SUBJECT: SPORTS PARR MASTER PLAN UPDATE
RECOMMENDATION:
Receive and file.
BACKGROUND AND DISCUSSION:
At a regular meeting on January 19th, the City
Council approved a Consultant Services Agreement
with Anthony and Langford for preparation of
working drawings and bid documents for the Sports
Park. While the consultant will begin the Design
Development phase of this portion of the project on
February 1, 1993, preparation of construction plans
and bid specifications is not expected to begin
until early March. This phase of the project will
integrate the efforts of several disciplines to
develop the working drawings and bid documents.
At the January 19th meeting, Councilmember
Saltarelli requested that staff explore with the
architect the possibility of further expediting the
plan preparation process. In response to
Councilmember Saltarelli's concerns, the architect
and project manager have provided a detail of the
schedule and the responsibilities of each
professional consultant (Attachment 1). The
Project Manager has reviewed this schedule and has
made recommendations regarding expediting the
project (Attachment 2). It is expected that the
project will be ready for bid, assuming no
anticipated problems in design development, in
early June 1993.
On January 21, 1993 the Parks and Recreation
Commission reviewed the Sports Park Master Plan.
At that meeting the Commission recommended approval
of Site Plan D and the Design Development Report.
The appendix of the Design Development Report will
include the Commission's comments.
The City council will receive updates at each City
council Meeting on the progress of the project.

the plans are in plan check. we recommend a bid period of 45 days
to allow for _the plaza check corrections to be completed, and
addendum's issued prior to close of bidding in order to assure
competitive pricing. The City would expend at least 20% more of
the cost of xylan check correction items if these are issued as a
change order rather than be included in the original bid quote.
As project manager, HITS advises the City to follow these
recommendations to assure that the project will be developed
efficiently with the highest quality affordable, at the least cost.
