SUBJECT: SENIOR ADVISORY BOARD APPOINTMENT CONFIRMATION
RECOMMENDATION:
Confirm Margarete Thompson, Jean Lowry, and Donald Miller as
members of the Senior Advisory Board as recommended by the current
Members of the Board and the Senior Center staff.
BACKGROUND:
In July of 1989, the Tustin Area Senior Center was dedicated and
began offering programs and services for seniors. A group of
Tustin Area Seniors worked with a consultant to develop the design
w- elements of the building. This group also conducted the fund
raising activities for the construction of the Center. That group
was known as the Senior Center Steering Committee. As a reward for
service to the community the five, nonstaff senior members of the
Committee were appointed as members of the first Senior Advisory
Board.
The terms of two members have expired. Janet Schwartz has decided
not to reapply for membership on the Board. A third member has
resigned due to moving out of the area. The two remaining Board
Members' terms expire next year.
The Senior Advisory Board was created to advise staff on programs
for the health and well-being of senior citizens, and to insure
that seniors are always a part of the program planning. Terms for
membership on the Board are two years. Maintaining an active
Board is a requirement of the Senior Center Bond Act which provided
a $450,000 grant to help fund the construction.
Qualifications for membership on the Advisory Board include
involvement with Tustin Senior Programs or Community Services
Programs, residing in the Tustin area (Tustin Unified School
District boundaries) a minimum of two years, and being at least
fifty-five years of age. These qualifications were adopted by the
City Council when the Senior Center Operating Plan was approved.
Because the involvement and an interest in Senior Center
programming were the main qualifications for membership, the
Operating Plan suggested that the existing Committee (Board
Members) and the Senior Center staff interview interested
applicants and recommend to the Council the most qualified
candidates. The Senior Advisory Board was not established by
ordinance. It was to function more like a committee, such as the
Tustin Child Care Coalition, to provide input and feedback to staff
regarding programs.
Requests for applicants were solicited through the various senior
groups using the Senior Center and through an announcement in the
Senior Sounding Board, the monthly newsletter. Seven letters of
interest were received by the Center staff. Only four applicants
responded and were interviewed by the seated Board and the Senior
Center staff. The other applicants had declined their interest.
All of the proposed candidates meet the criteria and are very
involved in the programs and services offered at the Senior Center.
Margarete Thompson is to be reappointed. Jean Lowry and Donald
Miller will be replacing Janet Schwartz and Ken Hoesterey who have
resigned their seats.
With the Council's confirmation of the new members, the next
meeting of the Senior Advisory Board will be scheduled January 28,
at 3:00 p.m. in the Tustin Area Senior Center. The Board meets
bimonthly on the fourth Thursday.
