LEDENDECKER, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER FROM: 'RECONFIRMATION OF CITY COUNCIL ACTIONS REGARDING MODIFICATIONS SUBJECT: TO ON -STREET PARKING ALONG SIXTH STREET BETWEEN EL CA14INO REAL AND "C" STREET RECOMMENDATIONS: It is recommended that the City Council, at their meeting of December 7, 1992, reconfirm the following actions: 1. Remove the two-hour time restricted parking limits along the north and south sides of Sixth Street from E1 Camino Real westerly to the prolongation of the west property limit of the Tustin Garage. 2. Install signs in the aforementioned area in described Item No. 1 above restricting any on -street parking from 12:00 a.m. to 5:00 a.m. 3. Modify existing red curb markings to restore on -street parking along the north and south sides of Sixth Street adjacent to the northwest and the southwest corners of the Sixth Street/E1 Camino Real intersection. This is based upon City staff review of the subject intersection considering traffic safety concerns, and as delineated in the attached Intersection Study exhibit. 4. Maintain the existing red curb markings located along the west side of El Camino Real north of Sixth Street. This is based upon City staff review of the subject intersection considering traffic safety concerns, and as delineated in the attached Intersection Study exhibit. BACKGROUND: At the November 2, 1992 City Council meeting, the Council considered an item entitled, "Citizen Request For Modifications To On -Street Parking Restrictions Along Sixth Street Between E1 Camino Real And "C" Street". A copy of the agenda item is attached for your information. After considerable discussion of the item, the Council authorized the actions described in the above recommendations. A copy of the City Council minutes are attached for your information. Mr. William A. Huston Reconfirmation of Actions Regarding Modifications To On -Street Parking Along Sixth Street Between E1 Camino Real And "C" Street December 7, 1992 Page 2 DISCUSSION: Upon direction from the City Council, the Engineering staff has conducted an investigation of the subject location and has prepared the attached Intersection Study of the Sixth Street/E1 Camino Real intersection. Based upon the Intersection Study, approximately 48 feet of red curb markings can be removed on Sixth Street without compromising traffic safety in this area. Also from the Intersection Study, it is not advisable to remove the existing red curb markings along the westerly side of El Camino Real north of Sixth Street due to intersection sight distance requirements. CONCLUSION: Due to the extensive discussion of this item at the November 21 1992 Council meeting, staff felt it was appropriate to request Council to reconfirm their direction. Council/staff discussion followed regarding the Southern California Edison rate restructuring and cost mitigation measures. Mayor Pro Tem Potts said he would support the softball fee increase, and emphasized using energy saving methods in the new City Hall facility. The following member of the audience spoke on the recent Southern California Edison rate increase and rebate programs: Pat Buttress, Southern California Edison representative It was moved by Potts, seconded by Thomas, to increase adult softball registration fees by $50.00 per team, to $400.00 for the Winter 1993 season. Motion carried 4-0, Puckett absent. 390-45 4. CITIZEN REQUEST FOR MODIFICATIONS TO ON -STREET PARKING V/ RESTRICTIONS ALONG SIXTH STREET BETWEEN EL CAMINO REAL AND nCu STREET Doug Anderson, Transportation Engineer, reported that resident Don LeJeune had requested the City implement the following changes. to existing parking restrictions in the E1 Camino Real/Sixth Street area: removal of the two-hour parking zone along Sixth Street between E1 Camino Real and "C" Street; and reduction of red zone on Sixth Street at the southwest and northeast corners of E1 Camino Real and Sixth Street intersection. Staff investigated the requested modifications and concluded that the two-hour parking restrictions should remain since there had not been substantial changes in the area to warrant modification of parking restrictions, and the E1 Camino Real/Sixth Street intersection had not been physically modified since installation of the traffic signal and the red curb markings in 1984. The markings were recommended to improve intersection visibility and to provide adequate turning radii for vehicular traffic, and the original concerns that led to the installation of the red curb in 1984 still remained. Council/staff discussion followed regarding parking restrictions near intersections. Councilmember Thomas suggested implementing a parking restriction from 12:00 a.m. to 5:00 a.m. on Sixth Street. The following member of the audience spoke on approval of modifications to on -street parking restrictions along Sixth Street between E1 Camino Real and "C" Street: Don LeJeune, 440 W. Main Street, Tustin Mayor Pro Tem Potts stated he supported the modifications to the on -street parking restrictions along Sixth Street between El Camino Real and "C" Street as requested by Mr. LeJeune; and rfavored a parking restriction from 12:00 a.m. to 5:00 p.m. i l . Mayor Pontious requested the Planning Commission review the matter for enforcement problems in six to nine months. Councilmember Saltarelli said he would not support the modifications to the parking restrictions because he felt that m additional parking could be attained if the property owner removed the junk and debris from the backyard area. He also stated that repair and maintenance was needed on the property's fencing and grass areas. He noted safety concerns regarding modifications to the red curbing, which would create a dangerous intersection for motorists. He wanted to review the request following improvements to the site. CITY COUNCIL M IS Page 8, 11-2-92 Mayor Pro Tem Potts said he agreed that the premises should be cleaned but said he believed the red curbing could be removed as long as there was adequate turning radii for vehicles. He noted the curb was in poor condition and the City needed to repaint it. Councilmember Thomas stated that the issue was not the condition of the building and premises but the parking restriction and he favored removal of the red curbing. He suggested that the owner contact staff regarding redevelopment assistance. It was moved by Thomas, seconded by Potts, to reduce the red zone on Sixth Street and? E1 Camino Real intersection; approve parking restriction from 12:00 a.m. to 5:00 a.m. along Sixth Street between E1 Camino Real -and "C" Street; and schedule review by Planning Commission in nine months. Mayor Pontious questioned if the owner would be eligible for assistance through the Community Development Block Grant Fund program. Christine Shingleton,-Assistant City Manager, responded that the owner could be eligible for a grant for exterior improvements to the building and fencing and she suggested the owner contact staff for further information. Motion carried 3-1, Saltarelli opposed, Puckett absent. 