I. CALL TO ORDER
PLEDGE OF ALLEGIANCE/
INVOCATION
The meeting was called to order by Mayor Hoesterey at 7:00 p.m. in
the City Council Chambers, 300 Centennial Way. The Pledge of Alle-
giance was led by Councilman Saltarelli, and the Invocation was
given by Mayor Pro Tem Kennedy.

LAMATIONS
1. FIRE SERVICE RECOGNITION DAY -MAY 14, 1983
Mayor Hoesterey read and presented a proclamation designating
May 14, 1983, as "Fire Service Recognition Day" to Chief McCann.
Chief McCann expressed thanks to the Council on behalf of Chief
Holmes and the Orange County Fire Department, and extended an
invitation to all to visit their fire stations on May 14, 1983.
2. NATIONAL DAY OF PRAYER - MAY 5, 1983
A proclamation was read and presented to H. Porter Wynn, Min-
ister, First Christian Church of Tustin, designating May 5, 1983,
as "National Day of Prayer." Minister Wynn expressed apprecia-
tion to the Council and relayed methods of participation by
local churches in National Day of Prayer. 84

V, 'CONTINUED
PUBLIC HEARING
1. PROPOSED REORGANIZATION NO. 53
The City Manager presented an updated staff report as contained
in his inter-com dated April 27, 1983, and responded to Council
questions. The City Manager noted that the map included in the
staff report points out that regardless of the outcome of the
proposed reorganization, some future military housing will be
within Irvine city limits anyway.
In response to Councilman Edgar, Brian Austin, Irvine Company
representative, stated that the Irvine Company owns the parcel
of land north of Irvine Center Drive, east of Peters Canyon
Channel.
Mayor Hoesterey opened the continued public hearing at 7:17
p.m. There were no speakers on the matter.
The City Manager recommended continuance of the matter to
May 16, 1983.

Mayor Pro Tem Kennedy noted that a major concern of military
personnel at the last public hearing was the dividing of the
residential community from the main part of the base and that
they desired to stay in Tustin to maintain the present high
level of service. Now we learn that a development is proposed
for residential units within the City of Irvine adjacent to the
parcel under debate, which would result in the residential~com-
munity being split between two cities regardless of the proposed
reorganization. She suggested that staff meet with the City of
Irvine to discuss these concerns. She continued that the Coun-
cil is supportive of the military, and she knows of no plan, nor
would she support one, that would hamper military operations in
the City of Tustin.
It was then moved by Edgar, seconded by Kennedy, that the open
public hearing be continued to May 16, 1983.
In response to Councilman Saltarelli, the City Manager stated
that it is the City's opinion that a valid protest has not been
filed by the United States Navy. Councilman Saltarelli stated
his support of the continuance and requested that staff discuss
the reorganization and the realignment of the road with the City
of Irvine and the Irvine Company.
After further discussion, the motion carried 4-0, Greinke
absent. 24

Kennedy registered an abstention on Item No. 8. It was moved by
Edgar, seconded by Saltarelli, to approve the Consent E

Drive and its replacement with a 15-gallon size Ficus Nitida

1, YORBA STREET ON-STREET PARKING REQUEST
The Director of Public Works presented the staff report and
recommendation as contained in his inter-com dated April 27,
1983, regarding the request to implement on-street parking along

Yorba Street between Vandenberg Lane and Norwood Park Place. He
noted a correction in the inter-com, page 2, last sentence to
read . . . "at Yorba St. and Vandenberg Lane" . . .
A question-and-answer period followed. The Community Develop-
ment Director provided historical information on the parking
requirements when the development was originally approved.
The following persons spoke in opposition to the proposed on-
street parking:
Ed Amormino, 17381 Norwood Park Place
Walter Schmidt, jacaranda Street resident, Enderle Gardens
Lester Peters, 14341 Yorba Street
Marian Farnsworth, 17331 Norwood Park Place
Council discussion followed. It was then moved by Edgar, sec-
onded by Kennedy, that the matter be continued for dialogue
between the residents and owners of the office buildings and
report back to Council. Motion carried 4-0, Greinke absent.
XI. REPORTS
1. PLANNING COMMISSION ACTIONS
The Planning Commission Action Agenda of April 25, 1983, was
received and filed by unanimous informal consent. 80
2. PRIVATE ALLEY BETWEEN PROSPECT AVENUE & PREBLE DRIVE, NORTHERLY
OF THIRD STREET
The Director of Public Works presented the staff report as con-
tained in his inter-com dated April 15, 1983. May~r Hoesterey
and Mayor Pro Tem Kennedy concurred with the staff report that
expending public funds on private property could establish a
precedent.
Councilman Saltarelli expressed a counter view that although it
is a private driveway, it is used a great deal by the public
when leaving the post office. Therefore, the property owners
suffer an economic disadvantage because of the location of the
post office, and the constant use of the driveway causes it to
be in a state of disrepai r. He stated that the public heal th
and safety require minimal expenditure in this instance, by
means of hotpatching the deep holes to keep it relatively safe,
and favors obtaining cost figures to repair this alley.
Councilman Edgar stated his support of this position and sug-
gested using Redevelopment funds for same.
Majmr Pro Tem Kennedy expressed concern over precedents and
expending public funds on private property. After further
discussion, it was moved by Hoesterey, seconded by Edgar, to
direct staff to report back with cost figures to repair subject
alley and that the City Attorney provide a legal opinion on the
matter. Carried 4-0, Greinke absent. 95
3. BULLET TRAIN
The City Manager provided an oral report on legislative matters
pertaining to the Bullet Train. Mayor Pro Tem Kennedy requested
City representative attendance at a May 17 meeting in Irvine
sponsored by American High Speed Rail Corporation, and at a
May 18 meeting sponsored by the Budd Corporation, proponents of
the mag-lav train.
Mayor Hoesterey reported on the April 22 hearing of theASsembl y
Transportation Committee, and reported that the television
taping will air on May 20 at 8:30 p.m. on Channel 50. 101

XII. OTHER
BUSINESS
1, REQUEST FOR CLOSED SESSION
The City Manager requested a Closed Session for discussion of
legal matters.
2. FRONTIER PARK
In response to Mayor Pro Tem Kennedy, the Director of Public
Works stated that a letter was received regarding safe speed
limits and proper signage in the Frontier Park area, and staff
is in the process of preparing a report on the matter.
3. MOSQUITO PROBLEMS
Mayor Pro Tem Kennedy reported that due to the heavy rainfall,
the Vector Control District is expecting a mosquito problem this
year, and any problems should be forwarded to her or directly to
Vector Control.
4. WATER MANAGEMENT PLAN WORKSHOP
Councilman Edgar asked about the May 10 workshop on the Water
Management Plan and staff responded that more time is needed to
complete the report and another workshop date will be suggested.
5. SALE OF WATER SERVICES
In response to Councilman Edgar on the status of selling water
service areas within Orange and Santa Ana spheres of influence,
the City Manager reported that staff has had preliminary con-
tacts with both cities, but there is no control over how they
operate.

ADJOURNMENT
At 8:31 p.m. it was moved by Edgar, seconded by Saltarelli, to
recess to the Redevelopmerit Agency, thence to a Closed Session for
discussion of legal matters, thence adjourn to a May 16, 1983, 4:00
p.m. workshop to consider the Recreation & Parks Master Plan, and
thence to the next regular meeting of the City Council on May 16,
1983. Carried 4-0, Greinke absent.
