SUBJECT: COSTCO BUILDING IDENTIFICATION SIGN
RECOMMENDATION

BACKGROUND
On November 2, 1992,, Ms. Jane Anderson of the Sevilla Homeowner
Association requested that the City Council look into the Costco
sign which remains on all night and radiates light into the nearby
residences.
As a follow-up to the complaint, the Community Development
Department researched the Costco conditions of approval and the
Tustin City sign code to determine if there were any requirements
to install a timer on the Costco wall signs or turn off the signs
at a certain hour, it was determined that there were no such
requirements. Mr. Jeff Pierini, Costco store manager was contacted
and told staff that the sign was on a photocell illumination and
not a timer, and he wasn't authorized to change it.
Staff then followed up with a phone call to the Project Manager for
the Marketplace Annex for the Irvine Company who agreed to try to
work with Costco to have the signs put on a timer. In doing that,
The Irvine Company sent a letter to Costco, informing them there
was a complaint and asking for their cooperation.
Ms. Anderson approached the Council again on December 7, 1992 and
questioned the status of her complaint. As it stands right now,
the installation of a timer on the signs are part of the
contractors punchlist of final items to be completed.
In response to Ms. Anderson's suggestion regarding the appropriate
time for the lights to be turned off, staff has suggested the timer
be set to turn off the lights at 10:00 p.m.

According to Costco construction headquarters, the timer will be
installed by December 15, 1992.
