SUBJECT: TUSTIN LIBRARY COSMETIC TREATMENT
RECOMMENDATION
1. Authorize staff to negotiate an agreement with the
Orange County -General Services Agency suitable to
the City Attorney to repair the broken roof tiles,
paint the library to match the colors of the
renovated Civic Center, and other minor cosmetic
repairs.
2. Permit the design fee budget for the library
renovation to be transferred to the construction
budget of the Civic Center renovation contract to
accomplish these cosmetic repairs.
BACKGROUND
The Tustin Redevelopment Agency at a regular meeting on October 1,
1990 approved a request for an Agency contribution of $50,000
toward design costs for renovating of the exterior elevations of
the Tustin Library to be compatible with the City and Civic Center
expansion programs. Anticipated construction costs for the
improvements were estimated at $300,000 to be financed by the
County of Orange.
Agency staff have met over the past several months on several
occasions with County Library staff and representatives of the
County of Orange General Services Agency to discuss library access
during construction. At these meetings, the County has informed us
that it can no longer afford to pay for renovation of the library
exterior elevations. The County discussed with us the potential
use of the design budget previously approved by the Agency to paint
the exterior, repair broken roof tiles, remove old library trellis,
patch the plaster as needed, add letters to the face of the library
to match Civic Center graphics, and replace the entry light
fixtures. While these improvements will not bring the library up
to the same exterior standards as the Civic Center it will, at

least, establish some similar color and graphic relationship.
Agency staff explained that the Redevelopment Agency would have to
authorize the work and any agreements regarding permitting work on
a County building by the City, would have to be approved by the
Agency, County and appropriate legal counsel.
Staff has obtained estimates for the proposed improvements from the
current Civic Center contractor as follows:
1. Paint library exterior $10,276
2. Replace broken roof tiles 11098
3. Demolish and patch library entry
trellis 21976
4. Add library wall identification
signage (brass letters) to match
Civic Center 11422
5. Install two new light fixtures
above the library main entry.
Fixture type "BBB" to match
the Civic Center (HNTB estimate) 2,500
TOTAL $18,272
In addition, staff anticipates the need for at least a 100
contingency. In conclusion, staff requests allocation of a maximum
budget of $25,000 to cover this 'and any other cosmetic
improvements that the County may reasonably request.
