TUSTIN CHANNEL (F12) - A FEDERALLY FUNDED PROJECT (DISADVANTAGED BUSINESS
ENTERPRISE PARTICIPATION 15%) --
RECOMMENDATION
It is recommended that the Tustin City Council at their meeting of
December 7, 1992 award the contract for the subject project to R.
J. Noble Company of Orange, California, in the amount of
$187,055.78
BACKGROUND
Eight bids were received and opened on November 19, 1992 and are
summarized as follows:

6. Hardy & Harper, Inc., Santa Ana..............$206,440.93
7. Boral Resources, Pomona......................$209,533.40
8. Griffith Company, Santa Ana ..................$260,991.15
The low bid by R. J. Noble Company is 19.5% below the engineer's
estimate of $232,259.10. •
The firm of R. J. Noble Company has previously performed work for
the City over the past 15 years in a satisfactory manner.
This project will provide for removal and reconstruction of the
existing asphalt concrete pavement. Related work will include:
removal and reconstruction of certain portions of concrete curb and
gutters, sidewalk and wheelchair ramps, installation of traffic
striping and markings, traffic loop detectors; and adjustment of
manhole and water valve covers to finish grades.
The project has been approved for inclusion in the Federal
Intermodal Surface Transportation Efficiency Act (ISTEA) program
which provides for 88.53% funding, of eligible items of
construction and engineering. Adequate funding has been included
in the current 1992-93 Capital Improvement Budget ($69,000) to
cover the City's matching share of 11.47% and non -eligible program
items.

for Street Rehabilitation Prospect Avenue
A request for Caltrans' concurrence to award this construction
contract to R. J. Noble was submitted to Caltrans on November 24,
1992. It is anticipated that the City will receive the Caltrans
approval on or before December 4, 1992.
