SUBJECT: AWARD CONTRACT FOR THE CITY HALL HEATING, VENTILATION &
AIR CONDITIONING REPLACEMENT (CIP NO. 10032)
SUMMARY
Staff is requesting that the City Council award the construction contract for the City Hall Heating,
Ventilation & Air Conditioning Replacement (CIP No. 10032) to the lowest responsive/responsible
bidder.
RECOMMENDATION
It is recommended that the City Council award the construction contract for the City Hall Heating,
Ventilation & Air Conditioning Replacement CIP No. 10032 to the lowest responsive/responsible
bidder, Pardess Air Inc. and authorize the Mayor and City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT
The bid amount from Pardess Air Inc. is $320,000. Sufficient funds have been budgeted and
appropriated from Fund 200 (General Fund — Capital Improvement Projects) for this project in this
Fiscal Year 2014/2015 Capital Improvement Program in CIP No. 10032.
CORRELATION TO THE STRATEGIC PLAN
The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public
Safety and Protection of Assets.
BACKGROUND
The HVAC units on City Hall's roof have experienced frequent failures and have reached the end
of their useful life. This project will provide for removal of three old units and installation of three
new HVAC units of similar size.
The City Council approved plans and specifications and authorized soliciting bids at the March 3,
2015 meeting. Formal bids were received on April 9, 2015 and reviewed by the Public Works
Department. Thirteen contractors attended the pre-bid job walk and one bid was received from
Pardess Air, Inc. for $320,000. Staff believes that economic times have improved and become
evident with the submission of a single bid.
Staff has reviewed the references and the State Contractor's License for Pardess Air Inc. and has
determined that they are appropriate for the all aspects of the subject project. Also, Pardess Air,

Inc. installed nine rooftop HVAC units on the Tustin Area Senior Center in March 2010. Project
notes reveal an exceptional experience between Pardess Air, Inc. and the City of Tustin. It is
therefore recommended that the City Council award the construction contract for the City Hall
Heating, Ventilation & Air Conditioning Replacement (CIP No. 10032) to the lowest
responsive/responsible bidder, Pardess Air Inc. and authorize the Mayor and City Clerk to
execute the contract documents on behalf of the City.
