SUBJECT: APPOINTMENT TO THE CULTURAL RESOURCES COMMITTEE
RECOMMENDATION
Pleasure of the City Council.
BACKGROUND
On August 17 and November 2, 1992, staff presented reports to the
Tustin pity Council guiding their consideration of applicants for
appointment to two (2) current vacancies on the City's Cultural
Resources Cpmmittee. On November 16, 1992, Council interviewed
five of the candidates to better determine their qualifications.
At that time, Council directed staff to agendize the selection and
appointment of new members for the December 7, 1992, City Council
meeting.
DISCUSSION
At present, the following candidates are available for appointment
by the Council:
Mr. Brent Ferdia Mr. Ferdig describes himself as
being involved in the real estate
lending business. He is also a
member of the Tustin Area Historical
Society and, therefore, complies
with the Tustin City Code and State
requirements. He is also currently
acting as a Cultural Resources
Commissioner and meets the laymember
requirement.
Ms. Barbara Ferguson Ms. Ferguson describes herself as an
attorney with an interest in history
and historic architecture. She does
not reside or own property within
the Cultural Resources District.

Ms. Ella Lane Ms. Lane has indicated she has
participated in numerous multi-
cultural organizations. She does
not reside or own a business within
the Cultural Resources District.
Ms. Audrey Heredia Ms. Heredia is the current owner of
the McCharles House restaurant
(located within the Cultural
Resources District), and has resided
in Tustin since 1957.
Mr. Warren Lortie Mr. Lortie is the new owner and
resident of the historic Hewes
Mansion (also located within the
Cultural Resources District). In
addition, Mr. Lortie has 25 years of
Architectural Design experience and
has participated in numerous
historic preservation efforts.
Mr. Lawrence Layne Mr. Layne is a professional civil
.engineer and has experience in
environmental documentation and
analysis of transportation projects.
Mr. Layne currently resides within
the Cultural Resource District.
Mr. David Vandaveer Jr. Mr. Vandaveer is the current owner
of the historic Tustin Hardware
store (located within the Cultural
Resources District).
Availability of an Additional Opening on the Committee
Citing business time commitment conflicts, current Committee member
Mr. Robert Edgell has recently indicated to staff a desire to
discontinue his participation on the Cultural Resources Committee.
It should be noted that continuing Cultural Resources Committee
Members Mr. John Sauers and Mr. Jeff Thompson reside or own
property within the District and are laymembers who have
demonstrated an interest in historic preservation. They are not up
for reappointment at this time. Mr. Thompson, being a civil
engineer, could be considered to meet the Tustin Cultural Resource
District standard as a design professional.

CONCLUSIONIRECOMMENDATION
Staff strongly believes that the current list of candidates more
closely reflect the experience, education and interest
qualifications established by the City's Cultural Resource District
standards and the State Office of Historic Preservation's
expectations for appointment to the Cultural Resources Committee.
It is recommended that the City Council appoint three candidates
which best exhibit the desirable qualifications suggested by the
State office of Historic Preservation and the Tustin City Code.

Serrot Expansion Needs Met
Rapid growth presents a myriad of corporate challenges—
especially in terms of financing and capitalizing the
expansion of plant capabilities. In lust four years. Serrot
Corporation has become one of the nation's largest
installers of environmental protection liners used for the
storage and containment of industrial liquids and gasses.
Developing the, production facilities for meeting an
ever-increasing market demand has required aggressive
planning and creative solutions.
Enlisting the skills of WLA Arcon in 1985. Serrot's first
expansion was from 4.500 square feet to a 13.000 -
square -foot facility. Along with locating the property
and developing plans. Arcon, as a venture partner.
contributed the expertise and resources in obtaining
SBA financing. Significantly exceeding prole lions when
appraised at completion, this facility's value continued
to appreciate remarkably.
By 1988, the need for expansion again. arose. Once
more. WLA Arcon played a major role. Concurrent with
the marketing and sale of Serrot's existing building at
nearly 2.5 times the original land and construction costs.
Arcon initiated feasibility studies on several available
sites. After establishing the land price for the selected
property and construction cost projections. underwriting
arrangements were successfully coordinated and plans
were finalized.

CITICENTER BUILDING BEGINS

building developed by Arcon of
Huntington Beach.
Located at First St. and Huntington
Dr.. the site was home for Arcadia's
first City Hall and acted as the hub of
the original commercial district. With
the addition of freeways and the pass-
ing of time the area has experienced
transition.
This area is now emerging as a
business and financial center with Home
Savings, American Savings and Glendale
Federal Savings all relating to the same
intersection.
Arcadia Redevelopment Agency select-
ed the proposal by Arcon for what may be
the most critical site in the Central Arcadia
Commercial Redevelopment Area.
Unique in Arcon's proposal is the strong
orientation to Huntington Dr. while main-
taining an appropriate scale in relation to
the older and historically significant commercial buildings in
the area.
The brick and glass exterior and an architectural blend of
traditional and contemporary.styles further enhance the merg-
ing of the past and the future in a 26,0D0 square foot building
designed for businesses of today.
By implementing underground parking and a slope -decked
structure in the rear. a pedestrian relationship is retained at
both the Huntington Drive and First Street elevations. Comple-
tion is scheduled for December 1987. • -
Arcon has organized project ownership consistant with Its
belief in equity sharing between investor. tenants and the
developer.
Co -general partner with Arcon is Arcadia Equity Manage-
ment Group which is an entity made up of individuals who
have provided capital investment under the leadership of Mark
Schaefer Associates. the prime tenants. who are active in the
management of the prolec:.
Arcon. in addition to providing a caDitai investment. has

Validity of the plan as well as viability of the site
are confirmed not only in the acceptance by the
Redevelopment Agency. but in the fact that the
building was two-thirds preleased at the time of
the groundbreaking.
Warren H. Lortie. president of Arcon. con-
ducted ground breaking ceremonies last winter
to initiate construction on the project. Attending
were Arcadia Mayor Mary Young. State Assembly-
man Richard Mountjoy of Arcadia, City Council-
men Bob Harbict. Dennis Lojeski and Roger
Chandler. Also attending were City Manager
George Watts. Redevelopment Agency Direc-
tor Peter Kinnalian and other business and
civic leaders.
Highlighting the event were presentations
to the late Mark Schaefer. founder of Mark
Schaefer Associates, a firm which will be
occupying the third floor of the building and
William Lewis, President of ASL Consulting
Engineers. who will be occupying the
second floor of the project.
TULARE COURT — A COMPLETE SELLOUT
Prospective buyers started lining up a week before the
grand opening at Tulare Court, a joint venture project of Arcon
and Dan Posilovich Enterprises. The 20 affordable residential
units. built under a redevelopment agreement with the City of
Buena Park.- were all sold on the first day of sales.
The single story. tile roofed. patio home concept included
two and three bedroom units all with attached garages. In a
unique site plan some of -the homes were attached and some
were detached to provide the opportunity of ownership to a
greater market segment.
