DISCUSSION: The following report provides a summary of projects and activities since the Year in Review report was presented at the January 27, 2015, Planning Commission meeting. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items which may be of interest to the Commission. Old Town Updates • Downtown Commercial Core Plan: The goal of the Downtown Commercial Core Plan (DCCP) is to develop a document that would facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core, protect community resources; improve connectivity and access roads; and, attract new businesses. Two community workshops have been held, and a third workshop will be set in the near future to present the overall plan for the area. Main Street): Centro is a new micro -winery, tasting room, and ancillary brewery which offers wine and beer made by Pozzuoli Winery, Inc. Centro's eatery includes a variety of Italian appetizers, paninis, and wood -fired pizza. On March 20, 2015, the Planning Commission approved a request to satisfy five on- site parking stalls through the Old Town Parking Exception Program. • Tustin Grille (405 EI Camino Real): A new restaurant has been proposed at the former Quinn's Old Town Grill location. It is anticipated to open by Summer 2015. t______________ t - Vintage Lady a • Knapp House (1178 North C Street): On February24, 2015, the Planning Commission approved the nomination of 178 North C Street to Tustin's Historic Register Plaque Designation program, selecting the name "Knapp House" and the date 1920" as the most appropriate historical name and date for the property. (434 EI Camino Real): Re -construction of this by fire in 2011, is complete. The structure has been • Ahern House (435 W. Second Street): On March 24, 2015, the Planning Commission also approved the nomination of 435 W. Second Street to Tustin's Historic Register Plaque Designation program, selecting the name "Ahern House" and the date "circa 1915" as the most appropriate historical name and date for the property. Planning Commission Report Summary of Projects April 28, 2015 Page 3 Tustin Leqacv Updates • Amalfi Apartments (16000 Legacy Road): The Irvine Company has completed construction of 533 apartment units within this new community in Tustin Legacy. Recently, the final buildings have been issued certificates of occupancy and units are continuing to be leased to new residents. • Anton Legacy Apartments (3100 Park Avenue): St. Anton Partners has completed construction of their 225 unit affordable apartments. Anton Legacy Apartments will celebrate their grand opening on April 30, 2015, and residents have begun to move into the new community. • Regency Centers (Kensington Park Dr. / Edinger Avenue). The City Council approved an Exclusive Agreement to Negotiate with Regency Centers for a commercial development at Disposition Parcel 1 C located at the southeast corner of Kensington and Edinger Avenue. Regency Centers is in the process of submitting plans for staff's review. • Greenwood in Tustin Legacy — (250 Downes Road): A total of 375 detached homes will be built at Disposition Parcels 1 B and 6 by Standard Pacific. Permits have been issued for precise grading at the site and the model homes are under construction. Additionally, permits for Phase I of construction have been issued for the Sheldon, Crawford, and Stafford communities, and permits for Phase II of construction have been issued for Sheldon. --------------------------------------- Model homes are under construction at the Greenwood Community Planning Commission Report Summary of Projects April 28, 2015 Page 4 • Victory Park (3300 Park Avenue): As part of the Anton Legacy Apartments Development Agreement, St. Anton Partners has constructed this 4.7 acre public park. Located at the corner of Park Avenue and Victory Road, the park features a variety of amenities such as orchards, picnic areas, and a play area which is reflective of the history of the Tustin Legacy area and the hangars. The park is anticipated to open in Summer 2015. --------- - -- - -- i Victory Park • Tustin Legacy New Vision Plan: The New Vision Plan will incorporate mixed use, transportation oriented development, and a main -street concept. City Staff continues to work with Placeworks to refine the plan amendments. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments until May 4th, 2015. On April 14, 2015, a scoping meeting was held for the project. • Cornerstone 1 (Barranca Parkway/Red Hill Avenue): The City of Tustin is currently working with CBRE to market the Cornerstone area for the development of a variety of uses including research and development, professional office, and specialized employment uses. • Army Reserve Land Exchange: The City is currently in escrow with the U.S. Army, and anticipated to close in the coming weeks, for a relocation from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to a new location at the north east corner of Red Hill Avenue and future Warner Avenue. The future site is currently owned by the City and the City is entering into a real-estate transaction with the Army to allow for the relocation. After escrow closes, it will take approximately two years to design and construct the new Reserve Center and Training Facility. • Forever Faithful Diamonds &Jewelry (2485 Park Avenue): A new jewelry store which specializes in engagement rings and bands is now open at the District. Planning Commission Report Summary of Projects April 28, 2015 Page 5 • Bowl of Heaven (2423 Park Avenue): This acai bowl and smoothie shop at the District has completed tenant improvements and had its grand opening weekend March 20-22"d, 2015. