SUBJECT., AUTHORIZATION TO ADVERTISE FOR BIDS FOR BARRIER NETTING FOR
COLUMBUS TUSTIN PARR (PROJECT NO. 400030)
RECOMMENDATIONS:
It is recommended that the Tustin City Council, at their meeting of November
16, 1992, adopt the attached resolution approving plans and specifications
and authorizing advertisement for bids for the subject project.
BACKGROUND:
On March 16, 1992, the City Council appropriated $25,000 from the Park
Development Fund for improvements to the fences at Columbus Tustin Park. The
improvements are an attempt to minimize the City's liability for damage to
vehicles on Irvine Boulevard and Prospect Avenue from softballs hit over the
existing six foot high perimeter fence.
The plans and specifications outline the construction of a barrier netting
- suspended on new wooden poles. The netting is similar to that used at golf
courses.
The installation of the barrier netting will decrease, but not eliminate the
possibility of softballs fouled -off into the streets adjoining the softball
fields.

The following is the anticipated schedule for construction:

The budgeted amount was based upon estimates utilizing used wooden poles.
New wooden poles were recommended by the Engineer. The Engineer's estimate
for the subject project is $27,000.00. Based upon the final bid results,
additional fund appropriations may be needed at the award of the contract.
This is unlikely to happen under current market conditions.

RESOLUTION NO. 92-139
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS FOR THE
BARRIER NETTING FOR COLUMBUS TUSTIN PARK AND AUTHORIZING
ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the
City of Tustin, California to contract construction for the
barrier netting for Columbus Tustin Park; and
WHEREAS, the City Engineer has presented plans and
specifications for the construction of said work;
NOW, THEREFORE, BE IT RESOLVED that the plans and
specifications presented by the City Engineer be and are
hereby approved as the plans and specifications for:
Barrier'Netting for Columbus Tustin Park
Project No. 400030
BE IT FURTHER RESOLVED that the City Clerk is hereby
authorized and directed to advertise as required by law for
the receipt of sealed bids or proposals for the doing of the
work specified in the aforesaid plans and specifications;
BE IT FURTHER RESOLVED that this project is categorically
exempt from the requirement of the California Environmental
Quality Act; Class III: New construction of small structures.
PASSED AND ADOPTED at a regular meeting of the City
Council of the City of Tustin on the 16th day of November,
1992.
