City Manager Finance DirectorN/A The following report provides a summary of projects and activities from the Community Development Department to the Tustin City Council. The report focuses on the status of projects that the Planning Commission, Zoning Administrator, or staff approved; major improvement projects; Certificates of Appropriateness; Code Enforcement activities; and, other items of interest. RECOMMENDATION: That the City Council receive and file this item. FISCAL IMPACT: No fiscal impact. CORRELATION TO THE STRATEGIC PLAN: This summary of projects report contributes to Goal E of the Strategic Plan in Organizational Excellence and Customer Service. It is staff's desire to keep the community informed on the status of recent projects which are progressing throughout the City. Sharing this report to the Planning Commission, City Council, and through the City's website, contributes toward both organizational excellence and customer service. DISCUSSION: Below are updates from the Community Development Department related to: the Old Town area; Tustin Legacy; recent actions taken by the Zoning Administrator; other planning and building project updates throughout Tustin; recent Certificate of Appropriateness documentation; and, updates related to Code Enforcement. Summary of Projects May 5, 2015 Page 2 Downtown Commercial Core Plan: The goal of the Downtown Commercial Core Plan (DCCP) is to develop a document that would facilitate a greater understanding and "sense of place" for the traditional center of Tustin; define strategies to enhance Old Town; create a pedestrian oriented community; revitalize the City's commercial core, protect community resources; improve connectivity and access roads; and, attract new businesses. Two community workshops have been held, and a third workshop will be set in the near future to present the overall plan for the area. Centro Winery / Brewery (140 E. Main Street): Centro is n new micro - winery, tasting room, and ancillary brewery which offers wine and beer made by Pozzuoli Winery, Inc. Centro's eatery includes a variety of Italian appetizers, paninis, and wood -fired pizza. Tenant improvements are complete and Centro had its Grand Opening Event on April 18, 2015. The structure has been restored while maintaining the historic fagade of the building. On March 20, 2015, the Planning Commission approved a request to satisfy five on-site parking stalls through the Old Town Parking Exception Program. Vintage Lady 4 Summary of Projects May 5, 2015 Page 3 0 Tustin Grille (405 El Camino Real): A new restaurant has been proposed at the former Quinn's Old Town Grill location. It is anticipated to open by Summer 2015. Tustin Grille ----------------- Knapp House (178 North C Street): On February 24, 2015, the Planning Commission approved the nomination of 178 North C Street to Tustin's Historic Register Plaque Designation program, selecting the name "Knapp House" and the date "1920" as the most appropriate historical name and date for the property. 0 Ahern House (435 W. Second Street): On March 24, 2015, the Planning Commission also approved the nomination of 435 W. Second Street to Tustin's Historic Register Plaque Designation program, selecting the name "Ahern House" and the date "circa 1915" as the most appropriate historical name and date for the property. Tustin Legacy Updates Amalfi Apartments (16000 Legacy Road): The Irvine Company has completed t-nncfr"cflnn of tZQQ apartment units within this Q r% 1UVV community in Tustin Legacy. Recently, the final buildings have been issued certificates of occupancy and units are continuing to be leased to new residents. Anton Legacy Apartments (3100 Park Avenue): St. Anton Partners has completed construction of their 225 unit affordable apartments. Anton Legacy Apartments will celebrate their grand opening on April 30, 2015, and residents have begun to move into the new community. 3111 Summary of Projects May 5, 2015 Page 4 • Regency Centers (Kensington Park Dr. l Edinger Avenue). The City Council approved an Exclusive Agreement to Negotiate with Regency Centers for a commercial development at Disposition Parcel 1C located at the southeast corner of Kensington and Edinger Avenue. Regency Centers is in the process of submitting plans for staff's review. Greenwood in Tustin Legacy — (250 Downes Road): A total of 375 detached homes will be built at Disposition Parcels 1B and 6 by Standard Pacific. Permits have been issued for precise grading at the site and the model homes are under construction. Additionally, permits for Phase I of construction have been issued for the Sheldon, Crawford, and Stafford communities, and permits for Phase II of construction have been issued for Sheldon. a - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Model homes are under construction at the Greenwood Community '------------------------------- ' Victory Park (3300 Park Avenue): As part of the Anton Legacy Apartments Development Agreement, St. Anton Partners has constructed this 4.7 acre public park. Located at the corner of Park Avenue and Victory Road, the park features a variety of amenities such as orchards, picnic areas, and a play area which is reflective of the history of the Tustin Legacy area and the hangars. The park is anticipated to open in Summer 2015. ---------------- Victory Park ---------------' Summary of Projects May 5, 2015 Page 5 • Tustin Legacy New Vision Plan: The New Vision Plan will incorporate mixed use, transportation oriented development, and a main -street concept. City