SUBJECT AUTHORIZATION TO ADVERTISE BIDS - JAMBOREE ROAD MEDIAN AND
SLOPE LANDSCAPE/IRRIGATION IMPROVEMENTS
RECOMMENDATIONS:
That the Tustin City Council approve the plans and specifications
for landscape and irrigation improvements for the median islands
and cut slopes along Jamboree Road between Tustin Ranch Road and
the northerly City limits and direct the City Clerk to advertise
for bids with the adoption of Resolution No. 93-4.
BACKGROUND:
As part of the Tustin Ranch Development, Assessment District No.
86-2 was formed to fund certain elements of the required
infrastructure improvements. The installation of landscape and
irrigation improvements along Jamboree Road within the median
islands and on the adjacent cut slopes were initially included
within the scope of improvements for the district.
These remaining landscape and irrigation improvements extend from
Tustin Ranch Road northerly to Santiago Canyon Road (relocated)
within the jurisdiction of the City of Orange. The subject bid
advertisement includes only that portion located within the City of
Tustin between Tustin Ranch Road and the northerly City limits.
The Irvine Company has recently completed the perimeter landscape
area between the curb and gutter and the garden wall along this
same segment of Jamboree Road.
DISCUSSION:
The proposed bid advertisement provides for both landscape and
irrigation improvements within both the median islands along
Jamboree Road and on the adjacent cut slopes. The tentative
construction schedule for this project is as follows:

Assessment District No. 86-2, Project 700077 (Jamboree Road) has
adequate monies budgeted to cover the estimated cost ($851,000) of
the subject landscape and irrigation improvements.

The median landscape will consist of plant material that is
consistent with the medians southerly of Tustin Ranch, which
consist of pine trees, eucalyptus trees and turf. The slopes will
be landscaped with native type ground cover and shrubs, which will
help to minimize erosion. It is anticipated that the routine
maintenance of the cut slope areas will be funded by the Tustin
Landscape and Lighting District and the routine median island
maintenance will be funded by City general fund monies under a
private enterprise contract.
Both the Irvine Company and the developers in Tract No. 13627 of
the Tustin Ranch area have been requesting the completion of these
landscape improvements at the earliest possible date.

RESOLUTION NO. 93-4
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR
MEDIAN ISLAND AND CUT SLOPE LANDSCAPE AND IRRIGATION
IMPROVEMENTS ALONG JAMBOREE ROAD BETWEEN TUSTIN RANCH
ROAD AND THE NORTHERLY CITY LIMITS
WHEREAS, it is the intention of the City Council of the
City of Tustin, California to contract construction of
Jamboree Road median island and cut slope landscape and
irrigation improvements; and
WHEREAS, the City Engineer has presented plans and
specifications for the construction of said work:
NOW, THEREFORE, BE IT RESOLVED that the plans and
specifications presented by the City Engineer be and are
hereby approved as the plans and specifications for:
Median island and cut slope landscape and irrigation
improvements along Jamboree Road between Tustin Ranch
Road and the northerly City limits.
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to advertise as required by law for
the receipt of sealed bids *or proposals for the doing of the
work specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that this project is categorically
exempt from the requirements of the California Environmental
Quality Act: Class I: Existing Facilities.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin held on the 19th day of January,
1993.
