TO: WILLIAM A. HUSTON, CITY MANAGER
FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION
SUBJECT: ENVIRONMENTAL ENHANCEMENT AND MITIGATION PROGRAM GRANT
RECOMMENDATIONS:
It is recommended that the City Council adopt Resolution No. 92-137
authorizing Director of Public Works/City Engineer, Robert S.
Ledendecker, to submit an application for the State Resources
Agency Environmental Enhancement and Mitigation Program Grant.
BACKGROUND AND DISCUSSION
The Environmental Enhancement and Mitigation Program was
established by the enactment of the Transportation Blueprint
Legislation of 1989. Annually, $10,000,000 is allocated to the
program and grants for up to $500,000 are awarded to local, State
and Federal Agencies and non-profit entities by the California
Transportation Commission to fund various proposals evaluated and
recommended by the Resources Agency.
The grant program's purpose is to fund programs designed to
mitigate the environmental impacts of modified or new public
transportation facilities. The categories eligible for funding are
specific and the Public Works Department is recommending that a
proposal for the landscaping of Nisson Road and E1 Camino Real
between Red Hill Avenue and Newport Avenue be submitted to the
Resources Agency.
As part of the application package to be submitted, a Resolution of
the City Council must be approved identifying the City
representative who is authorized to submit grant documents and
applications and enter into an agreement with the State to
implement the program if the grant is approved.