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Zoning Administrator Actions Veterans Sports Park (Valencia Avenue): On March 20, 2015, the Zoning Administrator approved a Concept Plan and Design Review for construction of Veterans Sports Park within the MCAS Tustin Legacy Specific Plan. The park is designed as a community park and will accommodate large group activities and Veterans Sports Park I 2 Concept Plan a==-----==-==----------- Planning Commission Report Summary of Projects April 28, 2015 Page 6 • Tustin Legacy Linear Park (Barranca Parkway / Red Hill Avenue): On April 235 2015, the Zoning Administrator approved the Concept Plan and Design Review for Tustin Legacy Linear Park. This portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan. Tustin Legacy Linear Park Concept Plan Other Updates • Grower's Direct Flowers (155 W. First Street): Construction is nearly complete on a new mixed-use structure which has been proposed to open as a florist shop. Grower's Direct is anticipated to open in Summer 2015. - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - I Construction progresses on Grower's Direct, Inc. 3 j L Planning Commission Report Summary of Projects April 28, 2015 Page 7 Bronx Sandwich Company (13041 Newport Avenue): This New York style deli sandwich shop opened in Lafayette Plaza in February. • Wokcano (3015 EI Camino Real): Wokcano is a new sushi/fusion restaurant which will be opening in The Market Place in December. They are currently under construction adjacent to Jared Jewelers. =g=== ------------------------- ___________________ Construction of Wokcano is in the framing stage • Afters Ice Cream (13662 Newport Avenue): A new ice cream shop is currently completing tenant improvements and is anticipated to open soon in Dunn Edwards Plaza. This ice cream shop is known for their "milky bun" which is an ice cream filled donut. • Miguel's Jr. (2855 EI Camino Real): On September 23, 20143 the Planning Commission approved a request for the construction of this new restaurant with a d rive-th ru in the Market Place. Construction is nearly complete for the restaurant, and it is anticipated to open in May. Planning Commission Report Summary of Projects April 28, 2015 Page 8 • Tustin Pioneers Recognition Program: A program is currently underway which will honor pioneers in Tustin's history by placing busts of the pioneers in public places throughout Tustin. The guidelines for the program have been approved by the City Council, and City staff has reviewed bids with the Ad hoc Committee. City Staff has applied for a grant to help fund a portion of this program, and is waiting to hear the results of their application. Once funding is gathered, the first bust which is proposed to be created may be of the City's founder, Columbus Tustin. Planning Commission Report Summary of Projects April 28, 2015 Page 9 Code Enforcement Updates • Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) fiscal years, through the year-to-date. FY2012-2013 FY 2013 - 2014 FY 2014 - 2015 National Pollutant Discharge Elimination System (NPDES) inspections are separated into categories based on a business' use, and the intensity each use has on water quality. The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. o Industrial National Pollutant Discharge Elimination System (NPDES) Inspections: There are a total of 99 industrial sites to be inspected. This year, Code Enforcement Officers are focusing on high priority inspections, and have completed all of them for the current fiscal year. o Commercial NPDES Inspections: There are a total of 150 commercial sites to be inspected. This year, Code Enforcement Officers are focusing on high priority inspections, and are anticipating completing these inspections for the current fiscal year soon. Planning Commission Report Summary of Projects April 28, 2015 Page 10 The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WQMP's: There are approximately 117 properties that have a WQMP in place. Of those 117 properties, five new WQMP's are currently under review by staff. Public Works Department Updates (Public Improvements) • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70001 FY 2013-14): This project, which included the removal and replacement of damaged sidewalk at numerous locations throughout the City, began in June and was completed in November 2014. • Roadway Rehabilitation & Sidewalk Repair (CIP No. 70014 FY 2014-2015): The design for the FY 2014-2015 Roadway Rehabilitation and Sidewalk Repair Project of Zone 3 has been completed. The Plans