Staff continues to work with Placeworks to refine the plan amendments. An Initial Study for the Tustin Legacy Specific Plan has been released for public review and comments until May 4 th, 2015. On April 14, 2015, a scoping meeting was held for the project. Cornerstone 1 (Barranca Parkway/Red Hill Avenue): The City of Tustin is currently working with CBRE to market the Cornerstone area for the development of a variety of uses including research and development, professional office, and specialized employment uses. Army Reserve Land Exchange: The City is currently in escrow with the U.S. Army, and anticipated to close in the coming weeks, for a relocation from their current Army Reserve Center located on Barranca Parkway adjacent to The District shopping center, to a new location at the north east corner of Red Hill Avenue and future Warner Avenue. The future site is currently owned by the City and the City is entering into a real-estate transaction with the Army to allow for the relocation. After escrow closes, it will take approximately two years to design and construct the new Reserve Center and Training Facility. • Forever Faithful Diamonds & Jewelry (2485 Park Avenue): A new jewelry store which specializes in engagement rings and bands is now open at the District. © Bowl of Heaven (2423 Park Avenue): This acai bowl and smoothie shop at the District has completed tenant improvements and had its grand opening weekend March 20 -22nd, 2015. For further information on projects within the Tustin Legacy area, please see Attachment A which includes a map and a table providing additional information on projects approved, in progress, and proposed for the area. Summary of Projects May 5, 2015 Page 6 Zoning Administrator Actions 20� Veterans Sports Park (Valencia Avenue): On March 20, 2015, the Zoning Administrator approved a Concept Plan and Design Review for construction of Veterans Sports Park within the MCAS Tustin Legacy Specific Plan. The park is designed as a community park and will accommodate large group activities and offer a wide variety of facilities including four lighted soccer fields, three lighted ball fields, four lighted tennis courts, two lighted basketball courts, two lighted sand volleyball courts, AM P' eight lighted pickleball courts, a PI skate park, and a future IRWD well site. ----------------------- Veterans Sports Park Concept Plan Tustin Legacy Linear Park WS 7'�(Barranca Parkway / Red Hill Avenue): On April 23, 2015, the loop Zoning Administrator approved the Concept Plan and Design Review for Tustin Legacy Linear Park. This portion of the linear park is considered the "anchor" to the linear park which is anticipated to run throughout the Tustin Legacy area in the future. The park incorporates the Barranca Detention Basin within its concept plan. First Street): Construction is nearly complete on a new mixed-use structure which has been proposed to open as a florist shop. Grower's Direct is anticipated to open in Summer 2015. r-----------------------------------------------------+ Construction progresses on Grower's Direct, Inc. L----------------------------------------------------- 0 Bronx Sandwich Company (13041 Newport Avenue): This New York style deli sandwich shop opened in Lafayette Plaza in February. Wokcano (3015 El Camino Real): Wokcano is a new sushi/fusion restaurant which will be opening in The Market Place in December. They are currently under construction adjacent to Jared Jewelers. -- --------------------------------------------- Construction of Wokcano is in the framing stage ---------- Summary of Projects May 5, 2015 Page 8 • Afters Ice Cream (13662 Newport Avenue): A new ice cream shop is currently completing tenant improvements and is anticipated to open soon in Dunn Edwards Plaza. This ice cream shop is known for their "milky bun" which is an ice cream filled donut. © Miguel's Jr. (2855 EI Camino Real): On September 23, 2014, the Planning Commission approved a request for the construction of this new restaurant with a drive-thru in the Market Place. Construction is nearly complete for the restaurant, and it is anticipated to open in May. Tustin Pioneers Recognition Program: A program is currently underway which will honor pioneers in Tustin's history by placing busts of the pioneers in public places throughout Tustin. , The guidelines for the program have been approved by the City Council, and City staff has reviewed bids with the Ad hoc Committee. City Staff has applied for a grant to help fund a portion of this program, and is waiting to hear the results of their application. Once funding is gathered, the first bust which is proposed to be created may be of the City's founder, Columbus Tustin. Code Enforcement Updates Graffiti: The chart below displays the number of graffiti incidents from the prior three (3) fiscal years, through the year-to-date. As requested by the Planning Commission, staff has additionally generated a map plotting the locations of graffiti incidents during this reporting period (Attachment C). The two (2) categories are industrial and commercial and are separated into high, medium, and low priority. Each year, Code Enforcement Officers conduct inspections based on the priority of a project. Summary of Projects May 5, 2015 Page 10 o Industrial National Pollutant Discharge Elimination System (NPDES) Inspections: There are a total of 99 industrial sites to be inspected. This year, Code Enforcement Officers are focusing on high priority inspections, and have completed all of them