLUTION NO. 93-z1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, RELATING TO THE COMPENSATION OF CONFIDENTIAL EMPLOYEES WHEREAS, the City now desires to provide a one-time payment to offset increases in Health and Welfare Premiums to its employees and defer changes to employee benefits package until after April 15, 1993 as a result of conference with respective Department Heads and subsequent to recommendations of the City Manager. NOW, THEREFORE, the City Council of the City of Tustin, California, does hereby resolve as follows: Section 1: One time Payment: The City will pay each Confidential Employee a one-time payment of five hundred dollars ($500) to help offset the cost of premium increases in Health and Welfare Benefits. Section 2: Health and Welfare Benefits: The City will convene a study committee composed of representatives of the Tustin Municipal Employees Association, Tustin Police Officers Association, Management sworn and non -sworn group, the Confidential group and City staff to look at available options presented as a result of the Benefits Study of 1992 by Robert French, John Garner and Associates. The committee will make recommendations for changes, additions, or deletions to the health and welfare benefits package currently offered to employees. The Committee's focus will be on health and dental insurance options on coverage and carriers which includes consideration of the Public Employees Retirement System Health Care program and vision care, long term and short term disability coverage which includes the current leave bank of employee hours, a Section 125 program, and retiree medical insurance. Time spent in scheduled committee meetings will be considered hours worked. The Committee will submit its report to the City by April 1, 1993. Section 3: Re -opener: By April 15, 1993, the City will reconvene meet and confer meetings with the represented groups on the Study Committee recommendations. Section 4: Modified Work Schedule: The City has agreed to implement modified work schedules for Confidential Employees using either a nine hour per day/ 80 hours per two- week schedule or a four day per week/10 hours per day schedule. The schedule selected will be determined by management as to which best meets the needs of the City.