and Specifications Approval and Authorization to Advertise for the said project was approved at the April 7, 20153 City Council Meeting. After the bidding and awarding process, the construction will start approximately in July 2015, and be complete in October 2015. The project is bounded by the North City Limit to the north, Newport Avenue to the west, EI Camino Real to the south and Browning Avenue to the east. The project also includes removal of damaged curbs and gutters, sidewalk and replacement of non- conforming PCC access ramps adjacent to new asphalt improvements. • Traffic Signal Battery Backup Systems (BBB's), (CIP No. 40079) and Traffic Signal Controller Upgrades/ Replacements, (CIP No. 40080): CIP No. 40079 is being constructed in four phases and CIP No. 40080 in three phases. Phases I, II, and III of the Traffic Signal BBB's have been recently completed and Phase IV will be complete in April 2015. Phases I and II the Traffic Signal Controller Upgrades/Replacement Project have been completed and the scope of work for Phase III is currently being developed. Planning Commission Report Summary of Projects April 28, 2015 Page 11 Detention Basin Landscaping Red Hill Avenue and Barranc and construction of final facilities and features of an ecological park facility. The project is partially funded by an OCTA Measure M2 Environmental Cleanup Program Tier 2 grant. The project is currently in design phase with construction anticipated to begin in September 2015. Armstrong Avenue (CIP No. 70201) and Warner Avenue (CIP No. 70202): This project involves a roadway extension, wet and dry utilities installation, sidewalk and street lights installation, and median landscaping on Armstrong Avenue from Warner Avenue to Barranca Parkway, and Warner Avenue from Red Hill Avenue to Tustin Ranch Road. Construction underway with an estimated completion in May 2015 for Warner Avenue. and Water Quality Installation at the Corner of i Parkway (CIP No. 50038): Design engineering to complete landscaping to attain its full capacity ------------------------------------------------- Location of the future Detention Basin as part of Tustin Legacy Linear Park is currently • Edinger Well Phase II Equipping Project (CIP No. 60165): The project is located near the intersection of Edinger Avenue and Newport Avenue, adjacent to the Marriott Hotels. The Phase I Well Drilling Project was completed in August 2013 in conjunction with construction of the hotels. The Phase II Equipping Project consists of constructing the wellhead, building, associated site facilities/equipment, and standby generator. Design is underway. Construction is expected to begin in Summer 2015. The project is funded with 2011 Water Bond Funds. • Simon Ranch Reservoir, Booster Pump Station and Pipeline Replacement Project (CIP 60114): The project is located at the intersection of Valhalla Drive and Outlook Lane in North Tustin. The project will replace the existing buried, gunite lined, earthen reservoir with a new circular, pre -stressed concrete tank. The project will also replace the existing booster pump station and approximately 1,600 feet of pipeline feeding the new pump station and reservoir. Design is underway and construction is planned to begin in FY '15 — `16. The project is funded with 2013 Water Bond Funds. Planning Commission Report Summary of Projects April 28, 2015 Page 12 • Peters Canyon Wash Water Capture and Reuse Pipeline (CIP No. 50040): This is a joint project with the City of Irvine, City of Tustin, Caltrans, Orange County Flood Control, and Irvine Ranch Water District. The pipeline will capture and divert discharges of selenium laden groundwater via an underground pipeline to Orange County Sanitation District. The flows will be captured from two (2) locations in Tustin: Edinger Circular drain and Moffett Ave. The project will be managed and maintained by IRWD and is being partially funded by a grant from SAWPA and OCTA. The project went to bid in March 2015, and E.J. Meyer was selected. Construction is anticipated to begin in July 2015, and be completed in Fall 2016. Caltrans Pump Station & Moffett Drive where one of the diversion systems will be installed • Biofiltration Retrofit — Edinger/Red Hill/Valencia/Kensington Park Quadrant (CIP No. 50041): Retrofit the existing 29 catch basins along Valencia Ave, Kensington Park Drive, Armstrong Avenue, Severyns Road, & Lansdowne Road with a modular wetland BMP. The project is partially funded by an OCTA Measure M2 Environmental Cleanup Program Tier 2 grant. The project is currently out to bid and construction is anticipated to begin in July 2015. • Roadway Extensions (Various): The Public Works Department is currently in progress with a number of roadway extensions in the Tustin Legacy area. The extensions include: Moffett Drive from Park Avenue east of Peter's Canyon Channel; Park Avenue from Moffett Drive to Victory Road; Bell Avenue from Red Hill Avenue to Armstrong Avenue. Each of these extensions are currently in the design phase with Moffett Drive and Park Avenue anticipated to commence in July 2015.