for the current fiscal year. o Commercial NPDES Inspections: There are a total of 150 commercial sites to be inspected. This year, Code Enforcement Officers are focusing on high priority inspections, and are anticipating completing these inspections for the current fiscal year soon. The goal of the Water Quality Management Plan (WQMP) is to develop and implement practical programs and policies to minimize the effects of urbanization on site hydrology, urban runoff flow rates or velocities, and pollutant loads. Developers are required to submit a WQMP for any new development or significant redevelopment which increases the impervious surface of a developed site. The WQMP is required to include Best Management Practices (BMPs) for source control, pollution prevention, and/or structural treatment BMPs. o WOMP's: There are approximately 117 properties that have a WQMP in place. Tustin Legacy Park TUSTIN LEGACY PROJECTS - UPDATED 4-22-15 Map Project Number Description and Status Heritage School Heritage School is currently being utilized to serve the students of Hillview High and Sycamore High School on an interim basis. 2 Veterans Sports Park The Veterans Sports Park is a plan for a 31.5 -acre park which will serve the recreational needs of the surrounding community. It will offer a wide variety of facilities including lighted soccer fields, ballfields, tennis courts, basketball courts, sand volleyball courts, and pickelball courts. A children's play environment, splash pad, and picnic areas are also proposed. The Concept Plan and Design Review for the park have been approved by the Zoning Administrator. 3 OC Social Services The Tustin Family Campus for Abused and Neglected Children involves �A mult- treatment campus which includes residential buildings and stand-alone homes, and a campus service center with a total capacity to serve 90 beds for abused and neglected children and their parents as well as emancipated youth. This project =s complete, 4 Future City of Tustin Facility The City of Tustin acquired this property through a recent land exchange with the South Orange County Community College District. The future use of this building is yet to be determined. 5 Orange County Rescue Mission The Village of Hope facility is a 192 -bed transitional home for the homeless which -s operated by the Orange County Rescue Mission. This project is complete 6 ATEP Campus The South Orange County Community College District has been approved for an amendment to the MCAS Tustin Specific plan which will add educational private uses supportive to the Educational Village in this area. Rough grading is underway at the site. ? Columbus Square 1,075 residential units are now complete within this neighborhood 11 Fire Station #37 Orange County Fire Authority Station #37 moved from its old location off of Red Hill Avenue to this new location at Edinger/Kensington Park Dr. The Fire Station is now open. 12 Regency Center The City Council has approved and Exclusive Agreement to Negotiate with Regency Center for a commercial development at the site 1 C located at the southeast corner of Kensington and Edinger Avenue. Regency Center is in the process of submitting plans to staff for review 13 Orange County Regional Park The County of Orange has future plans for a 84.5 -acre regional park to be located surrounding the North Hangar. A concept plan has been approved by the OC Board of Supervisors. Please visit ocparks.com for further details on this proposed project. 14 Future High School The master plan for the Tustin Legac Area ndicates that there are plans to establish a high school in the future at this bcation 15 Neighborhood D Community Core This community core area is proposed to integrate a variety of activities including living, working, shopping, and entertainment. It totals 262.3 acres and includes 891 dwelling units. Amalfi Apartments The Irvine Company has constructed a new apartment community consisting of 533 units adjacent to The District at Tustin Legacy. 17 Neighborhood G This residential core consists of 251.8 acres with 58.1 acres of open space, 15 acres of public/institutional uses, and a total of 614 residential units ranging from low to high density as well as neighborhood commercial uses. I t5 Ureenwood in Tustin Legacy & Greenwood Standard Pacific was approved to begin development of 375 single family residential Park units. Permits have been issued for precise grading at the site and the model homes are under construction. Additionally, permits for Phase I of construction have been issued for the Sheldon, Crawford, and Stafford communities, and permits nor Phase 11 of construction have been issued for Sheldon. 19 Anton Legacy Apartments & Victory St. Anton Partners has completed construction of their 225 unit affordable Park apartments. Anton Legacy Apartments will celebrate their grand opening on April 30, 2015, and residents have begun to move into the new community. 20 The District at Tustin Legacy This Class-A Retail Development project has been completed. The District at Tustin Legacy offers a variety of retail services, restaurants, and entertainment venues. 21 Tustin Field 1 376 residential units are now complete. 22 Tustin Field 11 189 residential units are now complete. 23 Columbus Grove 465 residential units are now complete. 24 Tustin Legacy Park The City of Tustin is proposing to construct and maintain a 26 acre park and stormwater detention basin. The Concept Plan and Design Review for the park was recently approved by the Zoning Administrator.