770-15 5. COMMUNITY NON-PROFIT FOUNDATION William Huston, City Manager, reported that at Councilmember Thomas' request, staff had collected information from other municipalities operating or co -sponsoring community non-profit foundations. He summarized findings including the premise of -- the non-profit foundation; guidelines; structure; and cost to incorporate a non-profit foundation. Mayor Pontious stated she favored implementing a general purpose non-profit foundation including youth activities. Councilmember Thomas stated that creation of a non-profit foundation would allow people to remember the City other than through a will or trust. He'said the foundation would involve the community and provide more youth, cultural, and educational programs. It was moved by Thomas seconded by Potts, to approve the non- profit foundation concept; and direct staff to submit a report regarding funding appropriation and articles of incorporation at the November 16, 1992 Council meeting. otion carried 4-0, Puckett absent. 125-45 XII. Deny the request to remove the two-hour Elparking Camino restriction signs along Sixth Street between Real and" "C" Street. �- 2. Maintain the existing red curb markings in the area of the El Camino Real and Sixth Street intersection. BACKGROUND: Mr. Don LeJuene, a resident of Tustin, has requested the Public Works Department consider implementing the following changes to existing parking restrictions in the El Camino Real/Sixth Street area: 1. The removal of the two-hour parking zone along Sixth Street between E1 Camino Real and "C" Street. 2. The reduction of red zone on Sixth hcorneret at of theEhe l southwest corner and on the northeast Camino Real and Sixth Street intersection. DISCUSSION: The two-hour parking restrictions along Sixth Street between El Camino Real and "C" Street were authorized by City Council action in June, 1984. Attached are copies of two staff rep orts and their respective City Council minutes from the May 7, 1984 and June 181' 1984 City Council meetings regarding the parking issue in this area of the City. The existing red curb markings in the area of the E1 Camino Real/Sixth Street intersection were also authorized by the City Council in conjunction with the installation of the traffic signal at the same intersection. A copy of the staff report and accompanying City Council minutes from the March 15, 1982 City Council meeting, recommending the installation of red curb markings in the area around the subject intersection, is attached. Citizen Request For Modifications To On -Street Parking Restrictions November 2, 1992 Page 2 The subject red curb markings were recommended to improve intersection visibility and to provide adequate turning radii for vehicular traffic at this location. The Engineering staff met with Mr. LeJuene on October 26, 1992 at the subject location and discussed concerns regarding requests. Staff is concerned that removal of thetime-restricted zones may evoke similar volatile reactions from the residents in this area that were experienced prior to the installations of the parking restrictions'. Also, by removing the time -restricted parking zones, the opportunity would exist for the Tustin Garage to return to the vehicle maintenance operations and practices that preceded the Council direction to install the parking restrictions that currently exist in this area. CONCLUSIONS: Upon review, the Engineering Division concludes the following: 1. The two-hour parking restrictions along Sixth Street between E1 Camino Real and IICII Street should the area since there has not been substantial changes to warrant a change in parking restrictions. A concern of the residents was the industrial develo ent on the southwesterly corner of Sixth Street and "8" Street was utilizing the underground parking for storage in 1 i eu. of vehicle parking. In March, 1983, the Community Development Department reviewed a similar complaint and found no storage of materials. Mr. Chor99 nomund su ested that the City might lease the vacant parcel at 450 El Camino Real to his business for use of parking on an -interim basis. This suggestion has been reviewed and found not to be feasicommercial The Redevelopment Agency purchased this parcel for future development and any use for parking would be -very short term with respect to the improvements that.would be required to have it function as a parking lot. 6. It was also suggested that the top level of the parking .structure on "C" Street could be utilized for employee parking of the Tustin garage. However, this parking structure should not be utilized for the long term storage of inoperable vehicles. 7. The Chornomund' s have requested the residents, to nbti fy them immediately if any of their employees infringe upon the residents private properties, disturbing the peace., repairing vehicles in the street right-of-way., etc.., and they will attempt to reduce these occurences. As a first phase reaction to these community complaints, staff suggests the following actions: 1. BACKGROUND: A letter has been received from Mr. and Mrs. Charles Anderson regarding vehicle parking problems in the 200 block of West Sixth St. and 500 block of South C Street (copy attached). Accompanying this letter was a list of ten signatures of ndividuals requesting additions to the existing parking limitations. The parcels ,sere these individuals reside are shown in yellow on the attached map. DISCUSSION: The Police Department traffic *section has reviewed the concerns outlined in the Anderson letter and have recommended, with concurrence of the Engineering Division, implementation of the following measures: Parking Zones 1. Modify existing parking zones to read "Two Hour Parking Tow Away Zone, 6:00 A.M. to 6:00 P.M., Monday through Saturday" on "B" Street ot �reiasterlyt. and westerly of El Camino Real and along E1 Camino Real between Newport Avenue/I-5 Freeway. 2. BACKGROUND: As a result of the closure of "C" Street, the City Council authorized the installation of a traffic signal at the intersection of El Camino Real and Sixth Street. The installation of this signal will require the red zoning of curbs to provide improved intersection visibility and adequate turning radii for vehicular -raffic. More recently, at their last meeting, the City Council expressed their aesire to proceed with the red zoning prior to the signal installation. It is anticipated that the traffic signal plans and specifications will be presented to the City Council at their April 5, 1982 meeting for authorization to advertise for bids. DISCUSSION: The attacned drawing indicates the additional areas that will require parking remval for the forthcoming traffic signal installation.
